Probability Distribution for Flowing Interval Spacing

The purpose of this analysis is to develop a probability distribution for flowing interval spacing. A flowing interval is defined as a fractured zone that transmits flow in the Saturated Zone (SZ), as identified through borehole flow meter surveys (Figure 1). This analysis uses the term ''flowing interval spacing'' as opposed to fractured spacing, which is typically used in the literature. The term fracture spacing was not used in this analysis because the data used identify a zone (or a flowing interval) that contains fluid-conducting fractures but does not distinguish how many or which fractures comprise the flowing interval. The flowing interval spacing is measured between the midpoints of each flowing interval. Fracture spacing within the SZ is defined as the spacing between fractures, with no regard to which fractures are carrying flow. The Development Plan associated with this analysis is entitled, ''Probability Distribution for Flowing Interval Spacing'', (CRWMS M&O 2000a). Low Cost Multi-Layer Fabrication Method for Solid Oxide Fuel Cells (SOFC)

Under this program, Technology Management, Inc, is evaluating the economic advantages of a multi-pass printing process on the costs of fabricating planar solid oxide fuel cell stacks. The technique, still unproven technically, uses a ''green-field'' or build-up approach. Other more mature processes were considered to obtain some baseline assumptions. Based on this analysis, TMI has shown that multi-pass printing can offer substantial economic advantages over many existing fabrication processes and can reduce costs. By impacting overall production costs, the time is compressed to penetrate early low volume niche markets and more mature high-volume market applications.

The Cleaning of Aluminum Frame Assembly Units

The Brulin immersion and the precision cleaning experiments have shown that neither the Brulin solution nor the precision cleaning in AstroPak causes the smut formation on aluminum surfaces. The acid-bath cleaning in GTC is the primary source of the smut formation. The current GTC acid formulation etches the aluminum matrix quite aggressively, but does not appear to appreciably attack the Si particles. Therefore, this acid-bath cleaning will leave the cast-aluminum part surfaces with many protruded Si particles, which could potentially cause smut problems in the cleaning process down-stream. To ensure the removal of all loose Si particles from the cast-aluminum parts, it is necessary to physically hand-wipe and vigorously wash the acid-bath cleaned surfaces. Furthermore, the casting porosity in alloy A356 could be another source in causing high swipe readings in the FAU parts.

Correspondence issued by the General Accounting Office with an abstract that begins "The District of Columbia Appropriations Act of 2001 provided $250,000 for a contract to study and develop a plan to simplify the compensation systems, schedules, and work rules for DC government employees. The act placed several conditions on the appropriation, one of which was that GAO review the proposed solicitation for the contract to ensure that it adequately addressed all of the elements stipulated in the act. Government officials initially told GAO that they planned to apply the $250,000 payment to existing contracts that were being used in the District's independent effort to reform its classification and compensation systems--and therefore would not carry out the conditions that Congress had set for receipt of the funds. More recently, however, the officials said that they no longer plan to use the funds because doing so would delay the District's reform effort."

Testimony issued by the General Accounting Office with an abstract that begins "The District of Columbia has taken various steps to implement a performance management process, and Congress has continued to provide oversight to strengthen the District's ability to efficiently and effectively deliver results to its taxpayers. This testimony discusses GAO's (1) ongoing review of the District's fiscal year 2000 performance report; (2) report issued in April 2001 on the implementation of the District's new financial management system; and (3) report being issued in May 2001 on the District's decision not to use money that Congress provided to help simplify the District's compensation systems, schedules, and work rules. GAO found that although the fiscal year 2000 report more fully met statutory requirements than did the 1999 report, performance planning, measurement and reporting is still a work in progress in the District. The District continues to face significant challenges in its efforts to put in place a financial management framework that ensures timely and reliable data on the cost of the District's operations. Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the Department of Agriculture's (USDA) farm loan programs, which are run by the Farm Service Agency (FSA). GAO (1) provides an overview of the financial condition of FSA's farm loan portfolio as of September 30, 2000 and (2) explains its decision to remove the farm programs from its high-risk list. GAO found that FSA had more than $16.6 billion in outstanding farm loans as of September 30, 2000; direct loans accounted for slightly more than half of this amount and guaranteed loans for slightly less than half. Of the $16.6 billion, about $2.1 billion was owed by borrowers who were delinquent on repaying their FSA loans. Most (87 percent) of the $2.1 billion was owed on direct farm loans. Although the total amount due on the problem loans remains high, this financial position reflects improvement in FSA's direct loan portfolio in recent years as well as a continuation of a relatively healthy guaranteed loan portfolio. X-ray and vibrational spectroscopy of manganese complexes relevant to the oxygen-evolving complex of photosynthesis

Manganese model complexes, relevant to the oxygen-evolving complex (OEC) in photosynthesis, were studied with Mn K-edge X-ray absorption near-edge spectroscopy (XANES), Mn Kb X-ray emission spectroscopy (XES), and vibrational spectroscopy. A more detailed understanding was obtained of the influence of nuclearity, overall structure, oxidation state, and ligand environment of the Mn atoms on the spectra from these methods. This refined understanding is necessary for improving the interpretation of spectra of the OEC. Mn XANES and Kb XES were used to study a di-(mu)-oxo and a mono-(mu)-oxo di-nuclear Mn compound in the (III,III), (III,IV), and (IV,IV) oxidation states. XANES spectra show energy shifts of 0.8 - 2.2 eV for 1-electron oxidation-state changes and 0.4 - 1.8 eV for ligand-environment changes. The shifts observed for Mn XES spectra were approximately 0.21 eV for oxidation state-changes and only approximately 0.04 eV for ligand-environment changes. This indicates that Mn Kb XES i s more sensitive to the oxidation state and less sensitive to the ligand environment of the Mn atoms than XANES. These complimentary methods provide information about the oxidation state and the ligand environment of Mn atoms in model compounds and biological systems.
