Level Densities and Radiative Strength Functions in 170,171Yb

Level densities and radiative strength functions in {sup 171}Yb and{sup 170}Yb nuclei have been measured with the {sup 171}Yb({sup 3}He, {sup 3}He{prime}{gamma}){sup 171}Yb and {sup 171}Yb({sup 3}He,{alpha}{gamma}){sup 170}Yb reactions. A simultaneous determination of the nuclear level density and the radiative strength function was made. The present data adds to and is consistent with previous results for several other rare earth nuclei. The method will be briefly reviewed and the result from the analysis will be presented. The radiative strength function for {sup 171}Yb is compared to previously published work.

Science Based Stockpile Stewardship and RIA

One aspect of Science Based Stockpile Stewardship (SBSS) is to improve the quality of neutron cross section data for certain isotopes. The isotopes of interest are used to monitor neutron and charged particle fluxes in environments of brief, intense neutron fluxes. The accuracy of flux determination is dependent on the accuracy of cross section data for the stable isotopes loaded into the system and the unstable isotopes produced when the neutrons are incident on the monitor. For isotopes with a half-life greater than one day it is possible, given the production rates of RIA, to make radioactive targets for neutron irradiation. This would require the ability to harvest isotopes at RIA, an onsite radiochemistry facility for processing the harvested material into a target, and an onsite neutron source facility. The radiochemistry facility will need to handle activity levels on the order of 100's of Curie's while the neutron source facility will need to provide high intensity ''monoenergetic'' neutrons from 10's keV to 20 MeV. For isotopes with a half-life much less than one day, only indirect methods can be used to get information on the neutron cross sections because of the lack of a target. The objective is to have these products produced by technologies capable of using synthesis gas derived from coal and/or other carbonaceous feedstocks. The objectives of Phase I were to determine the feasibility and define the concept for the EECP located at a specific site; develop a Research, Development, and Testing (RD&T) Plan for implementation in Phase II; and prepare a Preliminary Project Financing Plan. The objective of Phase II is to implement the work as outlined in the Phase I RD&T Plan to enhance the development and commercial acceptance of coproduction technology that produces high-value products, particularly those that are critical to our domestic fuel and power requirements. On April 10, 2003, the House passed comprehensive energy legislation, H.R. 6 (247- 175). The bill was a composite of four measures – H.R. 39, reported from the House Committee on Resources, H.R. 238, marked up by the House Science Committee, H.R. 1531, reported from Ways and Means, and an unnumbered bill reported out of the Energy and Commerce Committee. Unlike comprehensive energy legislation (H.R. 4) debated in the 107th Congress, H.R. 6 includes a section on electricity which has stirred some controversy. H.R. 6 would provide authorization for exploration and development of the Arctic National Wildlife Refuge (ANWR).

The Effects of Radiation Induced Carbon Contamination on the Performance of an EUV Lithographic Optic

Carbon deposition in EUVL is known to occur when optical surfaces in a hydrocarbon environment are exposed to EUV light. Carbon contamination on EUV optical elements affects both the absorption and phase of the reflected light. Because the carbon deposition alters the phase structure of the reflected EUV light it effectively alters the figure of these optics and, thus, the aberrations as well. Absorption by deposited carbon not only reduces throughput but also leads to apodisation of the pupil, which in turn affects imaging performance.

Using 3D Computer Modeling, Borehole Geophysics, and High Capacity Pumps to Restore Production to Marginal Wells in the East Texas Field

Methods for extending the productive life of marginal wells in the East Texas Field were investigated using advanced computer imaging technology, geophysical tools, and selective perforation of existing wells. Funding was provided by the Department of Energy, TENECO Energy and Schlumberger Wireline and Testing. Drillers' logs for more than 100 wells in proximity to the project lease were acquired, converted to digital format using a numerical scheme, and the data were used to create a 3 Dimensional geological image of the project site. Using the descriptive drillers' logs in numerical format yielded useful cross sections identifying the Woodbine Austin Chalk contact and continuity of sand zones between wells. The geological data provided information about reservoir continuity, but not the amount of remaining oil, this was obtained using selective modern logs. Schlumberger logged the wells through 2 3/8 inch tubing with a new slimhole Reservoir Saturation Tool (RST) which can measure the oil and water content of the existing porosity, using neutron scattering and a gamma ray spectrometer (GST). The tool provided direct measurements of elemental content yielding interpretations of porosity, lithology, and oil and water content, confirming that significant oil saturation still exists, up to 50% in the upper Woodbine …

Practical superconductor development for electrical power applications: annual report for FY 2002.

Most large-scale applications of high-critical-temperature superconductors will require conductors that can carry large currents in the presence of applied magnetic fields. This report describes progress at Argonne National Laboratory (ANL) in the research and development of practical superconducting components and devices using the Y-Ba-Cu-O and Bi-Pb-Sr-Ca-Cu-O systems. Results are presented in the areas of fabrication of second- and first-generation composite conductors, characterization of their structures and superconducting properties, investigation of grain-boundary current transport and factors that influence it, testing and modeling of the components of a superconducting fault current limiter, and the measurement and modeling of a superconductor's response to a transient such as that in a fault current limiter after a fault.

The LBNL/NERSC Visportal effort explores ways to deliver advanced Remote/Distributed Visualization (RDV) capabilities through a Grid-enabled web-portal interface. The effort focuses on latency tolerant distributed visualization algorithms, GUI designs that are more appropriate for the capabilities of web interfaces, and refactoring parallel-distributed applications to work in a N-tiered component deployment strategy. Most importantly, our aim is to leverage commercially-supported technology as much as possible in order to create a deployable, supportable, and hence viable platform for delivering grid-based visualization services to collaboratory users.

A Value-Added Tax Contrasted with a National Sales Tax

Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. Avalue-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy implications associated with these differences.

Area Monitoring Dosimeter Program for the Pacific Northwest National Laboratory: Results for CY 2002

Pacific Northwest National Laboratory (PNNL) established an area monitoring dosimeter program in accordance with Article 514 of the Department of Energy (DOE) Radiological Control Manual (RCM) in January 1993. This program is to minimize the number of areas requiring issuance of personnel dosimeters and to demonstrate that doses outside Radiological Buffer Areas are negligible. In accordance with 10 CFR Part 835.402 (a)(1)-(4) and Article 511.1 of the PNNL Radiological Control Program Description, personnel dosimetry shall be provided to (1) radiological workers who are likely to receive at least 100 mrem annually, and (2) declared pregnant workers, minors, and members of the public who are likely to receive at least 50 mrem annually. Program results for calendar years 1993-2002 confirm that personnel dosimetry is not needed for individuals located in areas monitored by the program.

The technologies of fabrication of thin film phosphors based on gallium nitride using rf-magnetron sputtering are developed and structural properties of films are studied. Luminescence and electron spin resonance (ESR) spectra of GaN and GaN-Mn thin films have been studied. The correlation between cathodoluminescence intensity and conductivity of GaN films has been found. The nature of emission centers in GaN and GaN-Mn thin films is discussed as well as mechanism of luminescence in these films is proposed.

Wettable Ceramic-Based Drained Cathode Technology for Aluminum Electrolysis

The goal of the project was to develop the ceramic based materials, technology, and necessary engineering packages to retrofit existing aluminum reduction cells in order to reduce energy consumption required for making primary aluminum. The ceramic materials would be used in a drained cathode configuration which would provide a stable, molten aluminum wetted cathode surface, allowing the reduction of the anode-cathode distance, thereby reducing the energy consumption. This multi-tasked project was divided into three major tasks: (1) Manufacturing and laboratory scale testing/evaluation of the ceramic materials, (2) Pilot scale testing of qualified compositions from the first task, and (3) Designing, retrofitting, and testing the ceramic materials in industrial cells at Kaiser Mead plant in Spokane, Washington. Specific description of these major tasks can be found in Appendix A - Project Scope. Due to the power situation in the northwest, the Mead facility was closed, thus preventing the industrial cell testing.
