RCRA Assessment Plan for Single-Shell Tank Waste Management Area TX-TY

WMA TX-TY contains underground, single-shell tanks that were used to store liquid waste that contained chemicals and radionuclides. Most of the liquid has been removed, and the remaining waste is regulated under the RCRA as modi¬fied in 40 CFR Part 265, Subpart F and Washington State’s Hazardous Waste Management Act . WMA TX-TY was placed in assessment monitoring in 1993 because of elevated specific conductance. A groundwater quality assessment plan was written in 1993 describing the monitoring activities to be used in deciding whether WMA TX-TY had affected groundwater. That plan was updated in 2001 for continued RCRA groundwater quality assessment as required by 40 CFR 265.93 (d)(7). This document further updates the assessment plan for WMA TX-TY by including (1) information obtained from ten new wells installed at the WMA after 1999 and (2) information from routine quarterly groundwater monitoring during the last five years. Also, this plan describes activities for continuing the groundwater assessment at WMA TX TY.

Pf/Zeolite Catalyst for Tritium Stripping

This report described promising hydrogen (protium and tritium) stripping results obtained with a Pd/zeolite catalyst at ambient temperature. Preliminary results show 90-99+ percent tritium stripping efficiency may be obtained, with even better performance expected as bed configuration and operating conditions are optimized. These results suggest that portable units with single beds of the Pd/zeolite catalyst may be utilized as ''catalytic absorbers'' to clean up both tritium gas and tritiated water. A cart-mounted prototype stripper utilizing this catalyst has been constructed for testing. This portable stripper has potential applications in maintenance-type jobs such as tritium line breaks. This catalyst can also potentially be utilized in an emergency stripper for the Replacement Tritium Facility.

Materials for solid state lighting

Dramatic improvement in the efficiency of inorganic and organic light emitting diodes (LEDs and OLEDs) within the last decade has made these devices viable future energy efficient replacements for current light sources. However, both technologies must overcome major technical barriers, requiring significant advances in material science, before this goal can be achieved. Attention will be given to each technology associated with the following major areas of material research: (1) material synthesis, (2) process development, (3) device and defect physics, and (4) packaging. The discussion on material synthesis will emphasize the need for further development of component materials, including substrates and electrodes, necessary for improving device performance. The process technology associated with the LEDs and OLEDs is very different, but in both cases it is one factor limiting device performance. Improvements in process control and methodology are expected to lead to additional benefits of higher yield, greater reliability and lower costs. Since reliability and performance are critical to these devices, an understanding of the basic physics of the devices and device failure mechanisms is necessary to effectively improve the product. LATTICE SIMULATIONS OF THE THERMODYNAMICS OF STRONGLY INTERACTING ELEMENTARY PARTICLES AND THE EXPLORATION OF NEW PHASES OF MATTER IN RELATIVISTIC HEAVY ION COLLISIONS.

At high temperatures or densities matter formed by strongly interacting elementary particles (hadronic matter) is expected to undergo a transition to a new form of matter--the quark gluon plasma--in which elementary particles (quarks and gluons) are no longer confined inside hadrons but are free to propagate in a thermal medium much larger in extent than the typical size of a hadron. The transition to this new form of matter as well as properties of the plasma phase are studied in large scale numerical calculations based on the theory of strong interactions--Quantum Chromo Dynamics (QCD). Experimentally properties of hot and dense elementary particle matter are studied in relativistic heavy ion collisions such as those currently performed at the relativistic heavy ion collider (RHIC) at BNL. We review here recent results from studies of thermodynamic properties of strongly interacting elementary particle matter performed on Teraflops-Computer. We present results on the QCD equation of state and discuss the status of studies of the phase diagram at non-vanishing baryon number density.

Status Report on the Six-Month Study on High Energy Muon Colliders.

The structure, study topics, straw-man muon collider parameter sets and technical challenges for ''Six-Month Study on High Energy Muon Colliders: Oct'00-Apr'0l'' have been summarized at one month from completion of the study. The extremely high constituent particle energies and luminosities of the parameter sets presented in table 1 continue to suggest that muon colliders could play a central role in exploring and extending the HEP energy frontier. The study has already resulted in encouraging progress in areas such as the final focus lattice design and cost-efficient acceleration.

Frequency Control Concerns in the North American Electric Power System

This paper examines the relationship between system frequency, reliability and markets. It was prompted by the frequency deviations recently experienced at 2200 hours daily but is more generally concerned with the question of what frequency control is necessary. The paper does not provide new information or document new research. Nor is it intended to educate readers concerning power system engineering. Instead, the purpose is to reexamine well known truths concerning the power system and to freshly explore the basic relationship between frequency, reliability and markets: stepping back, if you will, to see if we are collectively missing something. The concern of this paper is with frequency and reliability. Off-nominal frequency can impact reliability and markets efficiency (as we are using the term here) in four ways. It could damage equipment (generation, transmission, or load). It could degrade the quality of the product being delivered to end users (too low and lights would flicker unacceptably, for example). It could result in the collapse of the power system itself (by triggering protective system actions, for example). Or it could result in overloading transmission lines as various generators try to restore system frequency impacting markets efficiency. Often these causes operate in concert. Generator …

Within a constrained carbon environment, the risks of future natural gas supply, and the need to move to market-based electricity prices, the study team found: (1) the deployment of new nuclear energy in Poland itself is very competitive in the next decade or two; (2) if such generation could be made available to Poland prior to deployment of its own nuclear generation facilities, Poland would benefit from partnering with its Baltic neighbors to import electricity derived from new nuclear generation facilities sited in Lithuania; and (3) Poland appears to be a good candidate for a partnership in the Global Nuclear Energy Partnership (GNEP) as an emerging nuclear energy country.

Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. More information about FEMA is available at http://www.fema.gov/. The purpose of the Special Population Planner (SPP) is to help emergency planners address the needs of persons with special needs. The exact definition of 'special population' is a policy decision. Policymakers have included a variety of groups in this term, such as persons with disabilities, those who do not have vehicles with which to evacuate, children who are unattended at times (latchkey children), and many others. October 2007 Monitoring Results for Morrill, Kansas.

In September 2005, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) initiated periodic sampling of groundwater in the vicinity of a grain storage facility formerly operated by the CCC/USDA at Morrill, Kansas. On the basis of available information, the CCC/USDA believes that one or more third parties operated this facility after termination of the CCC/USDA's lease in 1971. The sampling at Morrill is being performed on behalf of the CCC/USDA by Argonne National Laboratory, in accord with a monitoring program approved by the Kansas Department of Health and Environment (KDHE), to monitor levels of carbon tetrachloride contamination identified in the groundwater at this site (Argonne 2004, 2005a). Under the KDHE-approved monitoring plan (Argonne 2005b), the groundwater has been sampled twice yearly for a recommended period of two years. The samples are analyzed for volatile organic compounds (VOCs), as well as for selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. The sampling is presently conducted in a network of 12 monitoring wells and 3 private wells (Figure 1.1), at locations approved by the KDHE. Non-Process Element (NPE) Removal Using Functionalized Monolayers on Mesoporous Supports

As Kraft pulp mills move toward minimum impact manufacturing, one of the most difficult challenges is the development of strategies for dealing effectively with buildup, carryover, and recovery of cationic and anionic non-process elements (NPEs). Even at low concentrations, NPEs present a serious concern due to scaling and other reactions caused by Ca, Mg, Mn, Fe, Cu, phosphates, silicates, and aluminates. The drivers behind NPE removal include environmental regulatory issues (e.g., Mn), scale formation, reduced bleaching efficiency, and corrosion. Before closure can be achieved in the bleach cycle, methods must be developed for efficient and cost-effective removal of NPEs from bleach filtrate streams. To be commercially viable, a highly selective, high-capacity, and regenerable media must be developed. In addition, limited prefiltration and high resistance to attrition of exchange material will significantly reduce costs, which is key to widespread commercial application. This project accurately determined the chemical composition of a Weyerhauser bleach plant effluent in the Eop, D0, and D1 stages. Due to environmental regulatory concerns, Mn was the principal target of this study. Mn was found to be present in these samples in the range of 0.16 to 3.97 ppm. Chemical Activation of Molecules by Metals: Experimental Studies of Electron Distributions and Bonding

This research program is directed at obtaining detailed experimental information on the electronic interactions between metals and organic molecules. These interactions provide low energy pathways for many important chemical and catalytic processes. A major feature of the program is the continued development and application of our special high-resolution valence photoelectron spectroscopy (UPS), and high-precision X-ray core photoelectron spectroscopy (XPS) instrumentation for study of organometallic molecules in the gas phase. The study involves a systematic approach towards understanding the interactions and activation of bound carbonyls, C-H bonds, methylenes, vinylidenes, acetylides, alkenes, alkynes, carbenes, carbynes, alkylidenes, alkylidynes, and others with various monometal, dimetal, and cluster metal species. Supporting ligands include -aryls, alkoxides, oxides, and phosphines. We are expanding our studies of both early and late transition metal species and electron-rich and electron-poor environments in order to more completely understand the electronic factors that serve to stabilize particular organic fragments and intermediates on metals. Additional new directions for this program are being taken in ultra-high vacuum surface UPS, XPS, scanning tunneling microscopy (STM) and atomic force microscopy (AFM) experiments on both physisorbed and chemisorbed organometallic thin films. Synthesis of Non-molecular Nitrogen Phases at Mbar Pressures by Direct Laser-heating

Direct laser heating of molecular N2 to above 1400 K at 120-130 GPa results in the formation of a reddish amorphous phase and a transparent crystalline solid above 2000 K. Raman and x-ray data confirm that the transparent phase is cubic-gauche nitrogen (cg-N), while the reddish color of the amorphous phase might indicate the presence of N=N dish bonds. The quenched amorphous phase is stable down to at least 70GPa, analogous to cg-N, and could be a new non-molecular phase or an extension of the already known {eta}-phase. A chemo-physical phase diagram is presented which emphasizes the difference between pressure- and temperature-induced transitions from molecular to non-molecular solids, as found in other low Z systems.

This report describes the installation, testing and acceptance of the Waste Treatment and Immobilization Plant procured laser ablation-inductively coupled plasma-atomic emission spectroscopy (LA-ICP-AES) system for remotely analyzing high-level waste samples in a hot cell environment. The 2005-003; ATS MP 1027, Management Plan for Waste Treatment Plant Project Work Performed by Analytical Technical Services. The APD group at the 222-S laboratory demonstrated acceptable turnaround time (TAT) and provide sufficient data to assess sensitivity, accuracy, and precision of the LA-ICP-AES method.
