Heavy-Duty Emissions Control: Plasma-Facilitated vs Reformer-Assisted Lean NOx Catalysis

Progress has been made in the control of combustion processes to limit the formation of environmentally harmful species, but lean burn vehicles, such as those powered by diesel engines used for the majority of commercial trucking and off-road applications, remain a major source of nitrogen oxides (NOx) and particulate matter (PM) emissions. Tighter control of the combustion process coupled with exhaust gas recirculation has brought emissions in line with 2004 targets worldwide. Additional modifications to the engine control system, somewhat limited NOx control, and PM filters will likely allow the 2007 limits to be met for the on-highway regulations for heavy-duty engines in the United States. Concern arises when the NOx emission limit of 0.2 g/bhphr set for the year 2010 is considered.

Electricity: The Road Toward Restructuring

The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

RIA R&D for Enabling Direct Neutron Cross-Section Measurements

The expected production rates at RIA imply it should be possible to collect 10-{micro}g of a one-day half-life isotope. The amount of material should be sufficient to enable direct neutron cross-section measurements for many unstable isotopes. This capability is crucial for many of the stockpile stewardship and some of the astrophysical cross-section measurements. Enabling this capability at RIA requires the ability to harvest the desired isotopes, process highly radioactive material into targets, and irradiate targets with neutrons. This paper will discuss the changes and additions to the RIA complex that are necessary in order to enable direct neutron cross-section measurements. This will include a discussion of harvesting as well as a conceptual design for a co-located experimental facility with radiochemistry capability and a variable 'mono-energetic' neutron source.

Energy effects of heat-island reduction strategies in Toronto,Canada

The effect of heat-island reduction (HIR) strategies on annual energy savings and peak-power avoidance of the building sector of the Greater Toronto Area is calculated, using an hourly building energy simulation model. Results show that ratepayers could realize potential annual energy savings of over $11M from the effects of HIR strategies. The residential sector accounts for over half (59%) of the total savings, offices 13% and retail stores 28%. Savings from cool roofs are about 20%, shade trees 30%, wind shielding of trees 37%, and ambient cooling by trees and reflective surfaces 12%. These results are preliminary and highly sensitive to the relative price of gas and electricity. Potential annual electricity savings are estimated at about 150GWh and potential peak-power avoidance at 250MW.

ADVANCED DIAGNOSTIC TECHNIQUES FOR THREE-PHASE SLURRY BUBBLE COLUMN REACTORS(SBCR)

The objectives set for this cooperative project between Washington University (WU), Ohio State University (OSU), and Air Products and Chemicals, Inc. (APCI) to advance the understanding of the Fischer-Tropsch (FT) slurry bubble column reactor hydrodynamics for proper design and scale-up via advanced diagnostic techniques have been accomplished successfully despite the unexpected challenging technical difficulties in implementing the advanced techniques in high pressure stainless steel slurry bubble column. In this work, a detailed review of the aspects of high pressure phenomena of bubbles in liquids and liquid-solids suspension was performed. All the challenging technical problems mentioned above were resolved and the advanced measurement techniques were successfully used in this project. The effects of reactor pressure, superficial gas velocity, solids loading, and liquid physical properties on the overall gas holdup, holdups distribution, recirculation velocity, turbulent parameters, bubble dynamics (size and rise velocity) were investigated via advanced measurement techniques that includes optical probe, Laser Doppler Anemometry (LDA), Computed Tomography (CT), Computer Automated Radioactive Particle Tracking (CARPT). The findings are discussed and analyzed in this report. Hybrid Nanorod-Polymer Solar Cell: Final Report; 19 July 1999--19 September 2002

With the support of this grant, we successfully demonstrated that semiconductor nanorods can be used to fabricate readily processed and efficient hybrid solar cells together with polymers. By controlling nanorod length, we changed the distance over which electrons are transported directly through the thin-film device. Tuning the bandgap by altering the nanorod radius enabled us to optimize the overlap between the absorption spectrum of the cell and the solar emission spectrum. A photovoltaic device consisting of 7-nm by 60-nm CdSe nanorods and the conjugated polymer poly-3(hexylthiophene) was assembled from solution with an external quantum efficiency of over 54% and a monochromatic power conversion efficiency of 6.9% under 0.1 mW/cm2 illumination at 515 nm. Under AM 1.5 Global solar conditions, we obtained a power conversion efficiency of 1.7%.

Hohlraum-Driven Ignition-Like Double-Shell Implosion Experiments on Omega: Analysis and Interpretation

An experimental campaign to study hohlraum-driven ignition-like double-shell target performance using the Omega laser facility has begun. These targets are intended to incorporate as many ignition-like properties of the proposed National Ignition Facility (NIF) double-shell ignition design [1,2] as possible, given the energy constraints of the Omega laser. In particular, this latest generation of Omega double-shells is nominally predicted to produce over 99% of the (clean) DD neutron yield from the compressional or stagnation phase of the implosion as required in the NIF ignition design. By contrast, previous double-shell experience on Omega [3] was restricted to cases where a significant fraction of the observed neutron yield was produced during the earlier shock convergence phase where the effects of mix are deemed negligibly small. These new targets are specifically designed to have optimized fall-line behavior for mitigating the effects of pusher-fuel mix after deceleration onset and, thereby, providing maximum neutron yield from the stagnation phase. Experimental results from this recent Omega ignition-like double-shell implosion campaign show favorable agreement with two-dimensional integrated hohlraum simulation studies when enhanced (gold) hohlraum M-band (2-5 keV) radiation is included at a level consistent with observations.

The overall objective of this project is the three phase development of an Early Entrance Coproduction Plant (EECP) which uses petroleum coke to produce at least one product from at least two of the following three categories: (1) electric power (or heat), (2) fuels, and (3) chemicals using ChevronTexaco's proprietary gasification technology. The objective of Phase I is to determine the feasibility and define the concept for the EECP located at a specific site; develop a Research, Development, and Testing (RD&T) Plan to mitigate technical risks and barriers; and prepare a Preliminary Project Financing Plan. The objective of Phase II is to implement the work as outlined in the Phase I RD&T Plan to enhance the development and commercial acceptance of coproduction technology. The objective of Phase III is to develop an engineering design package and a financing and testing plan for an EECP located at a specific site. Pulse Compression Via Velocity Bunching with the LLNL Thomson X-ray Source Photoinjector

We report the compression of a high brightness, relativistic electron beam to rms lengths below 300 femtoseconds using the velocity compression technique in the LLNL Thomson X-ray source photoinjector. The results are consistent with analytical and computational models of this process. The emittance evolution of the beam during compression is investigated in simulation and found to be controllable with solenoid focusing.

CREAT A CONSORTIUM AND DEVELOP PREMIUM CARBON PRODUCTS FROM COAL

The Consortium for Premium Carbon Products from Coal, with funding from the U.S. Department of Energy's National Energy Technology Laboratory and matching funds from industry and academic institutions continued to excel in developing innovative technologies to use coal and coal-derived feedstocks to produce premium carbon product. During Budget Period 5, eleven projects were supported and sub-contracted were awarded to seven organizations. The CPCPC held two meetings and one tutorial at various locations during the year. Budget Period 5 was a time of growth for CPCPC in terms of number of proposals and funding requested from members, projects funded and participation during meetings. Although the membership was stable during the first part of Budget Period 5 an increase in new members was registered during the last months of the performance period.

Advanced Diesel Engine and Aftertreatment Technology Development for Tier 2 Emissions

Advanced diesel engine and aftertreatment technologies have been developed for multiple engine and vehicle platforms. Tier 2 (2007 and beyond) emissions levels have been demonstrated for a light truck vehicle over a FTP-75 test cycle on a vehicle chassis dynamometer. These low emissions levels are obtained while retaining the fuel economy advantage characteristic of diesel engines. The performance and emissions results were achieved by integrating advanced combustion strategies (CLEAN Combustion{copyright}) with prototype aftertreatment systems. CLEAN Combustion{copyright} allows partial control of exhaust species for aftertreatment integration in addition to simultaneous NOx and PM reduction. Analytical tools enabled the engine and aftertreatment sub-systems development and system integration. The experimental technology development methodology utilized a range of facilities to streamline development of the eventual solution including utilization of steady state and transient dynamometer test-beds to simulate chassis dynamometer test cycles.

The cross sections, diffusion coefficients, and discontinuity factors (collectively called ''group constants'') in the nodal diffusion equations are parameterized as functions of many variables, ranging from the obvious (temperature, boron concentration, etc.) to the more obscure (spectral index, moderator temperature history, etc.). These group constants, and their variations as functions of the many variables, are calculated by assembly-level transport codes. The current methodology has two main weaknesses that this project addressed. The first weakness is the diffusion approximation in the full-core calculation; this can be significantly inaccurate at interfaces between different assemblies. This project used the nodal diffusion framework to implement nodal quasidiffusion equations, which can capture transport effects to an arbitrary degree of accuracy. The second weakness is in the parameterization of the group constants; current models do not always perform well, especially at interfaces between unlike assemblies. Intensive animal feeding operations create large amounts of animal waste that must be safely disposed of in order to avoid environmental degradation. Cattle feedlots and chicken houses are two examples. In feedlots, cattle are confined to small pens and fed a high calorie grain-diet diet in preparation for slaughter. In chicken houses, thousands of chickens are kept in close proximity. In both of these operations, millions of tons of manure are produced every year. The manure could be used as a fuel by mixing it with coal in a 90:10 blend and firing it in an existing coal suspension fired combustion systems. This technique is known as co-firing, and the high temperatures produced by the coal will allow the biomass to be completely combusted. Reburn is a process where a small percentage of fuel called reburn fuel is injected above the NO{sub x} producing, conventional coal fired burners in order to reduce NO{sub x}. The manure could also be used as reburn fuel for reducing NO{sub x} in coal fired plants. An alternate approach of using animal waste is to adopt the gasification process using a fixed bed gasifier and then use the gases for firing in gas turbine combustors. …

In addition, they review the status of the machine and experiments as reported at the Symposium. Finally, I suggest an attitude which may be most appropriate as they look forward to the opportunities anticipated for the first data from the LHC.

Octupole magnet for soft X ray magnetic dichroism experiments: Design and performance

An octupole magnet endstation for soft x-ray magnetic dichroism measurements has been developed at the Advanced Light Source. The system consists of an eight pole electromagnet that surrounds a small vacuum chamber. The magnet provides fields up to 0.9 T that can be applied in any direction relative to the incoming x-ray beam. High precision magnetic circular and linear dichroism spectra can be obtained reversing the magnetic field for each photon energy in an energy scan. Moreover, the field dependence of all components of the magnetization vector can be studied in detail by choosing various angles of x-ray incidence while keeping the relative orientation of magnetic field and sample fixed.

Regulation of the genes involved in nitrification.

OAK-B135 This project focuses on the characterization of the regulation of the genes involved in nitrification in the bacterium Nitrosomonas europaea. The key genes in the nitrification pathway, amo and hao, are present in multiple copies in the genome. The promoters for these genes were identified and characterized. It was shown that there were some differences in the transcriptional regulation of the copies of these genes.

Laser safety and hazard analysis for the temperature stabilized BSLT ARES laser system.

A laser safety and hazard analysis was performed for the temperature stabilized Big Sky Laser Technology (BSLT) laser central to the ARES system based on the 2000 version of the American National Standards Institute's (ANSI) Standard Z136.1, for Safe Use of Lasers and the 2000 version of the ANSI Standard Z136.6, for Safe Use of Lasers Outdoors. As a result of temperature stabilization of the BSLT laser the operating parameters of the laser had changed requiring a hazard analysis based on the new operating conditions. The ARES laser system is a Van/Truck based mobile platform, which is used to perform laser interaction experiments and tests at various national test sites.

CNG and Diesel Transit Bus Emissions in Review

Over the past three years, the California Air Resources Board (CARB), in collaboration with the University of California and other entities, has investigated the tailpipe emissions from three different latemodel, in-use heavy-duty transit buses in five different configurations. The study has focused on the measurement of regulated emissions (NOX, HC, CO, total PM), other gaseous emissions (CO2, NO2, CH4, NMHC), a number of pollutants of toxic risk significance (aromatics, carbonyls, PAHs, elements), composition (elemental and organic carbon), and the physical characterization (size-segregated number count and mass) of the particles in the exhaust aerosol. Emission samples are also tested in a modified Ames assay. The impact of oxidation catalyst control for both diesel and compressed natural gas (CNG) buses and a passive diesel particulate filter (DPF) were evaluated over multiple driving cycles (idle, 55 mph cruise, CBD, UDDS, NYBC) using a chassis dynamometer. For brevity, only CBD results are discussed in this paper and particle sizing results are omitted. The database of results is large and some findings have been reported already at various forums including last year's DEER conference. Calculations of precursor propagation in dispersive dielectrics.

The present study is a numerical investigation of the propagation of electromagnetic transients in dispersive media. It considers propagation in water using Debye and composite Rocard-Powles-Lorentz models for the complex permittivity. The study addresses this question: For practical transmitted spectra, does precursor propagation provide any features that can be used to advantage over conventional signal propagation in models of dispersive media of interest? A companion experimental study is currently in progress that will attempt to measure the effects studied here.
