This report outlines the Administration’s FY2006 budget request for the U.S. Department of Agriculture (USDA), including estimated outlays of $94.6 billion. Discretionary budget authority would fall 12% from FY2005 levels to $19.4 billion ($21 billion outlays), and mandatory outlays would remain steady at $73 billion. The request included proposals to reduce mandatory spending for farm commodity programs, food stamps, rural development, and conservation.

The federal budget deficit in FY2004 was 3.6% of gross domestic product (GDP). When the influence of economic conditions and temporary factors is excluded from the measurement of budget balances, the FY2004 deficit was 2.6% of GDP. By either measure, the deficit is above the historical average for the last 50 years.

This report briefly discusses the Bush Administration's proposal to reduce the deficit between FY2004 and FY2009. It discusses the provisions of the FY2006 budget proposal in respect to the Administration's deficit reduction goal. CRS has constructed a modified baseline budget which, arguably, provides a “best guess” of the path of future deficits if current policy is extended. Under this alternative, the deficit is projected to rise to $425 billion in FY2009.

The Iran Nonproliferation Act of 2000 (INA) was enacted to help stop foreign transfers to Iran of weapons of mass destruction, missile technology, and advanced conventional weapons technology, particularly from Russia. Section 6 of the INA bans U.S. payments to Russia in connection with the International Space Station (ISS) unless the U.S. President determines that Russia is taking steps to prevent such proliferation. The ISS is currently under construction in orbit. According to current plans, the National Aeronautics and Space Administration (NASA) will become dependent on Russia for certain ISS crew-related services beginning in April 2006 for which NASA must pay. Thus, the INA could significantly affect the U.S. utilization of ISS. This report outlines the history of INA, its effect on Russian and Iranian proliferation, its impact on the ISS program, and options for resolving associated issues. It will not be updated.

A letter report issued by the General Accounting Office with an abstract that begins "This report discusses GAO's review of the Department of the Treasury's Office of Enforcement. The office was created to provide oversight, policy guidance, and support to Treasury's enforcement bureaus. GAO found that no comprehensive source provided guidance to either the office staff or to the bureaus on the circumstances under which bureaus are required to interact with the office. In addition, established documentation did not exist for 12 of the 29 circumstances under which the bureaus are required to interact with the office, and when it did exist, the documentation was generally broad in nature and did not provide explicit information on one-half of the expected interaction. About one-half of the bureau officials that GAO interviewed said that they were not aware of written requirements for their bureaus' interactions with the office or that they knew when to interact through such factors as their professional responsibility, experience, judgment, or common sense. Testimony issued by the Government Accountability Office with an abstract that begins "People are critical to any agency transformation, such as the one envisioned for the Department of Homeland Security (DHS). They define an agency's culture, develop its knowledge base, and are its most important asset. Thus, strategic human capital management at DHS can help it marshal, manage, and maintain the people and skills needed to meet its critical mission. Congress provided DHS with significant flexibility to design a modern human capital management system. DHS and the Office of Personnel Management (OPM) have now jointly released the final regulations on DHS's new human capital system. Last year, with the release of the proposed regulations, GAO observed that many of the basic principles underlying the regulations were consistent with proven approaches to strategic human capital management and deserved serious consideration. However, some parts of the human capital system raised questions for DHS, OPM, and Congress to consider in the areas of pay and performance management, adverse actions and appeals, and labor management relations. GAO also identified multiple implementation challenges for DHS once the final regulations for the new system were issued. A letter report issued by the General Accounting Office with an abstract that begins "The Army deployed its team, called Task Force Hawk, to participate in a Kosovo combat operation known as Operation Allied Force. This report (1) examines how Task Force Hawk's concept of operation compared to Army and joint doctrine, (2) reviews the lessons learned identified from the operation and determines the status of actions to address those lessons, and (3) examines the extent to which the Army and the Air Force were able to operate together as a joint force. GAO concludes that Task Force Hawk's deep attacks against Serbian forces in Kosovo was consistent with doctrine, but was not typical in that the task force was supporting an air campaign rather than its more traditional role of being used in conjunction with Army ground forces to engage massed formations of enemy armor. The Army identified 107 items that require remedial action. As of January 2001, 47 of the 107 items had been recommended for closure. Action is in process for the remaining 60 lessons.
