Particle-type dependence of azimuthal anisotropy and nuclearmodification of particle production in Au+Au collisions at sNN = 200GeV

We present STAR measurements of the azimuthal anisotropy parameter v{sub 2} and the binary-collision scaled centrality ratio R{sub CP} for kaons and lambdas ({Lambda} + {bar {Lambda}}) at mid-rapidity in Au+Au collisions at {radical}s{sub NN} = 200 GeV. In combination, the v{sub 2} and R{sub CP} particle-type dependencies contradict expectations from partonic energy loss followed by standard fragmentation in vacuum. We establish p{sub T} {approx} 5 GeV/c as the value where the centrality dependent baryon enhancement ends. The K{sub S}{sup 0} and {Lambda} + {bar {Lambda}} v{sub 2} values are consistent with expectations of constituent-quark-number scaling from models of hadron formation by parton coalescence or recombination.

Enron: A Select Chronology of Congressional, Corporate, and Government Activities

This report presents basic background information on the collapse of the Enron Corporation, identifying public policy issues in financial market oversight. This report briefly summarizes some federal laws carrying criminal penalties which may be implicated in the events surrounding the collapse of the Enron Corp. This report compares the auditing and accounting reform measures passed by the House (H.R. 3763) and reported by the Senate Committee on Banking, Housing, and Urban Affairs. This report compares the major provisions of three auditor and accounting reform proposals: H.R. 3763, S. 2673, and a rule proposed on June 20, 2002, by the SEC that would create a new auditor oversight board by using the SEC’s existing authority to regulate corporate accounting. The report focuses on Section 404(a) of the Employee Retirement Income Security Act (ERISA), the federal statute that regulates employer-sponsored pension plans. Section 404(a) is considered the “touchstone for understanding the scope and object of an ERISA fiduciary’s duties.”

Simulation of a Spherical Wave Experiment in Marble using a Multidirectional Damage Model

This paper presents experimental results and computational simulations of spherical wave propagation in Danby marble. The experiment consisted of a 2-cm-diameter explosive charge detonated in the center of a cylindrical rock sample. Radial particle velocity histories were recorded at several concentric locations in the sample. An extensively damaged region near the charge cavity and two networks of cracks were evident in the specimen after the test. The first network consists of radial cracks emanating form the cavity and extending about halfway through the specimen. The second network consists of circumferential cracks occurring in a relatively narrow band that extends from the outer boundary of the radially cracked region toward the free surface. The experiment was simulated using the GEODYN code and a multi-directional damage model. The model is developed within the framework of a properly invariant nonlinear thermomechanical theory with damage represented by a second order tensor that admits load-induced anisotropy such as was observed in the experiment.

Development of Novel, Simple Multianalyte Sensors for Remote Environmental Analysis

Advancement of our polymerized crystalline colloidal array chemical sensing technology. They have dramatically advanced their polymerized crystalline colloidal array chemical sensing technology. They fabricated nonselective sensors for determining pH and ionic strength. They also developed selective sensors for glucose and organophosphorus mimics of nerve gas agents. They developed a trace sensor for cations in water which utilized a novel crosslinking sensing motif. In all of these cases they have been able to theoretically model their sensor response by extending hydrogel volume phase transition theory. They also developed transient sampling methods to allow their ion sensing methods to operate at high ionic strengths. They also developed a novel optrode to provide for simple sampling.

Catalytic Hydration of Alkenes and Alkynes

The fifteen years of DOE support have encompassed two different projects, electron-transfer reactions of metal carbonyl anions and water-soluble organometallic complexes. Each of these is related to homogeneous catalysis and will be described in separate sections. Electron Transfer--Twenty-one manuscripts resulted from our studies of electron-transfer reactions of metal carbonyl anions and acknowledge DOE support. Construction of an infrared stopped-flow system allowed us to measure rates of reactions for the extremely air-sensitive metal carbonyl anions. As for carbanions, both one-electron and two-electron processes occur for metal carbonyl anions. The most unexpected feature was examples of a very rapid two-electron process, followed by a much slower one-electron back transfer. The two-electron processes were accompanied by transfer of a ligand between two metals, M-X + M{prime}{sup -} {yields} M{sup -} + M{prime}-X with X groups of CO{sup 2}, H{sup +}, CH{sub 3}{sup +} and Br{sup +}. These transfers, which can be considered nucleophilic displacements, occurred when M{prime}{sup -} was more nucleophilic than M{sup -}. The 21 published manuscripts explore one- and two-electron processes for many such organometallic complexes. Water-Soluble Organometallic Complexes--The potential of water-soluble organometallic complexes in ''green chemistry'' intrigued us. B, Lambda{sub b} and charm results from the Tevatron

Recent results on B{sub d}, B{sub u}{sup {+-}}, B{sub s}, {Lambda}{sub b} and Charm hadrons are reported from {approx} 75 pb{sup -1} and {approx} 40 pb{sup -1} of data accumulated at the upgraded CDF and D0 experiments at the Fermilab Tevatron {bar p}-p collider, during Run-II. These include lifetime and mass measurements of B and Charm hadrons, searches for rare decays in charm and B hadrons and CP-violation in Charm decays. Results relevant to CP-violation in B-decays are also reported.

Practical cooling rings could lead to lower cost or improved performance in neutrino factory or muon collider designs, The ring modeled here uses realistic 3-dimensional fields and includes such ''real-world'' effects as windows on the absorbers and RF cavities and leaving empty lattice cells for injection and extraction. The ring increases the density of muons in a fixed acceptance volume by a factor of 4.2.

Nanotechnology Based Environmentally Robust Primers

An initiator device structure consisting of an energetic metallic nano-laminate foil coated with a sol-gel derived energetic nano-composite has been demonstrated. The device structure consists of a precision sputter deposition synthesized nano-laminate energetic foil of non-toxic and non-hazardous metals along with a ceramic-based energetic sol-gel produced coating made up of non-toxic and non-hazardous components such as ferric oxide and aluminum metal. Both the nano-laminate and sol-gel technologies are versatile commercially viable processes that allow the ''engineering'' of properties such as mechanical sensitivity and energy output. The nano-laminate serves as the mechanically sensitive precision igniter and the energetic sol-gel functions as a low-cost, non-toxic, non-hazardous booster in the ignition train. In contrast to other energetic nanotechnologies these materials can now be safely manufactured at application required levels, are structurally robust, have reproducible and engineerable properties, and have excellent aging characteristics.

Country-of-Origin Labeling for Foods

Federal law requires most imports, including many food items, to bear labels informing the “ultimate purchaser” of their country of origin. Meats, produce, and several other raw agricultural products generally have been exempt. The omnibus farm law (P.L. 107-171) signed on May 13, 2002, contains a requirement that many retailers provide, starting on September 30, 2004, country-of-origin labeling (COOL) on fresh fruits and vegetables, red meats, seafood, and peanuts. The program is voluntary until then. USDA on October 8, 2002, issued guidelines for the voluntary labeling program.

Simulated (n,f) cross section of isomeric 235m-U

The neutron-induced fission cross section on the {sup 235}U, T{sub 1/2} {approx} 26 min isomer has been deduced for incident neutron energies in the range E{sub n}=0.1-2.5 MeV, using the surrogate-reaction technique. In this technique, {sup 236}U fission probabilities measured in the {sup 234}U(t, pf) reaction have been converted into {sup 235}U(n,f) and {sup 235m}U(n,f) cross sections, using reaction theory to compensate for the differences in angular-momentum and parity distributions in the fissioning systems, transferred by the (t,p) and neutron-induced reactions. Based on the comparison between the {sup 235}U(n,f) cross section extracted in this work and independent experimental data, the deduced {sup 235m}U(n,f) cross section is believed to be reliable to 20% below E{sub n} {approx} 0.5 MeV and 10% at higher energies. The surrogate-reaction technique, its validation in the case of the {sup 235}U(n,f) cross section, and the deduced {sup 235m}U(n,f) cross section are discussed. Validation of this method allows (n,f) cross sections for many short-lived nuclei, as well as isomeric nuclei, to be extracted from measured fission probabilities.

Apples with apples: accounting for fuel price risk in comparisons of gas-fired and renewable generation

For better or worse, natural gas has become the fuel of choice for new power plants being built across the United States. According to the US Energy Information Administration (EIA), natural gas combined-cycle and combustion turbine power plants accounted for 96% of the total generating capacity added in the US between 1999 and 2002--138 GW out of a total of 144 GW. Looking ahead, the EIA expects that gas-fired technology will account for 61% of the 355 GW new generating capacity projected to come on-line in the US up to 2025, increasing the nationwide market share of gas-fired generation from 18% in 2002 to 22% in 2025. While the data are specific to the US, natural gas-fired generation is making similar advances in other countries as well. Regardless of the explanation for (or interpretation of) the empirical findings, however, the basic implications remain the same: one should not blindly rely on gas price forecasts when comparing fixed-price renewable with variable-price gas-fired generation contracts. If there is a cost to hedging, gas price forecasts do not capture and account for it. Alternatively, if the forecasts are at risk of being biased or out of tune with the market, then one certainly …
