Critical to the success of this transformation are the federal government's people--its human capital. We have commended the progress that has been made in addressing human capital challenges in the last few years. Still, significant opportunities exist to improve strategic human capital management to respond to current and emerging 21st century challenges. A key question, for example, is how to update the federal government's classification and compensation systems to be more market-based and performance-oriented. The Administration's draft proposed "Working for America Act" is intended to ensure that agencies are equipped to better manage, develop, and reward their employees. Under this proposal, the Office of Personnel Management (OPM) is to design a new core classification and pay system, among other things. In addition, the draft proposal amends some provisions of Title 5 covering labor management relations and adverse actions and appeals. This testimony presents preliminary observations on the draft proposal; presents the principles, criteria, and processes for human capital reform; and suggests next steps for selected and targeted actions."

As part of that study, GAO did a telephone survey, which is reproduced here, of a sample of complainants in housing discrimination cases that were investigated and closed by HUD's Office of Fair Housing and Equal Opportunity (FHEO) and state and local Fair Housing Assistance Program (FHAP) agencies from July 1 through December 31, 2004. A survey research firm under contract to GAO interviewed a random sample of 575 complainants to determine their levels of satisfaction with the thoroughness, fairness, timeliness, and outcomes of the complaint intake and investigation process. Fully exploiting the potential of IT to improve performance is a challenging goal for VA, as it is throughout government. The Clinger-Cohen Act of 1996 addressed this challenge by, among other things, establishing the position of chief information officer (CIO) to serve as the focal point for information and technology management within departments and agencies. As agreed with Congress, GAO will discuss the role of CIOs in the federal government and in the private sector, as well as provide a historical perspective on the roles and responsibilities of VA's CIO. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) provides disability compensation to veterans disabled by injuries or diseases that were incurred or aggravated while on active military duty. Under Individual Unemployability (IU) benefit regulations, a veteran can receive increased compensation at the total disability compensation rate if VA determines that the veteran is unemployable because of service-connected disabilities. GAO has reported that numerous technological and medical advances, combined with changes in society and the nature of work, have increased the potential for people with disabilities to work. Yet VA has seen substantial growth of IU benefit awards to veterans over the last five years. In 2001 GAO reported that a growing number of private insurance companies in the United States have focused their programs on developing and implementing strategies to enable people with disabilities to return to work. Our testimony will describe how U.S. private insurers facilitate return to work in three key areas: (1) the eligibility assessment process, (2) work incentives, and (3) staffing practices. It will also compare these practices with those of VA's IU eligibility assessment process."

Our ability to fully address these issues is limited by two important factors. First, AOC's sequence 2 construction contractor's--Manhattan Construction Company--September 2005 schedule reflects a number of significant changes, and AOC has not yet had the opportunity to fully evaluate these changes. Second, neither AOC nor its construction management contractor--Gilbane Building Company--has completed the evaluation of elements of the project schedule that we recommended during Congress's September 15 hearing. Community Policing Grants: COPS Grants Were a Modest Contributor to Declines in Crime in the 1990s

A letter report issued by the Government Accountability Office with an abstract that begins "Between 1994 and 2001, the Office of Community Oriented Policing Services (COPS) provided more than $7.6 billion in grants to state and local communities to hire police officers and promote community policing as an effective strategy to prevent crime. Studies of the impact of the grants on crime have been inconclusive. GAO was asked to evaluate the effect of the COPS program on the decline in crime during the 1990s. GAO developed and analyzed a database containing annual observations on crime, police officers, COPS funds, and other factors related to crime, covering years prior to and during the COPS program, or from 1990 through 2001. GAO analyzed survey data on policing practices that agencies reportedly implemented and reviewed studies of policing practices. A letter report issued by the Government Accountability Office with an abstract that begins "In 2004, the Navy completed a study of how many selected reserve personnel are needed to support the active force in meeting current and future mission requirements. The Ronald W. Reagan National Defense Authorization Act for 2005 mandated that GAO assess several aspects of the Navy's study. This report addresses (1) the criteria and process the Navy used to conduct the review and what limitations affected the Navy's analyses and implementation plan; and (2) how the recommendations from the review will affect the reserve's personnel, funding, and command and control relationship with the active force."
