On macromolecular refinement at subatomic resolution withinteratomic scatterers

A study of the accurate electron density distribution in molecular crystals at subatomic resolution, better than {approx} 1.0 {angstrom}, requires more detailed models than those based on independent spherical atoms. A tool conventionally used in small-molecule crystallography is the multipolar model. Even at upper resolution limits of 0.8-1.0 {angstrom}, the number of experimental data is insufficient for the full multipolar model refinement. As an alternative, a simpler model composed of conventional independent spherical atoms augmented by additional scatterers to model bonding effects has been proposed. Refinement of these mixed models for several benchmark datasets gave results comparable in quality with results of multipolar refinement and superior of those for conventional models. Applications to several datasets of both small- and macro-molecules are shown. These refinements were performed using the general-purpose macromolecular refinement module phenix.refine of the PHENIX package.

Structure and spectroscopy of transcurium nuclei.

The stability of the superheavy elements depends on the shell corrections which are governed by the single-particle spectra. Ideally one would like to experimentally determine the single-particle levels in the superheavy nuclei but the production of only a few atoms of these nuclides precludes such measurements. One therefore has to identify single-particle levels in the heaviest nuclei which are available in at least nanoCurie amounts. They have studied the structure of such heavy nuclei in the Z=98 region and identified many single-particle states. In particular, they have studied the structure of {sup 251}Cf and {sup 249}Bk by measuring the radiations emitted in the {alpha} decay of {sup 255}Fm and {sup 253}Es. These single-particle spectra can be used to test theoretical models for superheavy elements.

A Search for the Rare Decay B0 to tau+tau- atBaBar

We present the results of a search for the decay B{sup 0} {yields} {tau}{sup +}{tau}{sup -} in a data sample of (232 {+-} 3) x 10{sup 6} {Upsilon}(4S) {yields} B{bar B} decays using the BABAR detector. Certain extensions of the Standard Model predict measurable levels of this otherwise rare decay. We reconstruct fully one neutral B meson and seek evidence for the signal decay in the rest of the event. We find no evidence for signal events and obtain {Beta}(B{sup 0} {yields} {tau}{sup +}{tau}{sup -}) < 3.2 x 10{sup -3} at the 90% confidence level.

The FLUKA Code: an Overview

FLUKA is a multipurpose Monte Carlo code which can transport a variety of particles over a wide energy range in complex geometries. The code is a joint project of INFN and CERN: part of its development is also supported by the University of Houston and NASA. FLUKA is successfully applied in several fields, including but not only, particle physics, cosmic ray physics, dosimetry, radioprotection, hadron therapy, space radiation, accelerator design and neutronics. The code is the standard tool used at CERN for dosimetry, radioprotection and beam-machine interaction studies. Here we give a glimpse into the code physics models with a particular emphasis to the hadronic and nuclear sector.

The Role of Demand Response in Default Service Pricing

Dynamic retail pricing, especially real-time pricing (RTP), has been widely heralded as a panacea for providing much-needed demand response in electricity markets. However, in designing default service for competitive retail markets, demand response has been an afterthought, and in some cases not given any weight at all. But that may be changing, as states that initiated customer choice in the past 5-7 years reach an important juncture in retail market design. Most states with retail choice established an initial transitional period during which utilities were required to offer a default or standard offer generation service, often at a capped or otherwise administratively-determined rate. Many retail choice states have reached the end of their transitional period, and several have adopted or are actively considering an RTP-type default service for large commercial and industrial (C&I) customers. In most cases, the primary reason for adopting RTP as the default service has been to advance policy objectives related to the development of competitive retail markets. However, if attention is paid in its design and implementation, default RTP service can also provide a solid foundation for developing price responsive demand, creating an important link between wholesale and retail market transactions. Process Development for CIGS Based Thin Film Photovoltaics Modules, Phase II Technical Report

As a technology partner with NREL, Global Solar Energy (GSE) has initiated an extensive and systematic plan to accelerate the commercialization of thin-film photovoltaics (PV) based on copper indium gallium diselenide (CIGS). The distinguishing feature of the GSE manufacturing process is the exclusive use of lightweight, flexible substrates. GSE has developed the technology to fabricate CIGS photovoltaics on both stainless-steel and polymer substrates. CIGS deposited on flexible substrates can be fabricated into either flexible or rigid modules. Low-cost, rigid PV panels for remote power, bulk/utility, telecommunication, and rooftop applications have been produced by affixing the flexible substrate to an inexpensive rigid panel by lamination or adhesive. Stainless-steel-based PV modules are fabricated by a novel interconnect method that avoids the use of wires or foils and soldered connections. In the case of polymer-based PV modules, the continuous roll is not sectioned into individual panels until the module buss and power leads are attached. Roll-to-roll vacuum deposition has several advantages that translate directly to reduced capital costs, greater productivity, improved yield, greater reliability, lower maintenance, and a larger volume of PV material. In combination with roll-to-roll processing, GSE has developed evaporation deposition operations that enable low-cost and high-efficiency CIGS modules. The CIGS …

The Endangered Species Act (ESA) in the 109th Congress: Conflicting Values and Difficult Choices

The 109th Congress is considering proposals to amend the Endangered Species Act (ESA; P.L. 93-205, 16 U.S.C. §§1531-1543). Major issues in recent years have included changing the role of science in decision-making, modifying critical habitat (CH) procedures, incorporating further protection and incentives for property owners, and increasing protection of listed species, among others. In addition, many have advocated enacting as law some ESA regulations promulgated during the Clinton Administration. This report identifies other bills that have been introduced in the 109th Congress to address specific concerns related to how the ESA is implemented and how endangered species are managed.

Reducing the Consequences of a Nuclear Detonation.

The 2002 National Strategy to Combat Weapons of Mass Destruction states that 'the United States must be prepared to respond to the use of WMD against our citizens, our military forces, and those of friends and allies'. Scenario No.1 of the 15 Department of Homeland Security national planning scenarios is an improvised nuclear detonation in the national capitol region. An effective response involves managing large-scale incident response, mass casualty, mass evacuation, and mass decontamination issues. Preparedness planning activities based on this scenario provided difficult challenges in time critical decision making and managing a large number of casualties within the hazard area. Perhaps even more challenging is the need to coordinate a large scale response across multiple jurisdictions and effectively responding with limited infrastructure and resources. Federal response planning continues to make improvements in coordination and recommending protective actions, but much work remains. The most critical life-saving activity depends on actions taken in the first few minutes and hours of an event. The most effective way to reduce the enormous national and international social and economic disruptions from a domestic nuclear explosion is through planning and rapid action, from the individual to the federal response. Temperature Effects on the Mechanical Properties of Candidate SNS Target Container Materials after Proton and Neutron Irradiation

This report presents the tensile properties of EC316LN austenitic stainless steel and 9Cr-2WVTa ferritic/martensitic steel after 800 MeV proton and spallation neutron irradiation to doses in the range 0.54 to 2.53 dpa. Irradiation temperatures were in the range 30 to 100 C. Tensile testing was performed at room temperature (20 C) and 164 C to study the effects of test temperature on the tensile properties. Test materials displayed significant radiation-induced hardening and loss of ductility due to irradiation. The EC316LN stainless steel maintained notable strain-hardening capability after irradiation, while the 9Cr-2WVTa ferritic/martensitic steel posted negative strain hardening. In the EC316LN stainless steel, increasing the test temperature from 20 C to 164 C decreased the strength by 13 to 18% and the ductility by 8 to 36%. The tensile data for the EC316LN stainless steel irradiated in spallation conditions were in line with the values in a database for 316 stainless steels for doses up to 1 dpa irradiated in fission reactors at temperatures below 200 C. However, extra strengthening induced by helium and hydrogen contents is evident in some specimens irradiated to above about 1 dpa. The effect of test temperature for the 9Cr-2WVTa ferritic/martensitic steel was less significant than …
