A Users manual for the nonlinear kinematic hardening model for cyclic loading

This report describes the implementation of the Chaboche type Nonlinear Kinematic Hardening Model developed for the PNGV SPP (Partnership for the Next Generation Vehicle, Spring-back Predictability Project). The material model includes a nonlinear kinematic and isotropic hardening law, transverse anisotropy, strain range memorization for cyclic hardening/softening and viscoplasticity. This report is a companion to the report: ''A Return Mapping Algorithm for Cyclic Viscoplastic Constitutive Models'' which concentrates on the theoretical aspects of the model. This report summarizes the necessary parameters for the model, briefly discusses their interpretation and shows some numerical simulations. The report also specifies the data structure requirements for linking the material model software by explicitly referencing the source code delivered to the SPP collaborators.

NIF Large Optics Metrology Software: Description and Algorithms

Several software packages have been developed for use by NIF large optics vendors during production of NIF optics. These packages allow specific comparison of the interferometer measurements done on optics against the wavefront requirements for those optics, as given on relevant drawings. This document outlines the various packages, and their specific applications, and describes in some detail the calculational algorithms used. It is intended as the primary reference document for the codes (aside from the source codes themselves). In order to ensure good laser beam quality, NIF requires that all large optics be measured with an interferometer to monitor how that optic will affect beam wavefront quality and focusability. Various specifications for transmitted wavefront (TWF) and reflected wavefront (RWF) for the full-aperture parts, and for various sub-apertures, are given on the large optics drawings. For reference, a summary of the various specifications for the NIF large optics is given in Figure 1. Each large optic in production will be measured against some of these specifications. Other specifications will be monitored in a 'process validation' fashion by measuring a representative sample of parts to assure the process is yielding parts which pass specification. This is the manual for a collection of programs that can be used to invert angled-averaged (i.e. one dimensional) two-particle correlation functions. This package consists of several programs that generate kernel matrices (basically the relative wavefunction of the pair, squared), programs that generate test correlation functions from test sources of various types and the program that actually inverts the data using the kernel matrix.

JV Task 108 - Circulating Fluidized-Bed Combustion and Combustion Testing of Turkish Tufanbeyli Coal

Two combustion tests were performed at the Energy & Environmental Research Center (EERC) using Tufanbeyli coal from Turkey. The tests were performed in a circulating fluidized-bed combustor (CFBC) and a pulverized coal-fired furnace, referred to as the combustion test facility (CTF). One of the goals of the project was to determine the type of furnace best suited to this coal. The coal is high in moisture, ash, and sulfur and has a low heating value. Both the moisture and the sulfur proved problematic for the CTF tests. The fuel had to be dried to less than 37% moisture before it could be pulverized and further dried to about 25% moisture to allow more uniform feeding into the combustor. During some tests, water was injected into the furnace to simulate the level of flue gas moisture had the fuel been fed without drying. A spray dryer was used downstream of the baghouse to remove sufficient sulfur to meet the EERC emission standards permitted by the North Dakota Department of Health. This funding was support for student and postdoctoral attendance at the Annual Recomb Conference from 2001 to 2005. The RECOMB Conference series was founded in 1997 to provide a scientific forum for theoretical advances in computational biology and their applications in molecular biology and medicine. The conference series aims at attracting research contributions in all areas of computational molecular biology. Typical, but not exclusive, the topics of interest are: Genomics, Molecular sequence analysis, Recognition of genes and regulatory elements, Molecular evolution, Protein structure, Structural genomics, Gene Expression, Gene Networks, Drug Design, Combinatorial libraries, Computational proteomics, and Structural and functional genomics. The origins of the conference came from the mathematical and computational side of the field, and there remains to be a certain focus on computational advances. However, the effective use of computational techniques to biological innovation is also an important aspect of the conference. The conference had a growing number of attendees, topping 300 in recent years and often exceeding 500. The conference program includes between 30 and 40 contributed papers, that are selected by a international program committee with around 30 experts during a rigorous review process rivaling the editorial procedure for top-rate scientific journals. Small Angle X-Ray Scattering Detector

A detector for time-resolved small-angle x-ray scattering includes a nearly constant diameter, evacuated linear tube having an end plate detector with a first fluorescent screen and concentric rings of first fiber optic bundles for low angle scattering detection and an annular detector having a second fluorescent screen and second fiber optic bundles concentrically disposed about the tube for higher angle scattering detection. With the scattering source, i.e., the specimen under investigation, located outside of the evacuated tube on the tube's longitudinal axis, scattered x-rays are detected by the fiber optic bundles, to each of which is coupled a respective photodetector, to provide a measurement resolution, i.e., dq/q, where q is the momentum transferred from an incident x-ray to an x-ray scattering specimen, of 2% over two (2) orders of magnitude in reciprocal space, i.e., qmax/qmin approx=lO0.

The objectives of this project are to develop and evaluate nuclear power plant designs and layout concepts to maximize the benefits of compact modular Generation IV reactor concepts including factory fabrication and packaging for optimal transportation and siting. This report covers the ninth quarter of the project. The three reactor concept teams have completed initial plant concept development, evaluation and layout. A significant design effort has proceeded with substantial change and evolution from original ideas. The concepts have been reviewed by the industry participants and improvements have been implemented. The third phase, industrial engineering simulation of reactor fabrication has begun.

Correspondence issued by the General Accounting Office with an abstract that begins "GAO addressed the Air Force's plan to replace a portion of its KC-135 aerial refueling tanker fleet with leased Boeing 767 aircraft. Although the Air Force has a long term requirement to replace its aging fleet of KC-135 tankers, the urgency of the need in the short term is unclear. The Air Force stated that the leasing arrangement would allow it to acquire new tankers three years earlier than through its most recent procurement plan. This would allow the Air Force to retire old, less capable KC-135s, thus saving maintenance costs on those aircraft. Because the Air Force is still negotiating the lease details, it could not provide information on the cost effectiveness of leasing aircraft instead of purchasing them. Although GAO has not taken a position on the overall policy of leasing versus purchasing defense equipment, it found that, from a cost standpoint, leasing is more expensive in the long run. Because the 767 aircraft is larger than the KC-135, there will be some infrastructure improvement costs, such as for building or modifying hangars, taxiways, and runway aprons. To mitigate the threat from these weapons, the Department of Defense (DOD) initiated the Mine Resistant Ambush Protected (MRAP) vehicle program, which uses a tailored acquisition approach to rapidly acquire and field the vehicles. In May 2007, the Secretary of Defense affirmed MRAP as DOD's single most important acquisition program. To date, more than $22 billion has been appropriated to acquire more than 15,000 MRAP vehicles, and about 6,600 of the vehicles have been fielded. In view of the importance of this program and the significant cost involved, Congress asked us to (1) describe DOD's approach for and progress in implementing its strategy for rapidly acquiring and fielding MRAP vehicles, and (2) identify the challenges remaining for the program."

Card, Jr. sent a memorandum to the heads of all executive agencies on January 20, 2001, directing them to (1) not send proposed or final regulations to the Office of the Federal Register, (2) withdraw regulations that had been sent to the Office but not yet published in the Federal Register, and (3) postpone for 60 days the effective date of regulations that had been published in the Federal Register but had not yet taken effect. GAO found that federal agencies delayed the effective dates for 90 of the 371 final rules that were subject to the memorandum. The effective dates for the remaining 281 rules were either not delayed or GAO could find no indication in the Federal Register of a delay."

GAO developed its long-term model in response to a bipartisan request from Members of Congress who were concerned about the long-term effects of fiscal policy. In 1992 GAO said: "The federal budget is structurally unbalanced. This will do increasing damage to the economy and is unsustainable in the long term. Regardless of the approach chosen, prompt and meaningful action is essential. The longer it is delayed, the more painful it will be." These words are as relevant today as when GAO first published them. GAO updates its simulations three times a year as new estimates become available from the Congressional Budget Office's (CBO) Budget and Economic Outlook (January), Social Security and Medicare Trustees Reports (early spring), and CBO's Budget and Economic Outlook: An Update (late summer)."

Correspondence issued by the Government Accountability Office with an abstract that begins "In February 2006, we reported on significant internal control deficiencies related to contractor payments and property accountability associated with the development of the Federal Bureau of Investigation's (FBI) Trilogy information technology (IT) modernization project. In that audit, we found FBI's invoice review and approval process did not provide an adequate basis to verify that goods and services billed were actually received and that amounts billed were appropriate. We also found that FBI relied extensively on Trilogy contractors to purchase and account for Trilogy equipment without controls or data to verify the accuracy and completeness of the contractor records. Additionally, once FBI took possession of the Trilogy equipment, it did not have adequate controls to safeguard those assets. FBI is now acquiring and deploying a new automated case management system, known as Sentinel, to replace the case management system that was to be delivered as part of the Trilogy project. A statement of record issued by the General Accounting Office with an abstract that begins "This testimony discusses the preliminary results of GAO's ongoing review of the National Flood Insurance Program (NFIP), which is run by the Federal Emergency Management Administration's (FEMA) Federal Insurance Administration (FIA) and Mitigation Directorate, a major component of the federal government's efforts to provide flood assistance. This program creates standards to minimize flood losses. GAO found that FEMA has several performance goals to improve program results, including increasing the number of insurance policies in force. Although these goals provide valuable insight into the degree to which the program has reduced flood losses, they do not assess the degree to which the most vulnerable residents--those living in flood-prone areas--participate in the program. Capturing data on the number of uninsured and insured structures in flood-prone areas can provide FEMA with another indication of how well the program is penetrating those areas with the highest flood risks, whether the financial consequences of floods in these areas are increasing or decreasing, and where marketing efforts can better be targeted. Department of Defense (DOD) training ranges and operating areas are required to be managed and operated to support their long-term viability and utility to meet the national defense mission. The use of military training ranges enhances training by providing realistic, hands-on experience. Sustainable training range management focuses on the practices that allow the military to manage its ranges in a way that ensures their usefulness well into the future. Because the military faces obstacles in acquiring new training lands, the preservation and sustainable management of its current lands must be priorities. New advances in technology, coupled with a shift in force posture, mean that DOD needs to continually update and maintain its training ranges. Military training ranges vary in size from a few acres--for small arms training--to over a million acres for large maneuver exercises and weapons testing, and include broad open ocean areas for offshore training and testing. However, these parties sometimes no longer exist, leaving the problem for others, typically the federal government, to address. Furthermore, many sites' cleanup remedies leave some waste in place, relying on institutional controls--legal or administrative restrictions on land or water use--to limit the public's exposure. GAO was asked to summarize the findings of its August 2005 report, Environmental Liabilities: EPA Should Do More to Ensure that Liable Parties Meet Their Cleanup Obligations (GAO-05-658) and its January 2005 report, Hazardous Waste Sites: Improved Effectiveness of Controls at Sites Could Better Protect the Public (GAO-05-163). Correspondence issued by the Government Accountability Office with an abstract that begins "The Missouri River reservoir system is a critical national resource that provides a variety of benefits, including navigation, flood control, irrigation, hydropower, municipal and industrial water supply, recreation, and fish and wildlife habitat. The U.S. Army Corps of Engineers (Corps) is responsible for operating the Missouri River system to serve these congressionally authorized purposes. Between 1933 and 1964, the Corps built six dams on the Missouri River to serve the water resource needs within the Missouri River basin. The resulting reservoirs form a series of lakes from Montana to the South Dakota-Nebraska border. The Corps manages the system of dams and reservoirs according to the water control plan presented in its Missouri River Mainstem Reservoir System Master Water Control Manual, which was first published in 1960 and most recently revised in 2006. The master manual provides water control criteria for the reservoir system for a spectrum of anticipated runoff conditions. Annual operating plans based on these criteria provide detailed reservoir regulation for each operating year.
