317/319 phytoremediation site monitoring report - 2004 growing season.

In 1999, Argonne National Laboratory (ANL) designed and installed a series of engineered plantings consisting of a vegetative cover system and approximately 800 hybrid poplars and willows rooting at various predetermined depths. The plants were installed using various methods including Applied Natural Science's TreeWell{reg_sign} system. The goal of the installation was to protect downgradient surface and groundwater by hydraulic control of the contaminated plume by intercepting the contaminated groundwater with the tree roots, removing moisture from the upgradient soil area, reducing water infiltration, preventing soil erosion, degrading and/or transpiring the residual volatile organic compounds (VOCs), and removing tritium from the subsoil and groundwater. This report presents the results of the monitoring activities conducted by Argonne's Energy Systems Division (ES) in the growing season of 2004. Monitoring of the planted trees began soon after the trees were installed in 1999 and has been conducted every summer since then. As the trees grew and consolidated their growth into the contaminated soil and groundwater, their exposure to the contaminants was progressively shown through tissue sampling. 2010 Census: Efforts to Build an Accurate Address List Are Making Progress, but Face Software and Other Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. A complete and accurate master address file (MAF), along with precise maps--the U.S. Census Bureau's (Bureau) mapping system is called Topologically Integrated Geographic Encoding and Referencing (TIGER)--are the building blocks of a successful census. If the Bureau's address list and maps are inaccurate, people can be missed, counted more than once, or included in the wrong location. This testimony discusses the Bureau's readiness for the 2010 Census and covers: (1) the Bureau's progress in building an accurate address list; and (2) an update of the Bureau's information technology (IT) system used to extract information from its MAF/TIGER? database. Our review included observations at 20 early opening local census offices in hard-to-count areas. The testimony is based on previously issued and ongoing work."

3D Sedimentological and Geophysical Studies of Clastic Reservoir Analogs: Facies Architecture, Reservoir Properties, and Flow Behavior Within Delta Front Facies Elements of the Cretaceous Wall Creek Member, Frontier Formation, Wyoming

Significant volumes of oil and gas occur in reservoirs formed by ancient river deltas. This has implications for the spatial distribution of rock types and the variation of transport properties. A between mudstones and sandstones may form baffles that influence productivity and recovery efficiency. Diagenetic processes such as compaction, dissolution, and cementation can also alter flow properties. A better understanding of these properties and improved methods will allow improved reservoir development planning and increased recovery of oil and gas from deltaic reservoirs. Surface exposures of ancient deltaic rocks provide a high-resolution view of variability. Insights gleaned from these exposures can be used to model analogous reservoirs, for which data is sparser. The Frontier Formation in central Wyoming provides an opportunity for high-resolution models. The same rocks exposed in the Tisdale anticline are productive in nearby oil fields. Kilometers of exposure are accessible, and bedding-plane exposures allow use of high-resolution ground-penetrating radar. This study combined geologic interpretations, maps, vertical sections, core data, and ground-penetrating radar to construct geostatistical and flow models. Strata-conforming grids were use to reproduce the observed geometries. A new Bayesian method integrates outcrop, core, and radar amplitude and phase data. 7th International Workshop on Microbeam Probes of Cellular Radiation Response

The extended abstracts that follow present a summary of the Proceedings of the 7th International Workshop: Microbeam Probes of Cellular Radiation Response, held at Columbia University’s Kellogg Center in New York City on March 15–17, 2006. These International Workshops on Microbeam Probes of Cellular Radiation Response have been held regularly since 1993 (1–5). Since the first workshop, there has been a rapid growth (see Fig. 1) in the number of centers developing microbeams for radiobiological research, and worldwide there are currently about 30 microbeams in operation or under development. Single-cell/single-particle microbeam systems can deliver beams of different ionizing radiations with a spatial resolution of a few micrometers down to a few tenths of a micrometer. Microbeams can be used to addressquestions relating to the effects of low doses of radiation (a single radiation track traversing a cell or group of cells), to probe subcellular targets (e.g. nucleus or cytoplasm), and to address questions regarding the propagation of information about DNA damage (for example, the radiation-induced bystander effect). Much of the recent research using microbeams has been to study low-dose effects and ‘‘non-targeted’’ responses such as bystander effects, genomic instability and adaptive responses. Afghanistan: Government Formation and Performance

The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. President Hamid Karzai is working with U.S. and international donors on how to improve governance and delivery of public services, and on winning re-election in presidential elections slated for August 20, 2009. Many agree that the country has made substantial progress on personal and political freedoms since the fall of the Taliban regime. Over the past year U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives as a complement to efforts to build central government capabilities. The United States will increase economic development efforts, and develop benchmarks with which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption.

A letter report issued by the Government Accountability Office with an abstract that begins "The United States has provided approximately $38.6 billion in reconstruction assistance to Afghanistan and has over 35,000 troops in the country as of February 2009. Some progress has occurred in areas such as economic growth, infrastructure development, and training of the Afghan National Security Forces (ANSF), but the overall security situation in Afghanistan has not improved after more than 7 years of U.S. and international efforts. In response, the new administration plans to deploy approximately 21,000 additional troops1 to Afghanistan this year, and has completed a strategic review of U.S. efforts in Afghanistan and Pakistan. Based on our past work and the significance of U.S. efforts in Afghanistan to the overall U.S. counterinsurgency strategy, we have highlighted Afghanistan as an urgent oversight issue facing this Congress. The government of Afghanistan, with the assistance of the international community, developed the Afghanistan National Development Strategy (ANDS), which was finalized in June 20083, as a guiding document for achieving Afghanistan's reconstruction goals. In its Afghanistan National Development Strategy, the Afghan Government, in conjunction with international donors, established the goal of completing a fully upgraded regional highway network by the end of 2008. The construction of the regional highways was a top road reconstruction priority of the Afghan government and interational donors, as these roads were expected to foster regional trade and contribute to Afghanistan's economic development. The United States and two other donors committed more than $1.5 billion for the over-3,200-kilomteres-long regional highway network and had completed about 60 percent (1,954 kilometers) of these highways as of February 2008. The United States, through the Agency for International Development (USAID), had completed the construction of the 715 kilometers of the regional highways it funded. In addition, it also managed the construction for the 115-kilometer-long Saudi-funded section, which is complete. Animal Waste and Hazardous Substances: Current Laws and Legislative Issues

This report describes the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, the Superfund law) and the Emergency Planning and Community Right-to-Know Act (EPCRA), and enforcement actions under these laws that have increasingly been receiving attention. Congressional scrutiny in the form of legislative proposals and two House hearings are discussed. Bills intended to exempt animal manure from the requirements of Superfund and EPCRA were introduced in the 109th Congress. Similar bills were introduced in the 110th Congress (H.R. 1398 and S. 807), but no legislation has been enacted. Issues raised by the legislation are analyzed.

In 1989 the Bonneville Power Administration (BPA) began funding the evaluation of production groups of juvenile anadromous fish not being coded-wire tagged for other programs. These groups were the 'Missing Production Groups'. Production fish released by the U.S. Fish and Wildlife Service (FWS) without representative coded-wire tags during the 1980s are indicated as blank spaces on the survival graphs in this report. This program is now referred to as 'Annual Stock Assessment - CWT'. The objectives of the 'Annual Stock Assessment' program are to: (1) estimate the total survival of each production group, (2) estimate the contribution of each production group to fisheries, and (3) prepare an annual report for USFWS hatcheries in the Columbia River basin. Coded-wire tag recovery information will be used to evaluate the relative success of individual brood stocks. This information can also be used by salmon harvest managers to develop plans to allow the harvest of excess hatchery fish while protecting threatened, endangered, or other stocks of concern. All fish release information, including marked/unmarked ratios, is reported to the Pacific States Marine Fisheries Commission (PSMFC). Bridging the Gap in the Chemical Thermodynamic Database for Nuclear Waste Repository: Studies of the Effect of Temperature on Actinide Complexation

Recent results of thermodynamic studies on the complexation of actinides (UO{sub 2}{sup 2+}, NpO{sub 2}{sup +} and Pu{sup 4+}) with F{sup -}, SO{sub 4}{sup 2-} and H{sub 2}PO{sub 4}{sup -}/HPO{sub 4}{sup 2-} at elevated temperatures are reviewed. The data indicate that, for all systems except the 1:1 complexation of Np(V) with HPO{sub 4}{sup 2-}, the complexation of actinides is enhanced by the increase in temperature. The enhancement is primarily due to the increase in the entropy term (T{Delta}S) that exceeds the increase in the enthalpy ({Delta}H) as the temperature is increased. These data bridge the gaps in the chemical thermodynamic database for nuclear waste repository where the temperature could remain significantly higher than 25 C for a long time after the closure of the repository.

Characteristics of Energy Transport of Li-conditioned and non-Li-conditioned Plasmas in the National Spherical Torus Experiment (NSTX)

The transport properties of NSTX plasmas obtained during the 2008 experimental cam- paign have been studied and are reported here. Transport trends and dependences have been isolated, and it is found that both electron and ion energy transport coefficients have strong dependences on local values of nΔT, which in turn is strongly dependent on local current density profile. Without identifying this dependence, it is difficult to identify others, such as the dependence of transport coefficients on Bp (or q), Ip and Pheat. In addition, a comparison between discharges with and without Lithium wall conditioning has been made. While the trends in the two sets of data are similar, the thermal transport loss, especially in the electron channel, is found to strongly depend on the amount of Lithium deposited, decreasing by up to 50% of its no-Lithium value.
