This report shows in tabular form how much the Administration requested and how much Congress appropriated during the past 11 years for U.S. payments to the multilateral development banks (MDBs). It also provides a brief description of the MDBs and the ways they fund their operations. It will be updated periodically. Three companion reports provide further information on the MDBs. Kuwait, which has been pivotal to nearly two decades of U.S. involvement in Iraq, has advanced its democratic development since the fall of Saddam Hussein. However, it remains mired in internal wrangling over economic issues and the political dominance of the ruling family, and it is showing signs of Sunni-Shiite tensions previously absent. This report, prepared with the assistance of Kim Klarman, will be updated.

Many Members of Congress charge that China's policy of accumulating foreign reserves (especially U.S. dollars) to influence the value of its currency constitutes a form of currency manipulation intended to make its exports cheaper and imports into China more expensive than they would be under free market conditions. Although China made modest reforms to its currency policy in 2005, Members contend the forms have not gone far enough and have warned of potential legislative action. This report summarizes the main findings CRS Report RL32165, China's Currency: Economic Issues and Options for U.S. Trade Policy.

Construction of the New Embassy Compound (NEC) in Baghdad is completed and, as of early August 2008, about 50% of post staff have moved in. Construction problems and additional requirements, including adding space at the embassy compound for General Patraeus and his staff, as requested in a mid-2007 report by State's then- Director of Management and Planning, delayed the opening by a year and raised the cost from the original $592 million estimate to about $736 million. The Department of State has a goal of having all U.S. government personnel moved in by the end of 2008.

The Navy for several years has carried out a variety of activities related to what the Administration refers to as the Global War on Terrorism (GWOT). The Navy states that as of February 2008, more than 11,300 Navy sailors (including Individual Augmentees) were ashore supporting ground forces in the U.S. Central Command region (including Iraq and Afghanistan). The Navy's role in the GWOT raises several potential oversight issues for Congress.

Varying media estimates of military forces in Iraq have raised concerns about the actual number of troops deployed in Operation Iraqi Freedom (OIF). Last year, a major announcement on a surge in troop deployments to Iraq by President Bush included a planned gradual increase of more than 20,000 U.S. troops on the ground in Baghdad and Anbar province over several months. Since the "new strategy for Iraq" speech by the President in January 2007, troop deployments gradually increased during the months of February through October 2007 but decreased beginning in November 2007. This report provides solely Department of Defense (DOD) statistical information on U.S. forces serving in Iraq. It also provides brief official information on the military units schedule for the next rotation of duty into Iraq.

Concerns about potential disruptions in U.S. trade flows due to a global health or security crisis are not new. The possibility of an avian flu pandemic with consequences for global trade is a concern that has received attention recently, although some experts believe there is little cause for alarm. This report considers possible trade disruptions, including possible impacts on trade between the United States and countries and regions that have reported avian influenza infections.

The International Monetary Fund (IMF) and World Trade Organization (WTO) approach the issue of "currency manipulation" differently. The IMF Articles of Agreement prohibit countries from manipulating their currency for the purpose of gaining unfair trade advantage, but the IMF cannot force a country to change its exchange rate policies. The WTO has rules against subsidies, but these are very narrow and specific and do not seem to encompass currency manipulation. Several options might be considered for addressing this matter in the future, if policymakers deem this a wise course of action.

China is a major source of U.S. imports of consumer products (such as toys) and an increasingly important supplier of various food products. Reports of unsafe seafood, pet food, toys, tires, and other products imported from China over the past year or so have raised concern in the United States over the health, safety, and quality of imported Chinese products. This report provides an overview of this issue and implications for U.S.-China trade relations.

This report discusses labor-management relations at the Federal Aviation Administration (FAA) and the 2006 implementation of a new labor contract on air traffic controllers. The FAA's ability to implement the new contract with its controllers was arguably supported by a mediation procedure prescribed by federal law. This report provides background information on the mediation procedure, discusses litigation involving the FAA and two labor organizations, and examines legislative attempts to amend the existing system.

Bisphenol A (BPA) is used to produce certain types of plastic. Containers made of these plastics may expose people to small amounts of BPA in food and water. Some animal experiments have found that fetal and infant development may be harmed by small amounts of BPA, but scientists disagree about the value of the animal studies for predicting harmful effects in people. This report discusses this issue and relevant legislation, as well as inquiries into studies currently underway to determine the true harm inherent in BPA and the degree to which people are regularly exposed to BPA.

This report details the funds Congress appropriated from FY2001 through FY2008 to the U.S. Agency for International Development (USAID) for global health programs. The report includes which key programs said appropriations supported and also discusses the role of other U.S. agencies and departments in this context, including the President's Emergency Plan for AIDS Relief (PEPFAR).

As financial conditions have deteriorated over the past year, the Federal Reserve (FeD) has greatly increased its lending to financial firms. It has also expanded the scope of eligible borrowers to include non-bank financial firms. Some have asked why these loans have not restored financial stability, and if the purchase of up to $700 billion of distressed assets through the recently enacted Troubled Asset Relief Program (TARP) might lead to a different result. Financial assistance to financial firms entails considerable risks to taxpayers. This report analyzes the risks and possible benefits of federally-assisted loans to banks and financial firms, especially in light of the financial crisis that came to a head in September 2008.

U.S. aid to the Palestinians has fluctuated considerably over the past three years, largely due to Hamas's changing role within the Palestinian Authority (PA). Since Hamas's forcible takeover of the Gaza Strip in June 2007, the U.S. has dramatically boosted aid levels to bolster the PA and President Mahmoud Abbas vis-à-vis Hamas. Because of congressional concerns that, among other things, U.S. funds might be diverted to Palestinian terrorist groups, much of this assistance is subject to legislative restrictions. Experts advise that PA stability hinges on, now more than ever, improved security, economic development, Israeli cooperation, and the continuation of high levels of foreign assistance.

Many observers trace the root cause of recent instability in financial markets to uncertainty surrounding the value of widely held securities that are based on mortgages and mortgage-related assets. The introduction of the Emergency Economic Stabilization Act of 2008 (EESA) was designed to address said financial instability through a variety of measures, including an insurance program for "troubled assets." This report briefly summarizes and analyzes the insurance program contained in the enacted version of the EESA.

The Supplemental Security Income (SSI) program, Title XVI of the Social Security Act, was enacted in 1972 and implemented in 1974 to assure a minimum cash income to all aged, blind, or disabled persons. SSI is provided to eligible aged or disabled individuals or couples who have limited income and resources.

The Pension Benefit Guaranty Corporation is a federal corporation established under Title IV of the Employee Retirement Income Security Act of 1974. It insures private pension beneficiaries against the complete loss of accrued benefits if their defined benefit pension plan is terminated without adequate funding. It receives no appropriations from general revenue. Its operations are financed by insurance premiums set by Congress and paid by sponsors of defined benefit plans, investment income from the assets in its trust fund, and recoveries from the companies formerly responsible for the trusted plans.

This report discusses the energy policy that has been a recurring issue for Congress since the first major crisis in the 1970s. The report offers a general view of energy consumption trends, Table 1 shows consumption by economic sector — residential, commercial, transportation, and industry — from 1950 to the present.

The report documents recent changes in wetland acres. The U.S. Fish and Wildlife Service released its most recent periodic survey of changes in wetland acreage nationwide in March 2006. Covering 1998 to 2004, it concluded that during this time period there was a small net gain in overall wetland acres for the first time that this survey has been conducted. Others caution, however, that much of this gain was in ponds, rather than natural wetlands.
