Field Testing of Environmentally Friendly Drilling System

The Environmentally Friendly Drilling (EFD) program addresses new low-impact technology that reduces the footprint of drilling activities, integrates light weight drilling rigs with reduced emission engine packages, addresses on-site waste management, optimizes the systems to fit the needs of a specific development sites and provides stewardship of the environment. In addition, the program includes industry, the public, environmental organizations, and elected officials in a collaboration that addresses concerns on development of unconventional natural gas resources in environmentally sensitive areas. The EFD program provides the fundamentals to result in greater access, reasonable regulatory controls, lower development cost and reduction of the environmental footprint associated with operations for unconventional natural gas. Industry Sponsors have supported the program with significant financial and technical support. This final report compendium is organized into segments corresponding directly with the DOE approved scope of work for the term 2005-2009 (10 Sections). Each specific project is defined by (a) its goals, (b) its deliverable, and (c) its future direction. A web site has been established that contains all of these detailed engineering reports produced with their efforts. An Integrated Surface Engineering Technology Development for Improving Energy Efficiency of Engine Components

Frictional losses are inherent in most practical mechanical systems. The ability to control friction offers many opportunities to achieve energy conservation. Over the years, materials, lubricants, and surface modifications have been used to reduce friction in automotive and diesel engines. However, in recent years, progress in friction reduction technology has slowed because many of the inefficiencies have been eliminated. A new avenue for friction reduction is needed. Designing surfaces specifically for friction reduction with concomitant enhanced durability for various engine components has emerged recently as a viable opportunity due to advances in fabrication and surface finishing techniques. Recently, laser ablated dimples on surfaces have shown friction reduction properties and have been demonstrated successfully in conformal contacts such as seals where the speed is high and the load is low. The friction reduction mechanism in this regime appears to depend on the size, patterns, and density of dimples in the contact. This report describes modeling efforts in characterizing surface textures and understanding their mechanisms for enhanced lubrication under high contact pressure conditions. Molecular mechanism of crystallization impacting calcium phosphate cements

In summary, SPM data has shown that (1) Mg inhibits growth on all steps but relatively high Mg/Ca ratios are needed. Extracting the mechanism of interaction requires more modeling of the kinetic data, but step morphology is consistent with incorporation. (2) Citrate has several effects depending on the citrate/Ca ratio. At the lowest concentrations, citrate increases the step free energy without altering the step kinetics; at higher concentrations, the polar step is slowed. (3) Oxalate also slows the polar step but additionally stabilizes a new facet, with a [100]{sub Cc} step. (4) Etidronate has the greatest kinetic impact of the molecules studied. At 7{micro}M concentrations, the polar step slows by 60% and a new polar step appears. However, at the same time the [10-1]{sub Cc} increases by 67%. It should be noted that all of these molecules complex calcium and can effect kinetics by altering the solution supersaturation or the Ca to HPO{sub 4}{sup 2-} ratio. For the SPM data shown, this effect was corrected for to distinguish the effect of the molecule at the crystal surface from the effect of the molecule on the solution speciation. Probabilistic Risk Based Decision Support for Oil and Gas Exploration and Production Facilities in Sensitive Ecosystems

This report describes work performed during the initial period of the project 'Probabilistic Risk Based Decision Support for Oil and Gas Exploration and Production Facilities in Sensitive Ecosystems.' The specific region that is within the scope of this study is the Fayetteville Shale Play. This is an unconventional, tight formation, natural gas play that currently has approximately 1.5 million acres under lease, primarily to Southwestern Energy Incorporated and Chesapeake Energy Incorporated. The currently active play encompasses a region from approximately Fort Smith, AR east to Little Rock, AR approximately 50 miles wide (from North to South). The initial estimates for this field put it almost on par with the Barnett Shale play in Texas. It is anticipated that thousands of wells will be drilled during the next several years; this will entail installation of massive support infrastructure of roads and pipelines, as well as drilling fluid disposal pits and infrastructure to handle millions of gallons of fracturing fluids. This project focuses on gas production in Arkansas as the test bed for application of proactive risk management decision support system for natural gas exploration and production. The Waste Calcining Facility is located at the Idaho Nuclear Technology and Engineering Center. In 1999, the Waste Calcining Facility was closed under and approved Hazardous Waste Management Act/Resource Conservation and Recovery Act Closure plan. Vessels and spaces were grouted and then covered with a concrete cap. This permit sets forth procedural requirements for groundwater characterization and monitoring, maintenance, and inspections of the Waste Calcining Facility to ensure continued protection of human health and the environment.

Vermont Biofuels Initiative: Local Production for Local Use to Supply a Portion of Vermont’s Energy Needs

The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund’s (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont’s dependency on petroleum through the development of homegrown alternatives. As such, it supports the four key priorities of the U.S. Department of Energy’s Multi-year Biomass Plan: 1.) Dramatically reduce dependence on foreign oil; 2.) Promote the use of diverse, domestic and sustainable energy resources; 3.) Reduce carbon emissions from energy production and consumption; 4.) Establish a domestic bioindustry. In 2005 VSJF was awarded with a $496,000 Congressionally directed award from U.S. Senator Patrick Leahy. This award was administered through the U.S. Department of Energy (DE-FG36- 05GO85017, hereafter referred to as DOE FY05) with $396,000 to be used by VSJF for biodiesel development and $100,000 to be used by the Vermont Department of Public Service for methane biodigester projects. This report provides a short description of the Atmospheric Radiation Measurement (ARM) Climate Research Facility (ACRF) microwave radiometer (MWR) RETrievel (MWRRET) value-added product (VAP) algorithm. This algorithm utilizes a complementary physical retrieval method and applies brightness temperature offsets to reduce spurious liquid water path (LWP) bias in clear skies resulting in significantly improved precipitable water vapor (PWV) and LWP retrievals. We present a general overview of the technique, input parameters, output products, and describe data quality checks. A more complete discussion of the theory and results is given in Turner et al. (2007b).

Progress towards Managing Residential Electricity Demand: Impacts of Standards and Labeling for Refrigerators and Air Conditioners in India

The development of Energy Efficiency Standards and Labeling (EES&L) began in earnest in India in 2001 with the Energy Conservation Act and the establishment of the Indian Bureau of Energy Efficiency (BEE). The first main residential appliance to be targeted was refrigerators, soon to be followed by room air conditioners. Both of these appliances are of critical importance to India's residential electricity demand. About 15percent of Indian households own a refrigerator, and sales total about 4 million per year, but are growing. At the same time, the Indian refrigerator market has seen a strong trend towards larger and more consumptive frost-free units. Room air conditioners in India have traditionally been sold to commercial sector customers, but an increasing number are going to the residential sector. Room air conditioner sales growth in India peaked in the last few years at 20percent per year. In this paper, we perform an engineering-based analysis using data specific to Indian appliances. We evaluate costs and benefits to residential and commercial sector consumers from increased equipment costs and utility bill savings. The analysis finds that, while the BEE scheme presents net benefits to consumers, there remain opportunities for efficiency improvement that would optimize consumer benefits, according …

Acting Globally: Potential Carbon Emissions Mitigation Impacts from an International Standards and Labelling Program

This paper presents an analysis of the potential impacts of an international initiative designed to support and promote the development and implementation of appliances standards and labelling programs throughout the world. As part of previous research efforts, LBNL developed the Bottom Up Energy Analysis System (BUENAS), an analysis framework that estimates impact potentials of energy efficiency policies on a global scale. In this paper, we apply this framework to an initiative that would result in the successful implementation of programs focused on high priority regions and product types, thus evaluating the potential impacts of such an initiative in terms of electricity savings and carbon mitigation in 2030. In order to model the likely parameters of such a program, we limit impacts to a five year period starting in 2009, but assume that the first 5 years of a program will result in implementation of 'best practice' minimum efficiency performance standards by 2014. The 'high priority' regions considered are: Brazil, China, the European Union,India, Mexico and the United States. Enduse Global Emissions Mitigation Scenarios (EGEMS): A New Generation of Energy Efficiency Policy Planning Models

This paper presents efforts to date and prospective goals towards development of a modelling and analysis framework which is comprehensive enough to address the global climate crisis, and detailed enough to provide policymakers with concrete targets and achievable outcomes. In terms of energy efficiency policy, this requires coverage of the entire world, with emphasis on countries and regions with large and/or rapidly growing energy-related emissions, and analysis at the 'technology' level-building end use, transport mode or industrial process. These elements have not been fully addressed by existing modelling efforts, which usually take either a top-down approach, or concentrate on a few fully industrialized countries where energy demand is well-understood. Inclusion of details such as appliance ownership rates, use patterns and efficiency levels throughout the world allows for a deeper understanding of the demand for energy today and, more importantly, over the coming decades. This is a necessary next step for energy analysts and policy makers in assessment of mitigation potentials. Evaluation of Life-Cycle Assessment Studies of Chinese Cement Production: Challenges and Opportunities

The use of life-cycle assessment (LCA) to understand the embodied energy, environmental impacts, and potential energy-savings of manufactured products has become more widespread among researchers in recent years. This paper reviews recent LCA studies in the cement industry in China and in other countries and provides an assessment of the methodology used by the researchers compared to ISO LCA standards (ISO 14040:2006, ISO 14044:2006, and ISO/TR 14048:2002). We evaluate whether the authors provide information on the intended application, targeted audience, functional unit, system boundary, data sources, data quality assessment, data disaggregation and other elements, and draw conclusions regarding the level of adherence to ISO standards for the papers reviewed. We found that China researchers have gained much experience during last decade, but still have room for improvement in establishing boundaries, assessing data quality, identifying data sources, and explaining limitations. The paper concludes with a discussion of directions for future LCA research in China.

ITER Generic Diagnostic Upper Port Plug Nuclear Heating and Personnel Dose Rate Assesment Neutronics Analysis using the ATTILA Discrete Ordinates Code

Neutronics analysis to find nuclear heating rates and personnel dose rates were conducted in support of the integration of diagnostics in to the ITER Upper Port Plugs. Simplified shielding models of the Visible-Infrared diagnostic and of the ECH heating system were incorporated in to the ITER global CAD model. Results for these systems are representative of typical designs with maximum shielding and a small aperture (Vis-IR) and minimal shielding with a large aperture (ECH). The neutronics discrete-ordinates code ATTILA® and SEVERIAN® (the ATTILA parallel processing version) was used. Material properties and the 500 MW D-T volume source were taken from the ITER “Brand Model” MCNP benchmark model. A biased quadrature set equivelant to Sn=32 and a scattering degree of Pn=3 were used along with a 46-neutron and 21-gamma FENDL energy subgrouping. Total nuclear heating (neutron plug gamma heating) in the upper port plugs ranged between 380 and 350 kW for the Vis-IR and ECH cases. The ECH or Large Aperture model exhibited lower total heating but much higher peak volumetric heating on the upper port plug structure. Medical Surveillance for Former Workers

The Former Hanford Worker Medical Monitoring Program, directed by the Occupational and Environmental Medicine Program at the University of Washington, served former production and other non-construction workers who were potentially exposed to workplace hazards while working for the USDOE or its contractors at Hanford. The USDOE Former Workers Program arose from Congressional action in the Defense Authorization of 1993 (Public Law 102). Section 3162 stated that, “The Secretary shall establish and carry out a program for the identification and ongoing medical evaluation of current and former Department of Energy employees who are subject to significant health risks as a result of exposure of such employees to hazardous or radioactive substances during such employment.” (This also covers former employees of USDOE contractors and subcontractors.) The key objective has been to provide these former workers with medical evaluations in order to determine whether workers have experienced significant risk due to workplace exposure to hazards. Exposures to asbestos, beryllium, and noise can produce specific medical conditions: asbestosis, berylliosis, and noise-induced hearing loss (NIHL). Each of these conditions can be identified by specific, non-invasive screening tests, which are widely available. Treatments are also available for individuals affected by these conditions. In a previous humorous note entitled 'Twelve Ways to Fool the Masses,' I outlined twelve common ways in which performance figures for technical computer systems can be distorted. In this paper and accompanying conference talk, I give a reprise of these twelve 'methods' and give some actual examples that have appeared in peer-reviewed literature in years past. I then propose guidelines for reporting performance, the adoption of which would raise the level of professionalism and reduce the level of confusion, not only in the world of device simulation but also in the larger arena of technical computing.

NCSX Trim Coil Design

The National Compact Stellarator Experiment (NCSX) was being constructed at the Princeton Plasma Physics Laboratory in partnership with Oak Ridge National Laboratory before work was stopped in 2008. The objective of this experiment was to develop the stellarator concept and evaluate it's potential as a model for future fusion power plants. Stellarator design requires very precisely positioned Modular Coils of complex shape to form 3D plasmas. In the design of NCSX, Trim Coils were required to compensate for both the positioning of the coils during assembly and the fabrication tolerances of the Modular Coils. Use of the Trim Coils allowed for larger tolerances increasing ease of assembly and decreasing overall cost. A set of Trim coils was developed to suppress the toroidal flux in island regions due to misalignment, magnetic materials, and eddy currents. The requirement imposed upon the design forced the toroidal flux in island regions below 10% of the total toroidal flux in the plasma. An analysis was first performed to evaluate candidate Trim Coil configurations iterating both the size, number, and position of the coils. Engineered barriers including cementitious barriers are used at sites disposing or contaminated with low-level radioactive waste to enhance performance of the natural environment with respect to controlling the potential spread of contaminants. Drivers for using cementitious barriers include: high radionuclide inventory, radionuclide characteristics (e.g., long half-live, high mobility due to chemical form/speciation, waste matrix properties, shallow water table, and humid climate that provides water for leaching the waste). This document comprises the first in a series of reports being prepared for the Cementitious Barriers Partnership. The document is divided into two parts which provide a summary of: (1) existing experience in the assessment of performance of cementitious materials used for radioactive waste management and disposal and (2) sensitivity and uncertainty analysis approaches that have been applied for assessments. Each chapter is organized into five parts: Introduction, Regulatory Considerations, Specific Examples, Summary of Modeling Approaches and Conclusions and Needs. The objective of the report is to provide perspective on the state of the practice for conducting assessments for facilities involving cementitious barriers and to identify opportunities for improvements to the existing approaches.
