Copyright Law: Digital Rights Management Legislation

Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th Congress and those that are pending in the 108th Congress. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital copyright infringement and educating the public about the rights of copyright holders.

The Taiwan Relations Act (TRA), P.L. 96-8, has governed U.S. arms sales to Taiwan since 1979, when the United States recognized the People’s Republic of China (PRC) instead of the ROC. There are two other relevant elements of the “one China” policy: the August 17, 1982 U.S.-PRC Joint Communique and the “Six Assurances” made to Taiwan.

While some improvements have been seen in nutrition, health services, water supply and sanitation, there is greater dependence on government services, and observers of the Iraq situation have identified disturbing health and nutrition problems affecting the civilian population.

The Federal Pell Grant program is the single largest source of grant aid for postsecondary education attendance funded by the federal government, providing grants to undergraduate students estimated to have totaled more than $11.6 billion in FY2002. This report reviews how the program works and provides analysis of program funding, recipients (numbers and characteristics), and the role being played by the program in the distribution of federal student aid. It concludes with an examination of several Pell-related issues that may be considered by the 108th Congress in the HEA reauthorization process. This report will be updated to reflect major legislative action to reauthorize the Pell Grant program.
