However, no Iraqi or U.S. government office regularly releases publicly available statistics on Iraqi civilian deaths or civilians who have been wounded. Statistics on Iraqi civilian dead and wounded are sometimes available through alternative sources, such as nonprofit organizations, or through statements made by officials to the press. Because these estimates are based on varying time periods and have been created using differing methodologies, readers should exercise caution when using these statistics and should look on them as guideposts rather than as statements of fact.

This report provides a brief overview of the major issues facing the Iraqi Kurds. The Iraqi Kurds' political autonomy, demands, and ambitions are causing friction with Christian and other minorities in the north, Prime Minister Nuri al-Maliki and other Arab leaders of Iraq, neighboring Turkey, and Iran. The U.S. ability to keep these tensions contained could wane as U.S. forces, as planned, draw down from Iraq over the next three years.

The “oil-for-food” program (OFFP) was the centerpiece of a long-standing U.N. Security Council effort to alleviate human suffering in Iraq while maintaining key elements of the 1991 Gulf war-related sanctions regime. In order to ensure that Iraq remained contained and that only humanitarian needs were served by the program, the program imposed controls on Iraqi oil exports and humanitarian imports. All Iraqi oil revenues legally earned under the program were held in a U.N.-controlled escrow account and were not accessible to the regime of Saddam Hussein.
