300 Area Uranium Stabilization Through Polyphosphate Injection: Final Report

The objective of the treatability test was to evaluate the efficacy of using polyphosphate injections to treat uranium-contaminated groundwater in situ. A test site consisting of an injection well and 15 monitoring wells was installed in the 300 Area near the process trenches that had previously received uranium-bearing effluents. This report summarizes the work on the polyphosphate injection project, including bench-scale laboratory studies, a field injection test, and the subsequent analysis and interpretation of the results. Previous laboratory tests have demonstrated that when a soluble form of polyphosphate is injected into uranium-bearing saturated porous media, immobilization of uranium occurs due to formation of an insoluble uranyl phosphate, autunite [Ca(UO2)2(PO4)2•nH2O]. These tests were conducted at conditions expected for the aquifer and used Hanford soils and groundwater containing very low concentrations of uranium (10-6 M). Because autunite sequesters uranium in the oxidized form U(VI) rather than forcing reduction to U(IV), the possibility of re-oxidation and subsequent re-mobilization is negated. Extensive testing demonstrated the very low solubility and slow dissolution kinetics of autunite. In addition to autunite, excess phosphorous may result in apatite mineral formation, which provides a long-term source of treatment capacity. Advanced Multi-Product Coal Utilization By-Product Processing Plant

The overall objective of this project is to design, construct, and operate an ash beneficiation facility that will generate several products from coal combustion ash stored in a utility ash pond. The site selected is LG&E's Ghent Station located in Carroll County, Kentucky. The specific site under consideration is the lower ash pond at Ghent, a closed landfill encompassing over 100 acres. Coring activities revealed that the pond contains over 7 million tons of ash, including over 1.5 million tons of coarse carbon and 1.8 million tons of fine (<10 {micro}m) glassy pozzolanic material. These potential products are primarily concentrated in the lower end of the pond adjacent to the outlet. A representative bulk sample was excavated for conducting laboratory-scale process testing while a composite 150 ton sample was also excavated for demonstration-scale testing at the Ghent site. A mobile demonstration plant with a design feed rate of 2.5 tph was constructed and hauled to the Ghent site to evaluate unit processes (i.e. primary classification, froth flotation, spiral concentration, secondary classification, etc.) on a continuous basis to determine appropriate scale-up data. Characterization of Oxy-combustion Impacts in Existing Coal-fired Boilers

This report summarizes Year 1 results of a research program designed to use multi-scale experimental studies and fundamental theoretical models to characterize and predict the impacts of retrofit of existing coal-fired utility boilers for oxy-combustion. Through the course of Year 1 activities, great progress was made toward understanding the issues associated with oxy-combustion retrofit of coal-fired boilers. All four Year 1 milestones and objectives have been, or will be, completed on schedule and within budget. Progress in the four milestone areas may be summarized as follows: • University of Utah has performed size segregated ash composition measurements in the Oxy-Fuel Combustor (OFC). These experiments indicate that oxy-combustion retrofit may impact ash aerosol mineral matter composition. Both flame temperature and flue gas composition have been observed to influence the concentration of calcium, magnesium and iron in the fine particulate. This could in turn impact boiler fouling and slagging. • Sandia National Labs has shown that char oxidation rate is dependent on particle size (for sizes between 60 and 100 microns) by performing fundamental simulations of reacting char particles. Decontamination Technologies, Task 3, Urban Remediation and Response Project

In the aftermath of a Radiological Dispersal Device (RDD, also known as a dirty bomb) it will be necessary to remediate the site including building exteriors and interiors, equipment, pavement, vehicles, personal items etc. Remediation will remove or reduce radioactive contamination from the area using a combination of removing and disposing of many assets (including possible demolition of buildings), decontaminating and returning to service other assets, and fixing in place or leaving in place contamination that is deemed 'acceptable'. The later will require setting acceptable dose standards, which will require negotiation with all involved parties and a balance of risk and cost to benefit. To accomplish the first two, disposal or decontamination, a combination of technologies will be deployed that can be loosely classified as: Decontamination; Equipment removal and size reduction; and Demolition. This report will deal only with the decontamination technologies that will be used to return assets to service or to reduce waste disposal. It will not discuss demolition, size reduction or removal technologies or equipment (e.g., backhoe mounted rams, rock splitter, paving breakers and chipping hammers, etc.). Deep Trek Re-configurable Processor for Data Acquisition (RPDA)

This report summarizes technical progress achieved during the cooperative research agreement between Honeywell and U.S. Department of Energy to develop a high-temperature Re-configurable Processor for Data Acquisition (RPDA). The RPDA development has incorporated multiple high-temperature (225C) electronic components within a compact co-fired ceramic Multi-Chip-Module (MCM) package. This assembly is suitable for use in down-hole oil and gas applications. The RPDA module is programmable to support a wide range of functionality. Specifically this project has demonstrated functional integrity of the RPDA package and internal components, as well as functional integrity of the RPDA configured to operate as a Multi-Channel Data Acquisition Controller. This report reviews the design considerations, electrical hardware design, MCM package design, considerations for manufacturing assembly, test and screening, and results from prototype assembly and characterization testing.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense's (DOD) plans to increase the U.S. military presence on Guam by more than two-and-a-half times the island's current military population of 15,000 by 2020. To keep pace with this growth, DOD has determined that substantial upgrades to the island's existing utilities infrastructure are required for electric power, potable water, wastewater treatment, and solid waste disposal to meet future utility needs. GAO was asked to examine (1) the condition and capacity of the existing utilities' infrastructure on Guam, the military's estimated utility requirements, and potential solutions for meeting the increased demand on the island's utility systems as well as (2) the extent that DOD has developed a comprehensive plan to address any challenges it faces in its planning for new utility systems. GAO reviewed and analyzed plans and studies within DOD, the services, and several stakeholders on implementing new utility services associated with the Guam military buildup."

Development of a Novel Efficient Solid-Oxide Hybrid for Co-generation of Hydrogen and Electricity Using Nearby Resources for Local Application

Developing safe, reliable, cost-effective, and efficient hydrogen-electricity co-generation systems is an important step in the quest for national energy security and minimized reliance on foreign oil. This project aimed to, through materials research, develop a cost-effective advanced technology cogenerating hydrogen and electricity directly from distributed natural gas and/or coal-derived fuels. This advanced technology was built upon a novel hybrid module composed of solid-oxide fuel-assisted electrolysis cells (SOFECs) and solid-oxide fuel cells (SOFCs), both of which were in planar, anode-supported designs. A SOFEC is an electrochemical device, in which an oxidizable fuel and steam are fed to the anode and cathode, respectively. Steam on the cathode is split into oxygen ions that are transported through an oxygen ion-conducting electrolyte (i.e. YSZ) to oxidize the anode fuel. The dissociated hydrogen and residual steam are exhausted from the SOFEC cathode and then separated by condensation of the steam to produce pure hydrogen. The rationale was that in such an approach fuel provides a chemical potential replacing the external power conventionally used to drive electrolysis cells (i.e. solid oxide electrolysis cells). Development of Acetic Acid Removal Technology for the UREX+Process

It is imperative that acetic acid is removed from a waste stream in the UREX+process so that nitric acid can be recycled and possible interference with downstreatm steps can be avoidec. Acetic acid arises from acetohydrozamic acid (AHA), and is used to suppress plutonium in the first step of the UREX+process. Later, it is hydrolyzed into hydroxyl amine nitrate and acetic acid. Many common separation technologies were examined, and solvent extraction was determined to be the best choice under process conditions. Solvents already used in the UREX+ process were then tested to determine if they would be sufficient for the removal of acetic acid. The tributyl phosphage (TBP)-dodecane diluent, used in both UREX and NPEX, was determined to be a solvent system that gave sufficient distribution coefficients for acetic acid in addition to a high separation factor from nitric acid.

Development of Criteria and Identification of Particle Cluster Size Based on Measurements of Void Fraction in Gas-Solid Systems

A circulating fluidized bed (CFB) built at FIU was used to study particle motion in the riser in order to simulate flow regimes in a cold gasifier. High speed imaging was used in order to capture the dynamics of the particles flowing in the riser. The imaging method used here is called the shadow sizing technique which allowed the determination of particle areas and trajectories at various flow rates in the riser. The solid volume fraction and particle velocities calculated using the images acquired during the experiments can be related to granular temperature in order to detect formations of clusters in the riser section of the CFB. The shadow sizing technique was observed to be an effective method in detecting dynamics of particles in motion and formation of clusters when supported with high-speed imaging.

Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. Evaluation of a Low Friction - High Efficiency Roller Bearing Engine

This Low Friction (High Efficiency Roller Bearing) Engine (LFE) report presents the work done by The Timken Company to conduct a technology demonstration of the benefits of replacing hydrodynamic bearings with roller bearings in the crankshaft and camshaft assemblies of an internal combustion engine for the purpose of collecting data sufficient to prove merit. The engines in the present study have been more extensively converted to roller bearings than any previous studies (40 needle roller bearings per engine) to gain understanding of the full potential of application of bearing technology. The project plan called for comparative testing of a production vehicle which was already respected for having demonstrated low engine friction levels with a rollerized version of that engine. Testing was to include industry standard tests for friction, emissions and fuel efficiency conducted on instrumented dynamometers. Additional tests for fuel efficiency, cold start resistance and other measures of performance were to be made in the actual vehicle. Comparative measurements of noise, vibration and harshness (NVH), were planned, although any work to mitigate the suspected higher NVH level in the rollerized engine was beyond the scope of this project. If a large scale RDD event where to occur in New York City, the magnitude of the problem would likely exceed the capabilities of City and State to effectively respond to the event. New York State could request Federal Assistance if the United States President has not already made the decision to provide it. The United States Federal Government has a well developed protocol to respond to emergencies. The National Response Framework (NRF) describes the process for responding to all types of emergencies including RDD incidents. Depending on the location and type of event, the NRF involves appropriate Federal Agencies, e.g., Department of Homeland Security (DHS), the Department of Energy (DOE), Environmental Protection Agency (EPA), United States Coast Guard (USCG), Department of Defense (DOD), Department of Justice (DOJ), Department of Agriculture (USDA), and Nuclear Regulatory Commission (NRC). The Federal response to emergencies has been refined and improved over the last thirty years and has been tested on natural disasters (e.g. hurricanes and floods), man-made disasters (oil spills), and terrorist events (9/11). Final Report

Ohio Supercomputer Center (OSC) is a junior partner in the project titled Common HEC I/O Forwarding Scalability Layer. The goal of this project is to design and implement an open platform for scalable I/O forwarding for the next generation leadership class machines. These machines are going to be made up of hundreds of thousands of nodes, and current distributed file system architectures cannot scale to such large number of clients due to problems caused by large fan-in. One solution to that problem is to add another layer of machines between the file servers and the clients, which can intermediate the I/O requests. Not only does it reduce the fan-in problem at the file servers, but this additional layer of indirection also allows architectural flexibility, like the ability to support heterogeneous networks and file systems.
