Nuclear Weapons: Comprehensive Test Ban Treaty

A comprehensive test ban treaty, or CTBT, is the oldest item on the nuclear arms control agenda. Three treaties currently limit testing to underground only, with a maximum force equal to 150,000 tons of TNT. According to the Natural Resources Defense Council, the United States conducted 1,030 nuclear tests, the Soviet Union 715, the United Kingdom 45, France 210, and China 45. The last U.S. test was held in 1992; the last U.K. test, in 1991. Russia claims it has not conducted nuclear tests since 1991.

Energy Efficiency: Budget, Oil Conservation, and Electricity Conservation Issues

In the 108th Congress, debate over energy efficiency programs has focused on budget, oil, natural gas, and electricity issues, and provisions in the omnibus energy policy bill, S. 2095, H.R. 6, and S. 14/S. 1149. The Bush Administration’s FY2005 budget request for the Department of Energy’s (DOE’s) Energy Efficiency Program sought $875.9 million, including $543.9 for R&D and $332.0 million for grants. In the first session, the omnibus energy bill (H.R. 6) had several significant tax and regulatory measures for energy efficiency. It did not pass the Senate due to concerns about cost and an MTBE “safe harbor” provision.

Social Security Reform (open access)

Social Security Reform

President Bush has highlighted Social Security reform as a top priority during his second term. The President has not presented a detailed plan for reform. Rather, he has put forth guidelines for Congress to consider in the development of legislation to create personal accounts within a program in need of “wise and effective reform.” The President has acknowledged that other changes would be needed to address the system’s projected long-range funding shortfall. In recent years, reform ideas have ranged from relatively minor changes to the current pay-as-you-go social insurance system to a redesigned program based on personal savings and investments modeled after IRAs and 401(k)s.

Western Water Resource Issues

Growing populations and changing values continue to place increasing demands on water supplies and river systems, resulting in water use and management conflicts throughout the country. Recent conflicts are particularly evident in the West, where the population is expected to increase 30% in the next 20-25 years and where agricultural needs are often in direct conflict with urban needs, as well as with water demand for threatened and endangered species, recreation, and scenic enjoyment.
