Amplitude Analysis of the Decay B0->K+pi-pi0

We report an updated amplitude analysis of the charmless hadronic decays of neutral B mesons to K{sup +} {pi}{sup -}{pi}{sup 0}. With a sample of 454 million {Upsilon}(4S) {yields} B{bar B} decays collected by the BABAR detector at the PEP-II asymmetric-energy B Factory at SLAC, we measure the magnitudes and phases of the intermediate resonant and nonresonant amplitudes for B{sup 0} and B{sup 0} decays and determine the corresponding CP-averaged fit fractions and charge asymmetries.

Search for Second-Class Currents in \tau^-\to\omega\pi^-\nu_{\tau}

We report on an analysis of {tau}{sup -} decaying into {omega}{pi}{sup -}{nu}{sub {tau}} with {omega} {yields} {pi}{sup +}{pi}{sup -}{pi}{sup 0} using data containing nearly 320 million tau pairs collected with the BABAR detector at the PEP-II asymmetric energy B-Factory. We find no evidence for second-class currents and set an upper limit at 0.69% at a 90% confidence level for the ratio of second- to first-class currents.

Advances in U.S. Heavy Ion Fusion Science

During the past two years, the US heavy ion fusion science program has made significant experimental and theoretical progress in simultaneous transverse and longitudinal beam compression, ion-beam-driven warm dense matter targets, high-brightness beam transport, advanced theory and numerical simulations, and heavy ion target physics for fusion. First experiments combining radial and longitudinal compression {pi} of intense ion beams propagating through background plasma resulted in on-axis beam densities increased by 700X at the focal plane. With further improvements planned in 2008, these results enable initial ion beam target experiments in warm dense matter to begin next year. They are assessing how these new techniques apply to higher-gain direct-drive targets for inertial fusion energy.

The 2002 Farm Bill: Overview and Status

This report discusses the provisions of the 1996 farm bill, which was due to expire in 2002 but was extended for an additional 6 years on May 13, 2002 by President Bush (P.L. 107-171). The new law is called the "Farm Security and Rural Investment Act (FSRIA) of 2002. The new law generally supersedes the previous omnibus farm bill, the Federal Agriculture Improvement and Reform (FAIR) Act of 1996 (P.L. 104-127). The new farm law has attracted widespread criticism both in the U.S. and abroad. This report discusses these criticisms as well as the defenses of the law's proponents.

The magnification of SN 1997ff, the farthest known supernova

With a redshift of z {approx} 1.7, SN 1997ff is the most distant type Ia supernova discovered so far. This SN is close to several bright, z = 0.6-0.9 galaxies, and we consider the effects of lensing by those objects on the magnitude of SN 1997ff. We estimate their velocity dispersions using the Tully-Fisher and Faber-Jackson relations corrected for evolution effects, and calculate, applying the multiple-plane lensing formalism, that SN 1997ff is magnified by 0.34{+-}0.12 mag. Due to the spatial configuration of the foreground galaxies, the shear from individual lenses partially cancels out,and the total distortion induced on the host galaxy is considerably smaller than that produced by a single lens having the same magnification. After correction for lensing, the revised distance to SN 1997ff is m-M = 45.49 {+-} 0.34 mag, which improves the agreement with the {Omega}{sub M} = 0.35, {Omega}{Lambda} = 0.65 cosmology expected from lower-redshift SNe Ia, and is inconsistent at the {approx} 3 sigma confidence level with a uniform gray dust model or a simple evolution model.

Manifest Ultraviolet Behavior in the Three-Loop Four-Point Amplitude of N=8 Supergravity

Using the method of maximal cuts, we obtain a form of the three-loop four-point scattering amplitude of N = 8 supergravity in which all ultraviolet cancellations are made manifest. The Feynman loop integrals that appear have a graphical representation with only cubic vertices, and numerator factors that are quadratic in the loop momenta, rather than quartic as in the previous form. This quadratic behavior reflects cancellations beyond those required for finiteness, and matches the quadratic behavior of the three-loop four-point scattering amplitude in N = 4 super-Yang-Mills theory. By direct integration we confirm that no additional cancellations remain in the N = 8 supergravity amplitude, thus demonstrating that the critical dimension in which the first ultraviolet divergence occurs at three loops is D{sub c} = 6. We also give the values of the three-loop divergences in D = 7, 9, 11. In addition, we present the explicitly color-dressed three-loop four-point amplitude of N = 4 super-Yang-Mills theory.

Measurement of Actinides in Environmental Samples at Micro-Becquerel Levels by Accelerator Mass Spectrometry

The need for ultra-sensitive actinide measurements continues to expand in the fields of environmental stewardship, nuclear isotope forensics, radiobioassay and environmental research. We have developed a heavy isotope accelerator mass spectrometry (AMS) system at Lawrence Livermore National Laboratory's Center for Accelerator Mass Spectrometry (CAMS). The system was designed particularly for the measurement of actinide concentrations and isotopic ratios. A fast isotope switching capability has been incorporated in the system, allowing flexibility in isotope selection and for the quasi-continuous normalization to a reference isotope spike. Initially, our utilization of the system has concentrated on the measurement of Pu isotopes. Under current operating conditions, background levels equivalent to <10{sup 6} atoms are observed during routine {sup 239}Pu and {sup 240}Pu measurements. Measurements of samples containing 10{sup 13} {sup 238}U atoms demonstrate that the system provides a {sup 238}U rejection factor of >10{sup 7}. Recently, we have utilized the high dynamic range of the AMS system in measuring samples whose Pu contents ranged from <10{sup 6} (background) to >10{sup 11} Pu atoms. Measurements of known materials, combined with results from an externally organized intercomparison program, indicate that our {sup 239}Pu measurements are accurate and precise down to the {mu}Bq level ({approx}10{sup 6} atoms). …

Export Tax Benefits and the WTO: Foreign Sales Corporations and the Extraterritorial Replacement Provisions

The U.S. tax code’s Foreign Sales Corporation (FSC) provisions provided a tax benefit for U.S. exporters. However, the European Union (EU) in 1997 charged that the provision was an export subsidy and thus contravened the World Trade Organization (WTO) agreements. A WTO ruling upheld the EU complaint, and to avoid WTO sanctioned retaliatory tariffs, U.S. legislation in November 2000 replaced FSC with the “extraterritorial income” (ETI) provisions, consisting of a redesigned export tax benefit of the same magnitude as FSC. The EU maintained that the new provisions are also not WTO-compliant and asked the WTO to rule on the matter.

Future Climate Analysis

This report documents an analysis that was performed to estimate climatic variables for the next 10,000 years by forecasting the timing and nature of climate change at Yucca Mountain, Nevada, the site of a repository for spent nuclear fuel and high-level radioactive waste. The future-climate estimates are based on an analysis of past-climate data from analog meteorological stations, and this report provides the rationale for the selection of these analog stations. The stations selected provide an upper and a lower climate bound for each future climate, and the data from those sites will provide input to the following reports: ''Simulation of Net Infiltration for Present-Day and Potential Future Climates'' (BSC 2004 [DIRS 170007]), ''Total System Performance Assessment (TSPA) Model/Analysis for the License Application'' (BSC 2004 [DIRS 168504]), ''Features, Events, and Processes in UZ Flow and Transport'' (BSC 2004 [DIRS 170012]), and ''Features, Events, and Processes in SZ Flow and Transport'' (BSC 2004 [DIRS 170013]). Forecasting long-term future climates, especially for the next 10,000 years, is highly speculative and rarely attempted. OAK B262 The Kinetics of Dissociations of Aluminum--Oxygen Bonds in Aqueous Complexes--An NMR Study. In this project we determined rates and mechanisms of Al(III)-O bond rupture at mineral surfaces and in dissolved aluminum complexes. We then compared the experimental results to simulations in an attempt to predict rate coefficients. Most of the low-temperature reactions that are geochemically important involve a bonded atom or molecule that is replaced with another. We probe these reactions at the most fundamental level in order to establish a model to predict rates for the wide range of reactions that cannot be experimentally studied. The chemistry of small aluminum cluster (Figure) provides a window into the hydrolytic processes that control rates of mineral formation and the transformation of adsorbates into extended structures. The molecule shown below as an example exposes several types of oxygens to the bulk solution including seven structurally distinct sets of bridging hydroxyls. This molecule is a rich model for the aqueous interface of aluminum (hydr)oxide minerals, since it approaches colloidal dimensions in size, yet is a dissolved complex with +18 charge. Kinetic Modifications to MHD Phenomena in Toroidal Plasmas

Particle kinetic effects involving small spatial and fast temporal scales can strongly affect MHD phenomena and the long time behavior of plasmas. In particular, kinetic effects such as finite ion gyroradii, trapped particle dynamics, and wave-particle resonances have been shown to greatly modify the stability of MHD modes. Here, the kinetic effects of trapped electron dynamics and finite ion gyroradii are shown to have a large stabilizing effect on kinetic ballooning modes in low aspect ratio toroidal plasmas such as NSTX [National Spherical Torus Experiment]. We also present the analysis of Toroidicity-induced Alfven Eigenmodes (TAEs) destabilized by fast neutral-beam injected ions in NSTX experiments and TAE stability in ITER due to alpha-particles and MeV negatively charged neutral beam injected ions.
