MicrobesOnline: an integrated portal for comparative and functional genomics
Since 2003, MicrobesOnline (http://www.microbesonline.org) has been providing a community resource for comparative and functional genome analysis. The portal includes over 1000 complete genomes of bacteria, archaea and fungi and thousands of expression microarrays from diverse organisms ranging from model organisms such as Escherichia coli and Saccharomyces cerevisiae to environmental microbes such as Desulfovibrio vulgaris and Shewanella oneidensis. To assist in annotating genes and in reconstructing their evolutionary history, MicrobesOnline includes a comparative genome browser based on phylogenetic trees for every gene family as well as a species tree. To identify co-regulated genes, MicrobesOnline can search for genes based on their expression profile, and provides tools for identifying regulatory motifs and seeing if they are conserved. MicrobesOnline also includes fast phylogenetic profile searches, comparative views of metabolic pathways, operon predictions, a workbench for sequence analysis and integration with RegTransBase and other microbial genome resources. The next update of MicrobesOnline will contain significant new functionality, including comparative analysis of metagenomic sequence data. NDA Batch 2002-13
QC sample results (daily background check drum and 100-gram SGS check drum) were within acceptance criteria established by WIPP's Quality Assurance Objectives for TRU Waste Characterization. Replicate runs were performed on drum LL85501243TRU. Replicate measurement results are identical at the 95% confidence level as established by WIPP criteria. HWM NCAR No. 02-1000168 issued on 17-Oct-2002 regarding a partially dislodged Cd sheet filter on the HPGe coaxial detector. This physical geometry occurred on 01-Oct-2002 and was not corrected until 10-Oct-2002, during which period is inclusive of the present batch run of drums. Per discussions among the Independent Technical Reviewer, Expert Reviewer and the Technical QA Supervisor, as well as in consultation with John Fleissner, Technical Point of Contact from Canberra, the analytical results are technically reliable. All QC standard runs during this period were in control. Data packet for SGS Batch 2002-13 generated using passive gamma-ray spectroscopy with the Pu Facility SGS unit is technically reasonable. All QC samples are in compliance with establiShed control limits. The batch data packet has been reviewed for correctness, completeness, consistency and compliance with WIPP's Quality Assurance Objectives and determined to be acceptable.

Nuclear Nonproliferation: National Nuclear Security Administration Has Improved the Security of Reactors in its Global Research Reactor Program, but Action Is Needed to Address Remaining Concerns
A letter report issued by the Government Accountability Office with an abstract that begins "Worldwide, about 165 research reactors use highly enriched uranium (HEU) fuel. Because HEU can also be used in nuclear weapons, the National Nuclear Security Administration (NNSA) established the Global Research Reactor Security (GRRS) program to make security upgrades at foreign research reactors whose security did not meet guidelines established by the International Atomic Energy Agency (IAEA). GAO was asked to assess (1) the status of NNSA's efforts to secure foreign research reactors, (2) the extent to which selected foreign research reactors with NNSA security upgrades meet IAEA's security guidelines, and (3) the extent to which NNSA coordinates the GRRS program with other countries and the IAEA. GAO reviewed NNSA and IAEA documents and visited five of the 22 research reactors in the GRRS program, which were selected on the basis of when upgrades had been completed and because the reactors still possess HEU."

Reserve Forces: Army Needs to Finalize an Implementation Plan and Funding Strategy for Sustaining an Operational Reserve Force
A letter report issued by the Government Accountability Office with an abstract that begins "Since September 11, 2001, the Army has heavily used its reserve components--the Army National Guard and Army Reserve--for ongoing operations even though they were envisioned and resourced to be strategic reserves. A congressional commission, the Department of Defense (DOD), and the Army have concluded the Army will need to continue to use its reserve components as an operational force. The transition will require changes to force structure as well as manning and equipping strategies that could cost billions of dollars. The 2009 Defense Authorization Act directed GAO to study this transition. This report provides additional information on (1) progress and challenges the Army faces, (2) to what extent the Army has estimated costs for the transition and included them in its projected spending plans, and (3) the effect of the operational role on the Guard's availability to state governors for domestic missions. GAO examined planning, policy, and budget documents, and relevant sections of Titles 10 and 32 of the U.S. Code; and met with DOD, Army, reserve component, and state officials."

Secure Border Initiative: Technology Deployment Delays Persist and the Impact of Border Fencing Has Not Been Assessed
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the implementation of the Department of Homeland Security's (DHS) Secure Border Initiative (SBI) program--a multiyear, multibillion dollar program aimed at securing U.S. borders and reducing illegal immigration. Securing the nation's borders from illegal entry of aliens and contraband, including terrorists and weapons of mass destruction, continues to be a major challenge. In November 2005, DHS announced the launch of SBI to help address this challenge. The U.S. Customs and Border Protection (CBP) supports this initiative by providing agents and officers to patrol the borders, secure the ports of entry, and enforce immigration laws. In addition, CBP's SBI program is responsible for developing a comprehensive border protection system using technology, known as SBInet, and tactical infrastructure--fencing, roads, and lighting--along the southwest border to deter smugglers and aliens attempting illegal entry. Since fiscal year 2005, SBI has received funding amounting to over $3.7 billion. Approximately $1.1 billion has been allocated to SBInet and $2.4 billion to tactical infrastructure. Committee hearings allow Senators an opportunity to gather information on, and draw attention to, legislation and issues within a committee’s purview, conduct oversight of programs or agencies, and investigate allegations of wrongdoing. This report contains a checklist that identifies many of the tasks that need to be performed by a full committee and, in most cases, subcommittees in advance of a hearing. U.S. Embargo on Cuba: Recent Regulatory Changes and Potential Presidential or Congressional Actions
Correspondence issued by the Government Accountability Office with an abstract that begins "Since the early 1960s, the United States has maintained an embargo on Cuba through various laws, regulations, and presidential proclamations regarding trade, travel, and financial transactions. A stated purpose of the embargo--the most comprehensive set of U.S. economic sanctions on any country--is to deny hard currency to the Cuban government. The embargo, which the President has broad authority to modify, is implemented primarily by the Department of the Treasury (Treasury) through regulation of financial transactions with Cuba and by the Department of Commerce (Commerce) through regulation of the export of commodities, software, and technology to Cuba. Modifications to the embargo by legislation and presidential policy directives in the 1990s and early 2000s alternately eased and tightened restrictions on travel, remittances, gifts, and exports to Cuba. In September 2009, responding to legislation passed in March and presidential policy directives issued in April, Treasury and Commerce published regulatory changes that further ease some embargo restrictions."

Low-Income and Minority Serving Institutions: Management Attention to Long-standing Concerns Needed to Improve Education's Oversight of Grant Programs
A letter report issued by the Government Accountability Office with an abstract that begins "Institutions that serve large proportions of low-income and minority students may receive funding under Titles III and V of the Higher Education Act. In fiscal year 2008, $667 million in grants were awarded to over 500 institutions. GAO was asked to determine (1) the characteristics of institutions eligible to receive grants under Titles III and V and characteristics of students served; (2) any challenges grantees face, and how they spent Title III and V funds to address these challenges; and (3) the extent to which the Department of Education (Education) monitors the financial and programmatic performance of grantees, and uses this information to target its technical assistance. To address these objectives, GAO analyzed data from a representative sample of grant applications and annual performance reports for the entire population of fiscal year 2006 grantees. GAO also interviewed officials from Education and 27 grantee institutions, and conducted financial site visits at other 7 grantee institutions."

Modeling Fast Ion Transport in TAE Avalanches in NSTX
Experiments on the National Spherical Torus Experiment [M. Ono, et al., Nucl. Fusion 40 (2000) 557 ] have found strong bursts of Toroidal Alfven Eigenmode (TAE) activity correlated with abrupt drops in the neutron rate. A fairly complete data set offers the opportunity to benchmark the NOVA [C. Z. Cheng, Phys. Reports 211, 1-51 (1992)] and ORBIT [R. B. White and M. S. Chance, Phys. Fluids 27, 2455 (1984)] codes in the low aspect ratio tokamak (ST) geometry. The internal structure of TAE were modeled with NOVA and good agreement is found with measurements made with an array of five fixed-frequency reflectometers. The fast-ion transport resulting from these bursts of multiple TAE were then modeled with the ORBIT code. The simulations are reasonably consistent with the observed drop in neutron rate. While these results represent our best attempts to find agreement, we believe that further refinements in both the simulation of the TAE structure and in the modeling of the fast ion transport are needed. Benchmarking stability codes against present experiments is an important step in developing the predictive capability needed to plan future experiments.

Pension Benefit Guaranty Corporation: More Strategic Approach Needed for Processing Complex Plans Prone to Delays and Overpayments
A letter report issued by the Government Accountability Office with an abstract that begins "As the insurer of over 29,000 private sector defined benefit plans, the Pension Benefit Guaranty Corporation (PBGC) may be required to assume responsibility for the plans of a growing number of companies filing bankruptcy due to the recession. Concerns about PBGC's benefit determination process, reductions in benefits due to guarantee limits, and workers' retirement security overall led the chairmen and ranking members of the Senate Health, Education, Labor, and Pensions Committee and the Senate Finance Committee, among others, to ask GAO to study: (1) how long it takes PBGC to make benefit determinations; (2) the extent of overpayments on retirees' benefits; (3) how well PBGC communicates with participants; and (4) the timeliness and accessibility of the appeals process. To conduct this study, GAO reviewed PBGC policies and procedures, analyzed automated data and case files, and interviewed PBGC officials and certain associations, participants, and their representatives from among those most affected by the process."
