This report provides current and historical information on the budget resolution. It provides a list of the budget resolutions adopted and rejected by Congress since implementation of the CBA, including the U.S. Statutes-at-Large citations and committee report numbers, and describes their formulation and content. The report provides a table of selected optional components, a list of reconciliation measures, and information on the number of years covered by budget resolutions. It also provides information on the consideration and adoption of budget resolutions, including an identification of the House special rules that provided for consideration of budget resolutions; the amendments in the nature of a substitute to the budget resolution considered in the House; the number and disposition of House and Senate amendments to budget resolutions; and dates of House and Senate action on budget resolutions.

Under the federal system in the United States, the states and localities traditionally have held the major responsibility for prevention and control of crime and maintenance of order. For most of the Republic’s history, “police powers” in the broad sense were reserved to the states under the Tenth Amendment to the Constitution. Many still hold that view, but others see a string of court decisions in recent decades as providing the basis for a far more active federal role. Several bills are discussed in this report that address issues related to crime, juvenile justice, and Congress’ evolving role in crime legislation.

Soft money is a major issue in the campaign finance reform debate because these generally unregulated funds are perceived as resulting from a loophole in the Federal Election Campaign Act (FECA). Generally, soft money is funds that are raised and spent according to applicable state laws, which FECA prohibits from being spent directly on federal elections, but that may have an indirect influence on federal elections. This Issue Brief discusses three major types of soft money: political party soft money, corporate and labor union soft money, and soft money used for issue advocacy communications.

This report provides an overview and policy analysis of the Abu Sayyaf terrorist group in the Philippines and the recently announced Philippine-U.S. program of military cooperation against it. It examines the origins and operations of Abu Sayyaf, the efforts of the Philippine government and military to eliminate it, and the implications of a greater U.S. military role in attempts to suppress it. This report discusses Amtrak, an intercity railway transit system that being operatios in 1971. Amtrak receives considerable criticism for its inability to make a profit. The central policy issue, which this report addresses, is the following: Given that a national system of passenger rail service appears to be inherently unprofitable, as is the case for other public services, do we as a Nation wish to preserve our system or to liquidate it?

The enacted provision of this legislation (H.R. 4520), following the passage of the Senate’s version (then S. 1637) and the House bill (H.R. 4520) followed the Senate version, which allowed a deduction and would cover unincorporated firms as well as corporations. However, the proposal contained the broader definition of manufacturing in the House bill which included oil and gas extraction, utilities, construction, and electricity. This report discusses the provisions in these two versions of the subsidy as well as some of the issues surrounding alternative methods of providing a manufacturing subsidy.

Congress has a strong interest in export control policy with regard to technologies that may have both commercial and military applications outside of the United States. Through its constitutionally delegated authority to regulate foreign commerce, Congress has the authority to control exports for national security or foreign policy purposes. This report examines congressional interest in the exportation of High Performance Computers, which are either single computing machines (usually called supercomputers) or a cluster of easily available, high-end workstations or personal computers.

The 109th Congress is considering proposals to amend the Endangered Species Act (ESA; P.L. 93-205, 16 U.S.C. §§1531-1543). Major issues in recent years have included changing the role of science in decision-making, modifying critical habitat (CH) procedures, incorporating further protection and incentives for property owners, and increasing protection of listed species, among others. In addition, many have advocated enacting as law some ESA regulations promulgated during the Clinton Administration. This report includes some issues for Congress to consider which could include the slow rate of integration between the USBP’s biometric database of illegal aliens and the Federal Bureau of Investigation’s (FBI) biometric database of criminals and terrorists; the number of unauthorized aliens who die attempting to enter the country each year; the organized human smuggling rings that have proliferated as entering the country has become more difficult; and the threat posed by terrorists along the sparsely defended Northern border as well as the more porous Southwest border.

This report includes background information on Bolivia’s political unrest, economic situation, and relations with the United States. In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Under policies of recently-elected leftist-leaning President Evo Morales, Bolivia's relations with neighboring countries, foreign investors, and the United States have been complicated. For some 20 years, U.S. interest in Bolivia has centered on its role as a coca producer and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries in the Andes. U.S.-Bolivian relations have become tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure.

This report first explains the connection made over the past several years between farm labor and immigration policies. It next examines the composition of the seasonal agricultural labor force and presents the arguments of grower and farmworker advocates concerning its adequacy relative to employer demand. The report closes with an analysis of the trends in employment, unemployment, time worked and wages of authorized and unauthorized farmworkers to determine whether they are consistent with the existence of a nationwide shortage of domestically available farmworkers.

This report describes the structure and development of the narcotics trade in Afghanistan and explores its relevance to Afghan, U.S., and international security interests, including the 9/11 Commission’s recommendation that the United States make a long term commitment to the stability and security of Afghanistan.
