Earned Income Tax Credit: Implementation of Three New Tests Proceeded Smoothly, But Tests and Evaluation Plans Were Not Fully Documented

A letter report issued by the Government Accountability Office with an abstract that begins "Research has shown that the Earned Income Tax Credit (EITC) has helped lift millions of individuals out of poverty. In recent years, the Internal Revenue Service (IRS) has paid approximately $30 billion annually to about 20 million EITC recipients. However, the program also has experienced a high rate of noncompliance. IRS estimated that EITC overclaim rates for tax year 1999, the most recent data available, were between 27 and 32 percent of dollars claimed or $8.5 billion and $9.9 billion, respectively. We were asked to describe the three tests IRS has begun to reduce overclaims and how the funds appropriated for them were spent; assess how well IRS implemented the tests and describe planned refinements for the 2005 tests; and assess whether IRS's evaluation plans had sufficient documented detail to facilitate managerial review and stakeholder oversight and describe the status of the 2005 evaluation plans."

Spatial Analysis of Contaminants in 200 West Area Groundwater in Support of the 200-ZP-1 Operable Unit Pre-Conceptual Remedy Design

This report documents a preliminary spatial and geostatistical analysis of the distribution of several contaminants of interest (COIs) in groundwater within the unconfined aquifer beneath the 200 West Area of the Hanford Site. The contaminant plumes of interest extend within the 200-ZP-1 and 200-UP-1 groundwater operable units. The COIs included in the PNNL study were carbon tetrachloride (CTET), technetium-99 (Tc-99), iodine-129 (I-129), chloroform, plutonium, uranium, trichloroethylene (TCE), and nitrate. The project included three tasks. Task 1 involved the development of a database that includes all relevant depth-discrete data on the distribution of COIs in the study area. The second task involved a spatial analysis of the three-dimensional (3D) distribution of data for the COIs in the study area. The main focus of the task was to determine if sufficient data are available for geostatistical mapping of the COIs in 3D. Task 3 involved the generation of numerical grids of the concentration of CTET, chloroform, and Tc-99.

The Status of the ACRF Millimeter Wave Cloud Radars (MMCRs), the Path Forward for Future MMCR Upgrades, the Concept of 3D Volume Imaging Radar and the UAV Radar

The United States (U.S.) Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) Climate Research Facility (ACRF) operates millimeter wavelength cloud radars (MMCRs) in several climatological regimes. The MMCRs, are the primary observing tool for quantifying the properties of nearly all radiatively important clouds over the ACRF sites. The first MMCR was installed at the ACRF Southern Great Plains (SGP) site nine years ago and its original design can be traced to the early 90s. Since then, several MMCRs have been deployed at the ACRF sites, while no significant hardware upgrades have been performed. Recently, a two-stage upgrade (first C-40 Digital Signal Processors [DSP]-based, and later the PC-Integrated Radar AcQuisition System [PIRAQ-III] digital receiver) of the MMCR signal-processing units was completed. Our future MMCR related goals are: 1) to have a cloud radar system that continues to have high reliability and uptime and 2) to suggest potential improvements that will address increased sensitivity needs, superior sampling and low cost maintenance of the MMCRs. The Traveling Wave Tube (TWT) technology, the frequency (35-GHz), the radio frequency (RF) layout, antenna, the calibration and radar control procedure and the environmental enclosure of the MMCR remain assets for our ability to detect the profile of …

Bio-Engineering High Performance Microbial Strains for MEOR

The main objectives of this three-year research project are: (1) to employ the latest advances in genetics and bioengineering, especially Directed Protein Evolution technology, to improve the effectiveness of the microbial enhanced oil recovery (MEOR) process. (2) to improve the surfactant activity and the thermal stability of bio-surfactant systems for MEOR; and (3) to develop improved laboratory methods and tools that screen quickly candidate bio-systems for EOR. Biosurfactants have been receiving increasing attention as Enhanced Oil Recovery (EOR) agents because of their unique properties (i.e., mild production conditions, lower toxicity, and higher biodegradability) compared to their synthetic chemical counterparts. Rhamnolipid as a potent natural biosurfactant has a wide range of potential applications, including EOR and bioremediation. During the three-year of the project period, we have successfully cloned the genes involved in the rhamnolipid bio-synthesis. And by using the Transposon containing Rhamnosyltransferase gene rhlAB, we engineered the new mutant strains P. aeruginosa PEER02 and E. coli TnERAB so they can produce rhamnolipid biosurfactans. We were able to produce rhamnolipds in both P. aeroginosa PAO1-RhlA- strain and P. fluorescens ATCC15453 strain, with the increase of 55 to 175 fold in rhamnolipid production comparing with wild type bacteria strain. Revised Geostatistical Analysis of the Inventory of Carbon Tetrachloride in the Unconfined Aquifer in the 200 West Area of the Hanford Site

This report provides an updated estimate of the inventory of carbon tetrachloride (CTET) in the unconfined aquifer in the 200 West Area of the Hanford Site. The contaminant plumes of interest extend within the 200-ZP-1 and 200-UP-1 operable units. CH2M HILL Plateau Remediation Company (CHPRC) currently is preparing a plan identifying locations for groundwater extraction wells, injection wells, transfer stations, and one or more treatment facilities to address contaminants of concern identified in the 200-ZP-1 CERCLA Record of Decision. To accomplish this, a current understanding of the inventory of CTET is needed throughout the unconfined aquifer in the 200 West Area. Pacific Northwest National Laboratory (PNNL) previously developed an estimate of the CTET inventory in the area using a Monte Carlo approach based on geostatistical simulation of the three-dimensional (3D) distribution of CTET and chloroform in the aquifer. Fluor Hanford, Inc. (FH) (the previous site contractor) requested PNNL to update that inventory estimate using as input a set of geostatistical realizations of CTET and chloroform recently created for a related but separate project, referred to as the mapping project. Terminator Detection by Support Vector Machine Utilizing aStochastic Context-Free Grammar

A 2-stage detector was designed to find rho-independent transcription terminators in the Escherichia coli genome. The detector includes a Stochastic Context Free Grammar (SCFG) component and a Support Vector Machine (SVM) component. To find terminators, the SCFG searches the intergenic regions of nucleotide sequence for local matches to a terminator grammar that was designed and trained utilizing examples of known terminators. The grammar selects sequences that are the best candidates for terminators and assigns them a prefix, stem-loop, suffix structure using the Cocke-Younger-Kasaami (CYK) algorithm, modified to incorporate energy affects of base pairing. The parameters from this inferred structure are passed to the SVM classifier, which distinguishes terminators from non-terminators that score high according to the terminator grammar. The SVM was trained with negative examples drawn from intergenic sequences that include both featureless and RNA gene regions (which were assigned prefix, stem-loop, suffix structure by the SCFG), so that it successfully distinguishes terminators from either of these. The classifier was found to be 96.4% successful during testing.

Questions and Answers Regarding Actions to Take When Ending Shelter-in-Place

Shelter-in-place has found increasing acceptance as an effective protective action option for communities participating in the Chemical Stockpile Emergency Preparedness Program. Studies have confirmed that it can provide optimum protection under certain accident conditions. However, emergency managers and planners, as well as the public, continue to be troubled by the need to end sheltering when the plume has passed in order to avoid sustained exposure to the small amount of agent that has penetrated the shelter. One of the concerns posed by this necessity is uncertainty regarding what hazards will then be faced in the environment outside the shelter and what actions can be taken to avoid those hazards. This report attempts to address those uncertainties. It recognizes that there is an extremely low probability that the environment outside the shelter will be contaminated with chemical agent residue. However, as people comply with an official recommendation to leave their shelters, they probably can't be certain that the environment is free from contamination. Therefore, this report identifies and explains specific and simple actions they can take to avoid the possibility of exposure to chemical agent hazards outside their shelters. Structure Based Predictive Model for Coal Char Combustion

This unique collaborative project has taken a very fundamental look at the origin of structure, and combustion reactivity of coal chars. It was a combined experimental and theoretical effort involving three universities and collaborators from universities outside the U.S. and from U.S. National Laboratories and contract research companies. The project goal was to improve our understanding of char structure and behavior by examining the fundamental chemistry of its polyaromatic building blocks. The project team investigated the elementary oxidative attack on polyaromatic systems, and coupled with a study of the assembly processes that convert these polyaromatic clusters to mature carbon materials (or chars). We believe that the work done in this project has defined a powerful new science-based approach to the understanding of char behavior. The work on aromatic oxidation pathways made extensive use of computational chemistry, and was led by Professor Christopher Hadad in the Department of Chemistry at Ohio State University. Laboratory experiments on char structure, properties, and combustion reactivity were carried out at both OSU and Brown, led by Principle Investigators Joseph Calo, Robert Essenhigh, and Robert Hurt. A multi-element cavity ringdown system was evaluated with the objective of developing an intelligent sensor network to be incorporated into the control systems for advanced coal combustion facilities. Using a combination of a YAG-pumped dye laser and a tunable NIR/IR laser a dual cavity was constructed and a labview program was developed to provide multi-channel, real-time data to permit the real-time monitoring of typical exhaust emission gases, (for example: CO{sub 2}, SO{sub 2}, and mercury) of concern to the next generation of coal-powered facilities.

In 2008, the Atmospheric Radiation Measurement (ARM) program and the Climate Change Prediction Program (CCPP) have been asked to produce joint science metrics. For CCPP, the metrics will deal with a decade-long control simulation using geodesic grid-coupled climate model. For ARM, the metrics will deal with observations associated with the 2006 deployment of the ARM Mobile Facility (AMF) to Niamey, Niger. Specifically, ARM has been asked to deliver data products for Niamey that describe cloud, aerosol, and dust properties. The first quarter milestone is ‘initial formulation of the algorithm to produce and make available, new continuous time series of retrieved cloud , aerosol and dust properties, based on results from the ARM Mobile Facility deployment in Niger, Africa. The first quarter milestone has been achieved.

Power Systems Development Facility Gasification Test Run TC10

This report discusses Test Campaign TC10 of the Kellogg Brown & Root, Inc. (KBR) Transport Gasifier train with a Siemens Westinghouse Power Corporation (Siemens Westinghouse) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Gasifier is an advanced circulating fluidized-bed gasifier designed to operate as either a combustor or a gasifier in air- or oxygen-blown mode of operation using a particulate control device (PCD). The Transport Gasifier was operated as a pressurized gasifier during TC10 in air- (mainly for transitions and problematic operations) and oxygen-blown mode. Test Run TC10 was started on November 16, 2002, and completed on December 18, 2002. During oxygen-blown operations, gasifier temperatures varied between 1,675 and 1,825 F at pressures from 150 to 180 psig. After initial adjustments were made to reduce the feed rate, operations with the new fluidized coal feeder were stable with about half of the total coalfeed rate through the new feeder. However, the new fluidized-bed coal feeder proved to be difficult to control at low feed rates. Later the coal mills and original coal feeder experienced difficulties due to a high moisture content in the coal from heavy rains. Additional operational difficulties were experienced …

Coalbed Methane Procduced Water Treatment Using Gas Hydrate Formation at the Wellhead

Water associated with coalbed methane (CBM) production is a significant and costly process waste stream, and economic treatment and/or disposal of this water is often the key to successful and profitable CBM development. In the past decade, advances have been made in the treatment of CBM produced water. However, produced water generally must be transported in some fashion to a centralized treatment and/or disposal facility. The cost of transporting this water, whether through the development of a water distribution system or by truck, is often greater than the cost of treatment or disposal. To address this economic issue, BC Technologies (BCT), in collaboration with Oak Ridge National Laboratory (ORNL) and International Petroleum Environmental Consortium (IPEC), proposed developing a mechanical unit that could be used to treat CBM produced water by forming gas hydrates at the wellhead. This process involves creating a gas hydrate, washing it and then disassociating hydrate into water and gas molecules. The application of this technology results in three process streams: purified water, brine, and gas. The purified water can be discharged or reused for a variety of beneficial purposes and the smaller brine can be disposed of using conventional strategies. The overall objectives of this research …

Understanding Virulence in the Brucellae and Francisellae: Towards Efficacious Treatments for Two Potential Biothreat Agents

Francisella tularensis, Yersinia pestis and Brucellae species are highly infectious pathogens classified as select agents by the Centers for Disease Control and Prevention (CDC) with the potential for use in bioterrorism attacks. These organisms are known to be facultative intracellular pathogens that preferentially infect human monocytes. As such, understanding how the host responds to infection with these organisms is paramount in detecting and combating human disease. We have compared the ability of fully virulent strains of each pathogen and their non-pathogenic near neighbors to enter and survive inside the human monocytic cell line THP-1 and have quantified the cellular response to infection with the goal of identifying both unique and common host response patterns. We expanded the scope of these studies to include experiments with pathogenic and non-pathogenic strains of Y. pestis, the causative agent of plague. Nonpathogenic strains of each organism were impaired in their ability to survive intracellularly compared with their pathogenic counterparts. Furthermore, infection of THP-1 cells with pathogenic strains of Y. pestis and F. tularensis resulted in marked increases in the secretion of the inflammatory chemokines IL-8, RANTES, and MIP-1{beta}. In contrast, B. melitensis infection failed to elicit any significant increases in a panel of cytokines …
