Experimental Design for Evaluation of Co-extruded Refractory Metal/Nickel Base Superalloy Joints

Prior to the restructuring of the Prometheus Program, the NRPCT was tasked with delivering a nuclear space reactor. Potential NRPCT nuclear space reactor designs for the Prometheus Project required dissimilar materials to be in contact with each other while operating at extreme temperatures under irradiation. As a result of the high reactor core temperatures, refractory metals were the primary candidates for many of the reactor structural and cladding components. They included the tantalum-base alloys ASTAR-811C and Ta-10W, the niobium-base alloy FS-85, and the molybdenum base alloys Moly 41-47.5 Rhenium. The refractory metals were to be joined to candidate nickel base alloys such as Haynes 230, Alloy 617, or Nimonic PE 16 either within the core if the nickel-base alloys were ultimately selected to form the outer core barrel, or at a location exterior to the core if the nickel-base alloys were limited to components exterior to the core. To support the need for dissimilar metal joints in the Prometheus Project, a co-extrusion experiment was proposed. There are several potential methods for the formation of dissimilar metal joints, including explosive bonding, friction stir welding, plasma spray, inertia welding, HIP, and co-extrusion. A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) is responsible for regulating hazardous wastes (such as mercury) under the Resource Conservation and Recovery Act (RCRA). Under RCRA, mercury-containing hazardous waste must meet specific treatment standards before land disposal. But, certain difficult to manage waste due, in part, to its large particle size, can follow alternate "debris" standards that provide diverse treatment options. This report examines (1) the mechanisms that EPA uses to track the treatment and disposal of mercury-contaminated debris and the quantity of this waste, (2) the extent to which EPA, states, and industry share a common understanding of the types of mercury-containing wastes that can be treated and disposed of as debris, and (3) EPA and state controls that are in place to monitor compliance with EPA's treatment and disposal requirements for mercury-contaminated debris."

Investigation of Heat Transfer at the Mold/Metal Interface in Permanent Mold Casting of Light Alloys

Accurate modeling of the metal casting process prior to creating a mold design demands reliable knowledge of the interfacial heat transfer coefficient at the mold metal interface as a function of both time and location. The phenomena concerned with the gap forming between the mold and the solidifying metal are complex but need to be understood before any modeling is attempted. The presence of mold coatings further complicates the situation. A commercial casting was chosen and studied in a gravity permanent mold casting process. The metal/mold interfacial heat transfer coefficient (IHTC) was the focus of the research. A simple, direct method has been used to evaluate the IHTC. Both the simulation and experiments have shown that a reasonably good estimate of the heat transfer coefficient could be made in the case studied. It has been found that there is a good agreement between experiments and simulations in the temperature profiles during the solidification process, given that the primary mechanism of heat transfer across the gap in permanent mold casting of light alloys is by conduction across the gap. Maximizing Brightness in Photoinjectors

If the laser pulse driving photoinjectors could be arbitrarily shaped, the emittance growth induced by space charge effects could be totally compensated for. In particular, for RF guns the photo-electron distribution leaving the cathode should have a 3D-ellipsoidal shape. The emittance at the end of the injector could be as small as the cathode emittance. We explore how the emittance and the brightness can be optimized for photoinjector based on RF gun depending on the peak current requirements. Techniques available to produce those ideal laser pulse shapes are also discussed.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) established a voluntary outpatient prescription drug benefit, known as Medicare Part D. The Centers for Medicare & Medicaid Services (CMS) is responsible for implementing this benefit. This new drug coverage will be provided through competing private Part D plans sponsored by health care organizations, which may charge premiums, deductibles, or copayments for drugs. As a result of MMA, on January 1, 2006, drug coverage for dual-eligible beneficiaries will transition from Medicaid to Medicare Part D. This transition will occur for approximately 6 million full-benefit dual-eligible beneficiaries--Medicare beneficiaries who receive full Medicaid benefits for services not covered by Medicare. CMS is in the process of implementing this transition. During May and June 2005, CMS mailed notices to these beneficiaries informing them of the transition in coverage and that they will receive a subsidy to cover their entire deductible and help cover any prescription drug plan (PDP) premiums. During October and November 2005, CMS automatically assigned dual-eligible beneficiaries to PDPs and mailed notices to these beneficiaries informing them of the assignment and also that they may select a different …

Optical transitions and nature of Stokes shift in spherical CdSquantum dots

We study the structure of the energy spectra along with the character of the states participating in optical transitions in colloidal CdS quantum dots (QDs) using the ab initio accuracy charge patching method combined with the folded spectrum calculations of electronic structure of thousand-atom nanostructures. In particular, attention is paid to the nature of the large resonant Stokes shift observed in CdS quantum dots. We find that the top of the valence band state is bright, in contrast with the results of numerous k {center_dot} p calculations, and determine the limits of applicability of the k {center_dot} p approach. The calculated electron-hole exchange splitting suggests the spin-forbidden valence state may explain the nature of the ''dark exciton'' in CdS quantum dots.

Premixer Design for High Hydrogen Fuels

This 21-month project translated DLN technology to the unique properties of high hydrogen content IGCC fuels, and yielded designs in preparation for a future testing and validation phase. Fundamental flame characterization, mixing, and flame property measurement experiments were conducted to tailor computational design tools and criteria to create a framework for predicting nozzle operability (e.g., flame stabilization, emissions, resistance to flashback/flame-holding and auto-ignition). This framework was then used to establish, rank, and evaluate potential solutions to the operability challenges of IGCC combustion. The leading contenders were studied and developed with the most promising concepts evaluated via computational fluid dynamics (CFD) modeling and using the design rules generated by the fundamental experiments, as well as using GE's combustion design tools and practices. Finally, the project scoped the necessary steps required to carry the design through mechanical and durability review, testing, and validation, towards full demonstration of this revolutionary technology. This project was carried out in three linked tasks with the following results. (1) Develop conceptual designs of premixer and down-select the promising options. The Spectral Instruments (SI) PC104 systems associated with the SI-1000 CCD camera exhibited intermittent power problems during setup, test and operations which called for further evaluation and testing. The SI PC104 System is the interface between the SI-1000 CCD camera and its associated Diagnostic Controller (DC). As such, the SI PC104 must be a reliable, robust system capable of providing consistent performance in various configurations and operating conditions. This SI PC104 system consists of a stackable set of modules designed to meet the PC104+ Industry Standard. The SI PC104 System consists of a CPU module, SI Camera card, Media converter card, Video card and a I/O module. The root cause of power problems was identified as failing solder joints at the LEMO power connector attached to the SI Camera Card. The recommended solution was to provide power to the PC104 system via a PC104+ power supply module configured into the PC104 stack instead of thru the LEMO power connector. Test plans (2) were developed to test SI PC104 performance and identify any outstanding issues noted during extended operations. Test Plan 1 included performance and image acquisition tests. Sub Angstrom imaging of dislocation core structures: How well areexperiments comparable with theory?

During the past 50 years Transmission Electron Microscopy (TEM) has evolved from an imaging tool to a quantitative method that approaches the ultimate goal of understanding the atomic structure of materials atom by atom in three dimensions both experimentally and theoretically. Today's TEM abilities are tested in the special case of a Ga terminated 30 degree partial dislocation in GaAs:Be where it is shown that a combination of high-resolution phase contrast imaging, Scanning TEM, and local Electron Energy Loss Spectroscopy allows for a complete analysis of dislocation cores and associated stacking faults. We find that it is already possible to locate atom column positions with picometer precision in directly interpretable images of the projected crystal structure and that chemically different elements can already be identified together with their local electronic structure. In terms of theory, the experimental results can be quantitatively compared with ab initio electronic structure total energy calculations. By combining elasticity theory methods with atomic theory an equivalent crystal volume can be addressed. Therefore, it is already feasible to merge experiments and theory on a picometer length scale. This study identifies vital gas turbine (GT) parameters and quantifies their influence in meeting the DOE Turbine Program overall Integrated Gasification Combined Cycle (IGCC) plant goals of 50% net HHV efficiency, $1000/kW capital cost, and low emissions. The project analytically evaluates GE advanced F class air cooled technology level gas turbine conceptual cycle designs and determines their influence on IGCC plant level performance including impact of Carbon capture. This report summarizes the work accomplished in each of the following six Tasks. Task 1.0--Overall IGCC Plant Level Requirements Identification: Plant level requirements were identified, and compared with DOE's IGCC Goal of achieving 50% Net HHV Efficiency and $1000/KW by the Year 2008, through use of a Six Sigma Quality Functional Deployment (QFD) Tool. This analysis resulted in 7 GT System Level Parameters as the most significant. Task 2.0--Requirements Prioritization/Flow-Down to GT Subsystem Level: GT requirements were identified, analyzed and prioritized relative to achieving plant level goals, and compared with the flow down of power island goals through use of a Six Sigma QFD Tool.
