Quarterly Progress Report - Biological Monitoring Program for East Fork Poplar Creek

In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 Plant. As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Plant protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. A new permit was issued to the Y-12 Plant on April 28, 1995 and became effective on July 1, 1995. Biological monitoring continues to be required under the new permit. Hydrogen Permeability of Mulitphase V-Ti-Ni Metallic Membranes

Development of advanced hydrogen separation membranes in support of hydrogen production processes such as coal gasification and as front end gas purifiers for fuel cell based system is paramount to the successful implementation of a national hydrogen economy. Current generation metallic hydrogen separation membranes are based on Pd-alloys. Although the technology has proven successful, at issue is the high cost of palladium. Evaluation of non-noble metal based dense metallic separation membranes is currently receiving national and international attention. The focal point of the reported work was to evaluate a Group 5A-Ta, Nb, V-based alloy with respect to microstructural features and hydrogen permeability. Electrochemical hydrogen permeation testing of the V-Ti-Ni alloy is reported herein and compared to pure Pd measurements recorded as part of this same study. The V-Ti-Ni was demonstrated to have a steady state hydrogen permeation rate an order of magnitude higher than the pure Pd material in testing conducted at 22 C.

Positron Annihilation in Insulating Materials

We describe positron results from a wide range of insulating materials. We have completed positron experiments on a range of zeolite-y samples, KDP crystals, alkali halides and laser damaged SiO{sub 2}. Present theoretical understanding of positron behavior in insulators is incomplete and our combined theoretical and experimental approach is aimed at developing a predictive understanding of positrons and positronium annihilation characteristics in insulators. Results from alkali halides and alkaline-earth halides show that positrons annihilate with only the halide ions, with no apparent contribution from the alkali or alkaline-earth cations. This contradicts the results of our existing theory for metals, which predicts roughly equal annihilation contributions from cation and anion. We also present result obtained using Munich positron microprobe on laser damaged SiO{sub 2} samples.

Practical superconductor development for electrical power applications - annual report for FY 2003.

Most large-scale applications of high-critical-temperature superconductors will require conductors that can carry large currents in the presence of applied magnetic fields. This report describes progress at Argonne National Laboratory (ANL) in the research and development of practical superconducting components and devices. These efforts primarily focus on the use of Y-Ba-Cu-O system in second-generation conductors, but they also include investigations of Bi-Pb-Sr-Ca-Cu-O systems for use in first-generation conductors. Results are presented in the areas of processing first-generation superconductors and second-generation (2G) superconductors with several different architectures, applying Raman microscopy to the characterization of 2G conductors, studying the role of oxygen doping in the grain boundary transport of 2G conductors, and evaluating the mechanical properties of 2G conductors.

Strontium and Actinides Removal from Savannah River Site Actual Waste Samples by Freshly Precipitated Manganese Oxide

The authors investigated the performance of freshly precipitated manganese oxide and monosodium titanate (MST) for the removal of strontium (Sr) and actinides from actual high-level waste. Manganese oxide precipitation occurs upon addition of a reductant such as formate (HCO2-) or peroxide (H2O2) to a waste solution containing permanganate (MnO4-). An addition of non-radioactive strontium typically precedes the MnO4- and reductant addition, which serves primarily to isotopically dilute the strontium-90 (90Sr) present in the waste. Tests utilized a Tank 37H/44F composite waste solution. Personnel significantly increased the concentration of actinides in the waste by the addition of acidic americium/curium solution (F-Canyon Tank 17.1 solution), which contained a significant quantity of plutonium (Pu), and neptunium-237 (237Np) stock solution. Initial tests examined three manganese oxide treatment options.

Crystal Level Continuum Modeling of Phase Transformations: The (alpha) <--> (epsilon) Transformation in Iron

We present a crystal level model for thermo-mechanical deformation with phase transformation capabilities. The model is formulated to allow for large pressures (on the order of the elastic moduli) and makes use of a multiplicative decomposition of the deformation gradient. Elastic and thermal lattice distortions are combined into a single lattice stretch to allow the model to be used in conjunction with general equation of state relationships. Phase transformations change the mass fractions of the material constituents. The driving force for phase transformations includes terms arising from mechanical work, from the temperature dependent chemical free energy change on transformation, and from interaction energy among the constituents. Deformation results from both these phase transformations and elasto-viscoplastic deformation of the constituents themselves. Simulation results are given for the {alpha} to {epsilon} phase transformation in iron. Results include simulations of shock induced transformation in single crystals and of compression of polycrystals. Results are compared to available experimental data.

First Run II results with the CDF detector (open access)

First Run II results with the CDF detector

We report the first results obtained by the CDF collaboration from the analysis of the Tevatron Run II data collected until June 2002. All components of the CDF detector are operating at or near the design specifications. Typical physics signals are observed and used both to characterize the CDF detector performance, and to make several physics measurements. In spite of the still limited accumulated luminosity some measurements are already competitive with the best currently available.

The Report Abstract provides summaries of the past year's activities relating to each of the main project objectives. Some of the objectives will be expanded on in greater detail further down in the report. The following objectives have their own addition sections in the report: SFP Construction and Fuel Production, Impact of SFP Fuel on Engine Performance, Fleet Testing at WMATA and Denali National Park, Demonstration of Clean Diesel Fuels in Diesel Electric Generators in Alaska, and Economic Analysis. ICRC provided overall project organization and budget management for the project. ICRC held meetings with various project participants. ICRC presented at the Department of Energy's annual project review meeting. The plant began producing fuel in October 2004. The first delivery of finished fuel was made in March of 2004 after the initial start-up period.

DEVELOPMENT AND TESTING OF THE BLANTON CLAMSHELL CLOSUREFOR USE ON RADIOACTIVE MATERIAL PACKAGING DRUMS

This paper provides a brief history of the U.S. Type B 6M specification container, its introduction into U.S. Code of federal regulations and its scheduled elimination three decades later. The paper also presents development, testing and deployment by the Department of Energy (DOE) of an enhanced drum closure called the 'Blanton Clamshell' (patent pending) that was designed to replace the standard open-head C-ring closure for the 55- and 85-gallon drums described in the 6M specification to extend their safe use. Nuclear Filter Technology has the Exclusive License for Clamshell production. Drum packages utilizing the standard C-ring closure have been a main-stay for over a half of a century in the national and international nuclear industry for shipping radioactive materials and will remain so in the foreseeable future. Drum package use in the U.S. increased heavily in the 1950's with development of the Weapons Complex and subsequently the commercial nuclear reactor industry.

Reconciliation Instructions in the FY2006 Budget Resolution

The House and Senate reached final agreement on April 28, 2005, on a budget resolution for FY2006 (H.Con.Res. 95) which included reconciliation directives expected to lead to the consideration of three different reconciliation bills during the session: (1) an omnibus spending reduction measure, incorporating submissions from eight House and eight Senate committees; (2) a revenue reduction measure; and (3) a public debt limit increase measure. The omnibus spending bill is intended to reduce outlays by $1.519 billion for FY2006 and $34.658 billion for the five-year period covering FY2006 through FY2010; the revenue bill is intended to reduce revenues by $11 billion for FY2006 and $70 billion for the period FY2006-FY2010; and the third bill is intended to increase the public debt limit by $781 billion.

Characterization of Vadose Zone Sediments Below the C Tank Farm: Borehole C4297 and RCRA Borehole 299-E27-22

The overall goal of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities at Hanford. To meet this goal, CH2M HILL Hanford Group, Inc. tasked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediments from within Waste Management Area (WMA) C. This report is the first of two reports written to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from borehole C4297, installed adjacent to Tank C-105, and from borehole 299-E27-22, installed directly north of the C Tank Farm. Sediments from borehole 299-E27-22 were considered to be background uncontaminated sediments against which to compare contaminated sediments for the C Tank Farm characterization effort. This report also presents our interpretation of the data in the context of sediment types, the vertical extent of contamination, the migration potential of the contaminants, and the likely source of the contamination in the vadose zone and groundwater below the C Tank Farm. Composition and architecture of the cell walls of grasses and the mechanisms of synthesis of cell wall polysaccharides. Final report for period September 1, 1988 - April 30, 2001

This program was devoted toward complete understanding of the polysaccharide structure and architecture of the primary cell walls grasses and cereals, and the biosynthesis of the mixed-linkage beta-glucane, a cellulose interacting polymer that is synthesized uniquely by grass species and close relatives. With these studies as focal point, the support from DOE was instrumental in the development of new analytical means that enabled us to characterize carbohydrate structure, to reveal new features of cell wall dynamics during cell growth, and to apply these techniques in other model organisms. The support by DOE in these basic studies was acknowledged on numerous occasions in review articles covering current knowledge of cell wall structure, architecture, dynamics, biosynthesis, and in all genes related to cell wall biogenesis.
