On December 17, 1999, President Clinton signed the Work Incentives Improvement Act of 1999 (H.R. 1180; P.L. 106-170). This Act contained revenue provisions extending several popular tax benefits such as the work opportunity tax credit, the welfare to work tax credit, and the applicability of the nonrefundable personal tax credits to the individual alternative minimum tax. To pay for the extension of these tax benefits the Act also included several tax changes that increased revenue. Among these revenue offset provisions was a modification and limitation on the use of the installment method of reporting asset sales for taxpayers who normally use the accrual method of accounting.

Decisions on the composition of the Air Force aerial refueling fleet were made decades ago, when the primary mission was to refuel long-range strategic bombers. Modifications have been made to many of these tanker aircraft (KC-135s and KC-10s) to make them more effective in refueling fighter aircraft. This report, which will be updated, examines the balance between two different refueling methods in today’s refueling fleet — “flying boom” and “hose-and-drogue.”

Elections for a transitional National Assembly, provincial councils, and a Kurdish regional assembly were held on January 30, 2005. High turnout in Shiite and Kurdish areas led to first- and second-place finishes for slates of these two communities, and they determined the composition of a new government inaugurated in May. See CRS Report RL31339, Iraq: U.S. Regime Change Efforts and Post-Saddam Governance.

Sequestration--the automatic across-the-board cancellation of budgetary resources for the purpose of enforcing budgetary goals--was first established by the 1985 Balanced Budget and Emergency Deficit Control Act (Title II of P.L. 99-177). Section 254 of this act, as amended, provides a timetable for sequestration actions.

This report addresses the adoption of a “broadcast flag” system by the Federal Communications Commission (FCC) to protect digital television (DTV) broadcasts from unauthorized redistribution. The report also addresses the recent decision of the United States Court of Appeals for the District of Columbia Circuit reversing and vacating the FCC’s broadcast flag report and order.

A major issue facing the United Nations, the United States, and Congress concerning United Nations peacekeeping is the extent to which the United Nations has the capacity to restore or keep the peace in the changing world environment. Associated with this the issue is the expressed need for a reliable source of funding and other resources for peacekeeping and improved efficiencies of operation.

This report discusses the gender wage gap and the efforts to close the gap through acts, such as Equal Pay Act (EPA), and the work to strengthen anti-discrimination laws and add additional measures to ensure gender equality in the work force. The report discusses the opposition who believes the gap will close on its own as women continue to work their way up in the workforce.

In the spring of 2006, crude oil prices were exceeding $70/barrel (bbl) in response to tight markets and uncertainty over the security of world oil supply. A number of developments have placed additional pressure on world markets, including Hurricanes Katrina and Rita (in late August and late September 2005), the phaseout of the gasoline additive methyl tertiary butyl ether (MTBE) and a renewable fuels mandate, and a continuing high and worldwide demand for oil. Energy policy issues for continuing interest include opening up the Arctic National Wildlife Refuge (ANWR) for leasing; Corporate Average Fuel Economy Standards (CAFE) for passenger vehicles; improving U.S. energy infrastructure, including pipelines and refineries; seeking effective means to promote energy conservation using currently available technologies, and developing new technologies and alternative fuels.
