Agroterrorism: Threats and Preparedness

Although U.S. intelligence agencies have not identified any terrorist acts targeting agricultural production (i.e., agroterrorism) in the United States to date, the events of September 11, 2001 have awakened the nation to their possibility. Some experts estimate that a single agroterrorist attack using a highly contagious livestock disease could cost between $10 billion and $30 billion to the U.S. economy. This report addresses the use of biological weapons against agriculture, rather than the threat of terrorists using agricultural inputs for other purposes. It also focuses more on agricultural production than food processing and distribution.

Some argue that this reorganization of border inspections has been long needed and is resulting in a more streamlined and efficient set of procedures at the border with a clear, single, chain of command. Others warn that the different types of inspections are quite complex in their own right and that the reorganization is exacerbating the conflicting priorities at the border, ultimately resulting in many more people and goods being sent to secondary inspections. Emergency Communications: The Emergency Alert System (EAS) and All-Hazard Warnings

The Emergency Alert System (EAS) is one of several federally managed warning systems. The Federal Emergency Management Agency (FEMA) jointly administers EAS with the Federal Communications Commission (FCC), in cooperation with the National Weather Service (NWS), an organization within the National Oceanic and Atmospheric Administration (NOAA). The NOAA/NWS weather radio system has been upgraded to an all-hazard warning capability. This report summarizes the technology and administration of EAS and the NOAA/NWS all-hazard network, and some of the key proposals for change.

Aviation Security-Related Findings and Recommendations of the 9/11 Commission

In response to the 9/11 Commission’s aviation security-related recommendations, two bills — H.R. 5121 and H.R. 10 — introduced in the House contain several provisions to enhance aviation security. Additionally, floor amendments to S. 2845, the National Intelligence Reform Act of 2004, contain numerous aviation security provisions, many of which address 9/11 Commission recommendations related to aviation safety. S. 2845 was passed (96-2) by the Senate on October 6, 2004. The House passed H.R. 10 on October 8 by a vote of 282-134. A conference has been requested to resolve numerous differences between H.R. 10 and S. 2845.

Farm Commodity Programs: Direct Payments, Counter-Cyclical Payments, and Marketing Loans

This report discusses federal law that has authorized farm income and commodity price support programs for over 70 years.The 2002 farm bill (P.L. 107-171) authorizes the current programs for the 2002-2007 crop years. The payment framework combines direct payments of the 1996 farm bill (P.L. 104-127) with counter-cyclical payments of prior laws. Subsidies continue for wheat, feed grains, upland cotton, and rice, and soybeans and peanuts are added to the list of major crops. Dry peas, lentils, and chickpeas were added to the loan program, and wool, mohair, and honey were reinstated. This report covers grains, cotton, oilseeds, and peanuts. These commodities have similar rules, and generally account for about two-thirds of CCC outlays.
