ENERGY EFFICIENCY LIMITS FOR A RECUPERATIVE BAYONET SULFURIC ACID DECOMPOSITION REACTOR FOR SULFUR CYCLE THERMOCHEMICAL HYDROGEN PRODUCTION

A recuperative bayonet reactor design for the high-temperature sulfuric acid decomposition step in sulfur-based thermochemical hydrogen cycles was evaluated using pinch analysis in conjunction with statistical methods. The objective was to establish the minimum energy requirement. Taking hydrogen production via alkaline electrolysis with nuclear power as the benchmark, the acid decomposition step can consume no more than 450 kJ/mol SO{sub 2} for sulfur cycles to be competitive. The lowest value of the minimum heating target, 320.9 kJ/mol SO{sub 2}, was found at the highest pressure (90 bar) and peak process temperature (900 C) considered, and at a feed concentration of 42.5 mol% H{sub 2}SO{sub 4}. This should be low enough for a practical water-splitting process, even including the additional energy required to concentrate the acid feed. Lower temperatures consistently gave higher minimum heating targets. The lowest peak process temperature that could meet the 450-kJ/mol SO{sub 2} benchmark was 750 C. If the decomposition reactor were to be heated indirectly by an advanced gas-cooled reactor heat source (50 C temperature difference between primary and secondary coolants, 25 C minimum temperature difference between the secondary coolant and the process), then sulfur cycles using this concept could be competitive with alkaline electrolysis provided …

EPA Chemical Assessments: Process Reforms Offer the Potential to Address Key Problems

Testimony issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency's (EPA) Integrated Risk Information System (IRIS) contains EPA's scientific position on the potential human health effects of exposure to more than 540 chemicals. Toxicity assessments in the IRIS database constitute the first two critical steps of the risk assessment process, which in turn provides the foundation for risk management decisions. Thus, IRIS is a critical component of EPA's capacity to support scientifically sound environmental decisions, policies, and regulations. GAO's 2008 report on the IRIS program identified significant concerns that, coupled with the importance of the program, caused GAO to add EPA's processes for assessing and controlling toxic chemicals as a high-risk area in its January 2009 biennial status report on governmentwide high-risk areas requiring increased attention by executive agencies and Congress. This testimony discusses (1) the findings from GAO's March 2008 report Chemical Assessments: Low Productivity and New Interagency Review Process Limit the Usefulness and Credibility of EPA's Integrated Risk Information System and related testimonies and (2) GAO's preliminary evaluation of the revised IRIS assessment process EPA issued on May 21, 2009. Evidence for weak electronic correlations in Fe-Pnictides

Using x-ray absorption and resonant inelastic x-ray scattering, charge dynamics at and near the Fe L edges is investigated in Fe pnictide materials, and contrasted tothat measured in other Fe compounds. It is shown that the XAS and RIXS spectra for 122 and 1111 Fe pnictides are each qualitatively similar to Fe metal. Cluster diagonalization, multiplet, and density-functional calculations show that Coulomb correlations are much smaller than in the cuprates, highlighting the role of Fe metallicity and strong covalency in these materials. Best agreement with experiment is obtained using Hubbard parameters U<~;; 2eV and J ~;; 0.8eV.

High-resolution, high-transmission soft x-ray spectrometer for the study of biological samples

We present a variable line-space grating spectrometer for soft s-rays that coverst the photon energy range between 130 and 650 eV. The optical design is based on the Hettrick-Underwood principle and tailored to synchrotron-based studies of radiation-sensitive biological samples. The spectrometer is able to record the entire spectral range in one shot, i.e., without any mechanical motion, at a resolving power of 1200 or better. Despite is slitless design, such a resolving power can be achieved for a source spot as large as (30 x 3000) micrometers squared, which is important for keeping beam damage effects in radiation-sensitive samples low. The high spectrometer efficiency allows recording of comprehensive two-dimensional resonant inelastic soft x-ray scatters (RIXS) maps with good statistics within several minutes. This is exemplarily demonstrated for a RIXS map of highly oriented pyrolytic graphite, which was taken with 10 min.

Iter Central Solenoid Coil Insulation Qualification

An insulation system for ITER Central Solenoid must have sufficiently high electrical and structural strength. Design efforts to bring stresses in the turn and layer insulation within allowables failed. It turned out to be impossible to eliminate high local tensile stresses in the winding pack. When high local stresses can not be designed out, the qualification procedure requires verification of the acceptable structural and electrical strength by testing. We built two 4 x 4 arrays of the conductor jacket with two options of the CS insulation and subjected the arrays to 1.2 million compressive cycles at 60 MPa and at 76 K. Such conditions simulated stresses in the CS insulation. We performed voltage withstand tests and after end of cycling we measured the breakdown voltages between in the arrays. After that we dissectioned the arrays and studied micro cracks in the insulation. We report details of the specimens preparation, test procedures and test results.

Preliminary Physics Motivation and Engineering Design Assessment of the National High Power Torus

In April 2006, Dr. Ray Orbach, Director of the DOE Office of Science, challenged the fusion community to "propose a new facility... which will put the U.S. at the lead in world fusion science." Analysis of the gaps between expected ITER performance and the requirements of a demonstration power plant (Demo) pointed to the critical and urgent need to develop fusion-relvant plasma-material interface (PMI) solutions consistent with sustained high plasma performance. A survey of world fusion program indicated that present and planned experimental devices do not advance the PMI issue beyond ITER, and a major dedicated experimental facility is warranted. Such a facility should provide the flexibility and access needed to solve plasma boundary challenges related to divertor heat flux and particle exhaust while also developing methods to minimize hydrogenic isotope retention and remaining compatible with high plasma performance.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Housing and Urban Development (HUD) provided over $6.7 billion in fiscal year 2008 to housing agencies to operate, modernize, and develop about 1.2 million public housing units. It is important that HUD exercise sufficient oversight of housing agencies to help ensure that public housing funds are being used as intended and properly managed. In this report, GAO examines HUD's oversight processes for detecting housing agencies at risk of inappropriate use and mismanagement of public housing funds. GAO analyzed HUD financial data on about 3,300 housing agencies, compared HUD's oversight policies with program and agency objectives, and interviewed agency officials."

Theory of Fine-scale Zonal Flow Generation From Trapped Electron Mode Turbulence

Most existing zonal flow generation theory has been developed with a usual assumption of qrρθ¡ << 1 (qr is the radial wave number of zonal flow, and ρθ¡ is the ion poloidal gyrora- dius). However, recent nonlinear gyrokinetic simulations of trapped electron mode (TEM) turbulence exhibit a relatively short radial scale of the zonal flows with qrρθ¡ ~ 1 [Z. Lin et al., IAEA-CN/TH/P2-8 (2006); D. Ernst et al., Phys. Plasmas 16, 055906 (2009)]. This work reports an extension of zonal flow growth calculation to this short wavelength regime via the wave kinetics approach. A generalized expression for the polarization shielding for arbitrary radial wavelength [Lu Wang and T.S. Hahm, to appear in Phys. Plasmas (2009)] which extends the Rosenbluth-Hinton formula in the long wavelength limit is applied.

242-16H 2H EVAPORATOR POT SAMPLING FINAL REPORT

Due to the materials that are processed through 2H Evaporator, scale is constantly being deposited on the surfaces of the evaporator pot. In order to meet the requirements of the Nuclear Criticality Safety Analysis/Evaluation (NCSA/NCSE) for 2H Evaporator, inspections of the pot are performed to determine the extent of scaling. Once the volume of scale reaches a certain threshold, the pot must be chemically cleaned to remove the scale. Prior to cleaning the pot, samples of the scale are obtained to determine the concentration of uranium and plutonium and also to provide information to assist with pot cleaning. Savannah River National Laboratory (SRNL) was requested by Liquid Waste Organization (LWO) Engineering to obtain these samples from two locations within the evaporator. Past experience has proven the difficulty of successfully obtaining solids samples from the 2H Evaporator pot. To mitigate this risk, a total of four samplers were designed and fabricated to ensure that two samples could be obtained. Samples had previously been obtained from the cone surface directly below the vertical access riser using a custom scraping tool. This tool was fabricated and deployed successfully. Testimony issued by the Government Accountability Office with an abstract that begins "On April 3, 2008, the Secretary of Commerce announced significant changes to how the Census Bureau (Bureau) would conduct nonresponse follow-up, its largest field operation, in which census workers interview households that do not return initial census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, an integrated 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses (1) the Bureau's plans for conducting a paper-based nonresponse follow-up operation, (2) management of the FDCA contract and its latest cost estimates, and (3) the status of the Bureau's integrated 2010 project schedule. Benchmarking and Equipment and Controls Assessment for a 'Big Box' Retail Chain

The paper describes work to enable improved energy performance of existing and new retail stores belonging to a national chain and thereby also identify measures and tools that would improve the performance of 'big box' stores generally. A detailed energy simulation model of a standard store design was developed and used to: (1) demonstrate the benefits of benchmarking the energy performance of retail stores of relatively standard design using baselines derived from simulation, (2) identify cost-effective improvements in the efficiency of components to be incorporated in the next design cycle, and (3) use simulation to identify potential control strategy improvements that could be adopted in all stores, improving operational efficiency. The core enabling task of the project was to develop an energy model of the current standard design using the EnergyPlus simulation program. For the purpose of verification of the model against actual utility bills, the model was reconfigured to represent twelve existing stores (seven relatively new stores and five older stores) in different US climates and simulations were performed using weather data obtained from the National Weather Service. The results of this exercise, which showed generally good agreement between predicted and measured total energy use, suggest that dynamic benchmarking …
