This report provides an overview of Advanced Research Projects Agency - Energy (ARPA-E) design. The report discusses the legislative origins and policy debates prior to ARPA-E authorization and Bush administration response to ARPA-E authorization.

In the United States, the general rule, which derives from common law, is that each side in a legal proceeding pays for its own attorney. There are many exceptions, however, in which federal courts, and occasionally federal agencies, may order the losing party to pay the attorneys' fees of the prevailing party. There are roughly two hundred statutory exceptions, which were generally enacted to encourage private litigation to implement public policy.

Color and texture have been widely used in image segmentation; however, their performance is often hindered by scene ambiguities, overlapping objects, or missingparts. In this paper, we propose an interactive image segmentation approach with shape prior models within a Bayesian framework. Interactive features, through mouse strokes, reduce ambiguities, and the incorporation of shape priors enhances quality of the segmentation where color and/or texture are not solely adequate. The novelties of our approach are in (i) formulating the segmentation problem in a well-de?ned Bayesian framework with multiple shape priors, (ii) ef?ciently estimating parameters of the Bayesian model, and (iii) multi-object segmentation through user-speci?ed priors. We demonstrate the effectiveness of our method on a set of natural and synthetic images.

Finally, the report describes ongoing legislative action within both the climate change and farm bill debates, and discusses the types of questions that may be raised regarding the role of the U.S. agriculture sector in the broader climate change debate.

The overall obljectives of this project are to critically review the currently used thermal neutron scattering laws for various moderators as a function of temperature, select as well documented and representative set of experimental data sensitive to the neutron spectra to generate a data base of benchmarks, update models and models parameters by introducing new developments in thermalization theory and condensed matter physics into various computational approaches in establishing the scattering laws, benchmark the results against the experimentatl set. In the case of graphite, a validation experiment is performed by observing nutron slowing down as a function of temperatures equal to or greater than room temperature.

The results obtained from this project will fundamentally change the way we look at computer performance analysis. These results are made possible by the precise definition of a consistent system of measurement with a set of primary units designed specifically for computer performance analysis. This system of units, along with their associated dimensions, allows us to apply the methods of dimensional analysis, based on the Pi Theorem, to define scaling and self-similarity relationships. These relationships reveal new insights into experimental results that otherwise seems only vaguely correlated. Applying the method to cache-miss data revealed scaling relationships that were not seen by those who originally collected the data. Applying dimensional analysis to the performance of parallel numerical algorithms revealed that computational force is a unifying concept for understanding the interaction between hardware and software. The efficiency of these algorithms depends, in a very intimate way, on the balance between hardware forces and software forces. Analysis of five different algorithms showed that performance analysis can be reduced to a study of the differential geometry of the efficiency surface. This rising cost of college affects all students--both veteran and nonveteran students--who rely on a mix of family resources, grants, scholarships, loans, and work-study to finance their education. Students may face particular hardships when the cost of attendance outpaces students' available resources. For example, some lenders recently have tightened the eligibility criteria for obtaining student loans in response to problems in financial markets. In fiscal year 2007, the Department of Education (Education) provided $82 billion in financial aid in the form of grants, loans, and work-study programs under Title IV of the Higher Education Act of 1965, as amended, to 11 million students and their families. Correspondence issued by the Government Accountability Office with an abstract that begins "On January 31, 2008, we testified before Congress' subcommittee at a hearing entitled, "Eliminating Agency Payment Errors." At the hearing, we discussed federal agencies' progress in addressing key requirements of the Improper Payments Information Act of 2002 (IPIA) and Section 831 of the National Defense Authorization Act for Fiscal Year 2002, commonly known as the Recovery Auditing Act. Our review and testimony focused on (1) progress made in agencies' implementation and reporting under IPIA for fiscal year 2007, (2) remaining challenges with IPIA implementation, and (3) agencies' efforts to report recovery auditing information. This report responds to your March 13, 2008, request to provide answers to follow-up questions relating to our January 31, 2008, testimony. The project developed an aerosol system for the met milling and particle size separation of the precursor powders used in fabrication of powder-in-tube superconductors. The work builds upon the results of a previous SBIR-funded development that proved the basic principles of the virtual impactor (VI) technology and its efficacy for the powders of interest. The new project extended that work in three respects: it integrated provisions for recirculating the aerosol flow using inert gas to avoid contamination from O2, CO2 and water in ambient air; a quad configuration of VI subassemblies to support kg/hr throughput; and it incorporated design features that eliminate error trajectories which would introduce trace contamination of larger particles into the separated flow. The project demonstrated the technical effectiveness of the process and established its economic feasibility by achieving kg/hr throughput within a cost profile that would be profitable within the range of competitive toll fees. The project is beneficial to the public through its potential to improve the performance of superconducting materials for research and for biomedicine. It also conveys potential benefits for powders used in high-performance ceramics (for example for engines for automobiles and for aircraft) and for high-performance electrical insulators for telecommunications circuitry.

Provision of U.S. agricultural commodities for emergency relief and economic development is the United States' major response to food security problems in developing countries. Title III in the omnibus farm bill enacted in June 2008, the Food, Conservation, and Energy Act of 2008, reauthorizes and makes a number of changes in U.S. international food aid programs. Farm bill debate over U.S. food aid programs focused generally on how to make delivery of food aid more efficient and more effective. This report explores this and related legislation, as well as the areas of this ongoing and international issue that are continually debated.

This report discusses the Low-Income Housing Tax Credit (LIHTC), which is a federal provision that reduces the income tax liability of taxpayers claiming the credit. These taxpayers are typically investors in real estate development projects that have traded cash for the tax credits to support the production of affordable housing. The credit is intended to lower the financing costs of housing developments so that the rental prices of units can be lower than market rates, and thus, presumably, affordable.
