Naming Post Offices Through Legislation

This report describes how the practice of naming post offices through public law originated and how it is commonly done today. House and Senate practices for approving legislation and procedures followed by the U.S. Postal Service in organizing a dedication ceremony, are also described. An increasingly common form of legislation is the naming of post offices for former Members of Congress or other figures of local or national renown. About one in six public laws passed by the 108th Congress was a post office naming bill approved under suspension of the rules. Unanimity of a state's congressional delegation is required for the movement of naming bills to the floor of the House or Senate. The costs of dedicating a post office in the name of an individual are modest, and this action results in no change in public identification of the facility by its geographic location.

NAFTA at Ten: Lessons from Recent Studies

This report provides an analytical summary of the economic lessons reached in support of Congress's role in the trade policy process. On January 1, 2004, the North American Free Trade Agreement (NAFTA) completed its tenth year and most of its provisions are now implemented. NAFTA is a free trade agreement (FTA) that effectively added Mexico to the U.S.-Canada FTA completed in 1989. Its anniversary has sparked numerous evaluations, which are particularly relevant as the United States pursues free trade agreements with multiple Latin American countries. Most studies found that NAFTA's effects on the U.S. and Mexican economies to be modest at most.

Transcript of the tenth public hearing held by the National Commission on Terrorist Attacks upon the United States held April 13-14, 2004 in Washington, D.C. The two-day hearing examined the performance of law enforcement and the Intelligence Community prior to September 11 and evaluated post-9/11 reforms in these areas. The Commission heard from current and former top-level officials from our nation's law enforcement and intelligence communities. Attorney General John Ashcroft, Director of Central Intelligence George J. Tenet, and FBI Director Robert S. Mueller III testified before the Commission, as well as former Attorney General Janet Reno, former FBI Director Louis J. Freeh, and former Acting FBI Director Thomas J. Pickard. In addition to witness testimony, four staff statements were delivered during the course of the proceedings.

The purpose of this project is to gain a better understanding of the stratigraphy and geologic structure of the Building 812 Area, Site 300 (Figure 1). This analysis is designed to help better delineate hydrostratigraphic units (HSUs) in order to enhance the understanding of the fate and transport of contaminants in the subsurface. The results of this investigation will assist Lawrence Livermore National Laboratory (LLNL) hydrogeologists to conduct work in a more focused and cost effective manner.
