Reductive Precipitation of Metals Photosensitized by Tin Protoporphyrin

For the first time, we show that redox-sensitive metals, which are highly soluble in the oxidized state can be reduced and precipitated from aqueous solution using tin protoporphyrin and light in the presence of an electron donor. Hg{sup 2+} and Cu{sup 2+} were reduced to the metallic state, and Ub{sup 6+} precipitated as oxide with very low volubility, suggesting that removal of these metals via reductive photoreduction and precipitation may be an innovative way for wastewater treatment. Ag{sup 2+} and Au{sup 2+} were reduced to the metallic state and precipitated as nanoparticles. Finally, using tin porphyrins and light for a variety of purposes involving reactions that require a low redox potential may be a good step toward energy conservation and environmentally benign processing.

Reduction of Heavy Metals by Cytochrome c(3)

We report on reduction and precipitation of Se(VI), Pb(II), CU(II), U(VI), Mo(VI), and Cr(VI) in water by cytochrome c{sub 3} isolated from Desulfomicrobium baczdatum [strain 9974]. The tetraheme protein cytochrome c{sub 3} was reduced by sodium dithionite. Redox reactions were monitored by UV-visible spectroscopy of cytochrome c{sub 3}. Analytical electron microscopy work showed that Se(VI), Pb(II), and CU(II) were reduced to the metallic state, U(W) and Mo(W) to U(IV) and Mo(IV), respectively, and Cr(VI) probably to Cr(III). U(IV) and Mo(W) precipitated as oxides and Cr(III) as an amorphous hydroxide. Cytochrome c{sub 3} was used repeatedly in the same solution without loosing its effectiveness. The results suggest usage of cytochrome c{sub 3} to develop innovative and environmentally benign methods to remove heavy metals from waste- and groundwater.

This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.

MODEL 9977 B(M)F-96 SAFETY ANALYSIS REPORT FOR PACKAGING

This Safety Analysis Report for Packaging (SARP) documents the analysis and testing performed on and for the 9977 Shipping Package, referred to as the General Purpose Fissile Package (GPFP). The performance evaluation presented in this SARP documents the compliance of the 9977 package with the regulatory safety requirements for Type B packages. Per 10 CFR 71.59, for the 9977 packages evaluated in this SARP, the value of ''N'' is 50, and the Transport Index based on nuclear criticality control is 1.0. The 9977 package is designed with a high degree of single containment. The 9977 complies with 10 CFR 71 (2002), Department of Energy (DOE) Order 460.1B, DOE Order 460.2, and 10 CFR 20 (2003) for As Low As Reasonably Achievable (ALARA) principles. The 9977 also satisfies the requirements of the Regulations for the Safe Transport of Radioactive Material--1996 Edition (Revised)--Requirements. IAEA Safety Standards, Safety Series No. TS-R-1 (ST-1, Rev.), International Atomic Energy Agency, Vienna, Austria (2000). The 9977 package is designed, analyzed and fabricated in accordance with Section III of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 1992 edition.

Electroweak physics: search for zz and zw production in p anti-p collisions at s**(1/2) = 1.96 tev

We present a search for ZZ and ZW vector boson pair production in p{bar p} collisions at {radical}s = 1.96 TeV using the leptonic decay channels ZZ {yields} llvv, ZZ {yields} lll'l' and ZW {yields} lll'v. In a data sample corresponding to an integrated luminosity of 194 pb{sup -1} collected with the Collider Detector at Fermilab, 3 candidate events are found with an expected background of 1.0 {+-} 0.2 events. We set a 95% confidence level upper limit of 15.2 pb on the cross section for ZZ plus ZW production, compared to the standard model prediction of 5.0 {+-} 0.4 pb.

Mass Sensor

The purpose of this CRADA was to use Honeywell's experience in low temperature cofire ceramics and traditional ceramics to assemble a relatively low-cost, mass-producible miniature mass analyzer. The specific design, given to us by Mass Sensors, LLC, was used to test for helium. The direct benefit for the participant was to have a prototype unit assembled for the purpose of proof of concept and the ability to secure venture capital investors. From that, the company would begin producing their own product for sale. The consumer/taxpayer benefits come from the wide variety of industries that can utilize this technology to improve quality of life. Medical industry can use this technology to improve diagnostic ability; manufacturing industry can use it for improved air, water, and soil monitoring to minimize pollution; and the law enforcement community can use this technology for identification of substances. These are just a few examples of the benefit of this technology. The benefits to DOE were in the area of process improvement for cofire and ceramic materials. From this project we demonstrated nonlinear thickfilm fine lines and spaces that were 5-mil wide with 5-mil spaces; determined height-to diameter-ratios for punched and filled via holes; demonstrated the ability to …

Particle-type dependence of azimuthal anisotropy and nuclearmodification of particle production in Au+Au collisions at sNN = 200GeV

We present STAR measurements of the azimuthal anisotropy parameter v{sub 2} and the binary-collision scaled centrality ratio R{sub CP} for kaons and lambdas ({Lambda} + {bar {Lambda}}) at mid-rapidity in Au+Au collisions at {radical}s{sub NN} = 200 GeV. In combination, the v{sub 2} and R{sub CP} particle-type dependencies contradict expectations from partonic energy loss followed by standard fragmentation in vacuum. We establish p{sub T} {approx} 5 GeV/c as the value where the centrality dependent baryon enhancement ends. The K{sub S}{sup 0} and {Lambda} + {bar {Lambda}} v{sub 2} values are consistent with expectations of constituent-quark-number scaling from models of hadron formation by parton coalescence or recombination.

Experimental determination of drag coefficients in low-density polyurethane foam

We describe several experiments performed at the LLNL Site 300 firing range and on the LLNL 1/3 scale gun to investigate the deceleration of small projectiles (l {approx} 3-5 [mm]) in low-density foam ({rho} {approx} 0.08-0.32 [g/cm{sup 3}]). The experiments at the firing range researched a passive velocity diagnostic based on Faraday's law of induction, while experiments on the 1/3 scale gun investigated the effects of varying projectile surface area, projectile shape, and foam density on the drag coefficient c{sub d}. Analysis shows that the velocity diagnostic has an uncertainty on the order of 1 percent for projectiles with velocity v {approx} 0.8-1.2 [km/s]. The 1/3 scale gun experiments, dubbed the Krispy Kreme series, included nine shots considering the combinations of 3 projectile surface areas with 3 target densities. The experiments used Tantalum square surface area block projectiles (with an initial velocity v{sub 0} {approx} 1.2 [km/s], a common thickness T = 2.67 [mm], and square side lengths of 3, 4, and 5 [mm]) decelerating in polyurethane foams (with densities {rho}{sub f} of 0.08, 0.16 and 0.32 [g/cm{sup 3}]). In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 Plant. As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Plant protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. A new permit was issued to the Y-12 Plant on April 28, 1995 and became effective on July 1, 1995. Biological monitoring continues to be required under the new permit. Hydrogen Permeability of Mulitphase V-Ti-Ni Metallic Membranes

Development of advanced hydrogen separation membranes in support of hydrogen production processes such as coal gasification and as front end gas purifiers for fuel cell based system is paramount to the successful implementation of a national hydrogen economy. Current generation metallic hydrogen separation membranes are based on Pd-alloys. Although the technology has proven successful, at issue is the high cost of palladium. Evaluation of non-noble metal based dense metallic separation membranes is currently receiving national and international attention. The focal point of the reported work was to evaluate a Group 5A-Ta, Nb, V-based alloy with respect to microstructural features and hydrogen permeability. Electrochemical hydrogen permeation testing of the V-Ti-Ni alloy is reported herein and compared to pure Pd measurements recorded as part of this same study. The V-Ti-Ni was demonstrated to have a steady state hydrogen permeation rate an order of magnitude higher than the pure Pd material in testing conducted at 22 C.
