Dairy Policy Issues

Many dairy farmer groups are concerned that imports of milk protein concentrates (MPCs) are displacing domestic dairy ingredients and thus depressing farm milk prices. S.560 and H.R. 1160 would impose tariff rate quotas on certain MPCs, and S. 40 would prohibit the use of dry MPC in domestic cheese production. Dairy processor groups are opposed to these bills. A dairy producer group challenged the Customs Service classification of MPCs, but Customs ruled that current classifications are correct.

This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2). This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Table 3 shows real growth or decline in national defense funding for FY1940-FY2009. Table 4 gives a more detailed picture of both regular and supplemental defense appropriations from the 103rd Congress to the present (FY1993-FY2005). Table 5 shows the President’s DOD appropriations budget requests for FY1950-FY2005 vs. final amount enacted.

The future of the U.S. human space flight program is dominating debate about NASA. Pursuant to the "Vision for Space Exploration" announced by President Bush in January 2004, the shuttle program is to be terminated in 2010. The Vision directs NASA to focus its activities on returning humans to the Moon by 2020 and eventually sending them to Mars. How to manage Department of Defense (DOD) space programs to avoid the cost growth and schedule delays that have characterized several recent projects is a key issue facing DOD. The appropriate role of the government in facilitating commercial space businesses is an ongoing debate.

Libya: Background and U.S. Relations

On May 15, 2006, the Bush Administration announced its intention to restore full diplomatic relations with Libya and to rescind Libya's listing as a state sponsor of terrorism and a country not fully cooperating with U.S. counterterrorism efforts. The announcements mark the culmination of a period of improvement and rapprochement in U.S.-Libyan relations that begin in December 2003. Observers expect that these changes will usher in a new era in the U.S.-Libyan relationship, which has been strained and hostile for much of the last 35 years. This report provides background information on Libya and U.S.-Libyan relations; profile Libyan leader Muammar Al Qadhafi; discusses Libya's political and economic reform efforts; and reviews current issues of potential congressional interest.

Radioactive Tank Waste from the Past Production of Nuclear Weapons: Background and Issues for Congress

How to safely dispose of wastes from producing nuclear weapons has been an ongoing issue. The most radioactive portion of these wastes is stored in underground tanks at Department of Energy (DOE) sites in Idaho, South Carolina, and Washington State. There have been concerns about soil and groundwater contamination from some of the tanks that have leaked. This report provides background information on the disposal of radioactive tank waste, analyzes waste disposal authority in P.L. 108-375, and examines potential implications for environmental cleanup.

Iran's Influence in Iraq

Iran's influence over the post-Saddam government in Iraq is substantial because the predominant parties in that government have long enjoyed Tehran's sponsorship. An emerging concern is that Iran's influence has extended to support for militant groups in Iraq. U.S. officials say that sophisticated explosive devices are entering Iraq from Iran, suggesting that Iran, or factions within Iran, are backing Iraqi factions that use violence to oppose the U.S. presence in Iraq.

United States v. Santos: "Proceeds" in Federal Criminal Money Laundering Statute, 18 U.S.C. Section 1956, Means "Profits," Not "Gross Receipts"

On June 2, 2008, the U.S. Supreme Court, in United States v. Santos (No. 96-1005), vacated convictions of the operator of an illegal lottery and one of his runners who had been charged with conducting financial transactions involving the "proceeds" of an illegal lottery and one of his runners who had been charged with conducting financial transactions involving the "proceeds" of an illegal gaming business. The ruling is that "proceeds," as used in this money laundering statute, means "profits" rather than "gross receipts" of the underlying unlawful activity. This report analyzes this decision, the factors contributing to the decision, the principles upon which the decision was based, and the possible future effects of the ruling.
