This is the second quarterly progress report for Year 2 of the ACTS project. Electrochemical and Integrated Process Opportunities for On-Site/On-Demand Generation of Chlorine Dioxide - Final Report - 08/02/1996 - 08/01/1999

Due to continued evidence of environmental harm from elemental chlorine bleaching, the nation's paper industry continues to search for cost effective alternative bleaching. A practical and cost effective bleaching alternative is chlorine dioxide manufactured entirely from sodium chlorate. Sodium chlorate is produced by the electrolysis of brine in an undivided cell with steel plate cathodes and dimensionally stable anodes. Although the overpotential at the anode is only 50 mV, the cathodic overpotential is 940 mV. Thus, nearly one volt of electricity is wasted in driving hydrogen evolution at the cathode. Auburn University's Center for Microfibrous Materials Manufacturing has demonstrated that high performance, three dimensional, microfibrous electrodes can improve the performance of capacitors, batteries, hybrid power cells, and electrolysis electrodes in a variety of applications. The goal of this research was to apply this technology to a chlorate cell's cathode and reduce the overpotential between 200 and 400 mV. An economic analysis of the industry has shown that for every 100 mV reduction in overpotential, $100 per square meter of electrode can be saved annually. The Project provides for the design, procurement, construction, assembly, installation, and acceptance testing of the National Ignition Facility (NIF), an experimental inertial confinement fusion facility intended to achieve controlled thermonuclear fusion in the laboratory by imploding a small capsule containing a mixture of the hydrogen isotopes deuterium and tritium. The NIF will be constructed at the Lawrence Livermore National Laboratory (LLNL), Livermore, California as determined by the Record of Decision made on December 19, 1996, as a part of the Stockpile Stewardship and Management Programmatic Environmental Impact Statement (SSM PEIS).

Nuclear Energy Research Initiative (NERI) Program. Technical progress report

During the past quartile the authors have explored the thermodynamics of various metal hydroxide and oxyhydroxide dehydration reactions of iron, nickel, and chromium with the objective of estimating the critical temperature, T{sub cr}. This is the temperature at which the oxide is in equilibrium with the oxyhydroxide or hydroxide and water vapor under the expected repository conditions of temperature and pressure. Because localized corrosion requires the presence of an ionically conducting phase on the surface (to support oxygen reduction) T{sub cr} is also the temperature below which ''wet'' corrosion first becomes possible. Past analyses have assumed that wet corrosion requires the presence of a layer of bulk water on the surface and hence that corrosion is not possible at temperatures above the boiling temperature of bulk water under the prevailing atmospheric pressure. Furthermore, significant elevation of the boiling temperature may occur if the aqueous phase becomes concentrated in salts. Because of the hydration of hygroscopic corrosion products, which may occur at significantly higher temperatures than the boiling temperature of water, and because of boiling temperature elevation effects, the past assumption needs to be reevaluated. This is the primary goal of this work.

Calculation of Antiproton - Hydrogen Atom Scattering

Being a three body problem, the scattering of an incoming antiproton (p{sup -}) by a hydrogen atom (H, consisting of an electron, e{sup -}, bound to a proton, p) is one of the simplest problems in quantum mechanics that requires a numerical solution. An appropriate choice of calculational method for this system depends on the energy of the p{sup -}. Described and compared here are three methods, valid in essentially separate energy ranges from zero energy through MeV energies. In spite of its seeming simplicity, much effort is required in terms of mathematical manipulation and use of approximations to render this problem capable of numerical solution.

A case study in working with cell-centered data

This case study provides examples of how some simple decisions the authors made in structuring their algorithms for handling cell-centered data can dramatically influence the results. Although they all know that these decisions produce variations in results, they think that they underestimate the potential magnitude of the differences. More importantly, the users of the codes may not be aware that these choices have been made or what they mean to the resulting visualizations of their data. This raises the question of whether or not these decisions are inadvertently distorting user interpretations of data sets.

The correct balance between analysis and test

During the last 20 years there has been a tremendous increase in computational capabilities. It seems to accelerate every year. Models are now constructed with millions of degrees of freedom. Sandia National Laboratories recently computed modes and transient response for a 4,000,000 degree of freedom model. There is also an increase in the cost of testing as the unit price of test items increases and manpower costs escalate. One is reminded of Augustine's Laws, ``Simple systems are not feasible because they require infinite testing.'' Or conversely, extremely complex systems require no testing. In his discussion he uses data from actual systems to show how increasing complexity of systems appears to require less testing. A hundred dollar item required several thousand developments tests, where a ten million dollar item required a few tens of development tests. Of course, this results from the large increase in test costs caused in large part by the large cost of the test hardware that comes with increasing complexity. The complex system (costly) is coupled with the perceived need to reduce nonessential costs. Degradation and failure characteristics of NPP containment protective coating systems

A research program to investigate the performance and potential for failure of Service Level 1 coating systems used in nuclear power plant containment is in progress. The research activities are aligned to address phenomena important to cause failure as identified by the industry coatings expert panel. The period of interest for performance covers the time from application of the coating through 40 years of service, followed by a medium-to-large break loss-of-coolant accident scenario, which is a design basis accident (DBA) scenario. The interactive program elements are discussed in this report and the application of these elements to the System 5 coating system (polyamide epoxy primer, carbon steel substrate) is used to evaluate performance.

MEASUREMENT OF RADIONUCLIDES USING ION CHROMATOGRAPHY AND FLOW-CELL SCINTILLATION COUNTING WITH PULSE SHAPE DISCRIMINATION

Radiological characterization and monitoring is an important component of environmental management activities throughout the Department of Energy complex. Gamma-ray spectroscopy is the technology most often used for the detection of radionuclides. However, radionuclides which cannot easily be detected by gamma-ray spectroscopy, such as pure beta emitters and transuranics, pose special problems because their quantification generally requires labor intensive radiochemical separations procedures that are time consuming and impractical for field applications. This project focused on a technology for measuring transuranics and pure beta emitters relatively quickly and has the potential of being field deployable. The technology combines ion exchange liquid chromatography and on-line alpha/beta pulse shape discriminating scintillation counting to produce simultaneous alpha and beta chromatograms. The basic instrumentation upon which the project was based was purchased in the early 1990's. In its original commercial form, the instrumentation was capable of separating select activation/fission products in ionic forms from relatively pure aqueous samples. We subsequently developed the capability of separating and detecting actinides (thorium, uranium, neptunium, plutonium, americium, and curium) in less than 30 minutes (Reboul, 1993) and realized that the potential time savings over traditional radiochemical methods for isolating some of these radionuclides was significant.
