Farm Labor Shortages and Immigration Policy
This report first explains why the nexus between farm labor shortages and immigration policy has again arisen. It next examines the composition of the seasonal agricultural labor force and presents the arguments of grower and farmworker advocates concerning its adequacy relative to employer demand. The report closes with an analysis of the trends in (un)employment, time worked and wages of legal and illegal farmworkers to determine if they are consistent with the existence of a nationwide shortage of domestically available farmworkers.

Elementary and Secondary Education: Accountability and Flexibility in Federal Aid Proposals
The 107th Congress is considering proposals to amend the Elementary and Secondary Education Act (ESEA). Much of the debate over these proposals has been focused on issues related to state and local accountability for, and flexibility in the use of, federal aid funds. Current federal elementary and secondary education assistance programs have a broad range of accountability requirements, including: targeting of resources on specific “high need” pupil groups, localities, or schools; limitations on the authorized uses of funds; fiscal accountability requirements, such as maintenance of effort; procedural requirements, such as parental participation or equitable treatment of pupils attending non-public schools; staff qualifications; reporting; outcome; and evaluation requirements.

The Role of Risk Analysis and Risk Management in Environmental Protection
The recent change in the leadership in the Senate affects the prospects in the 107th Congress for comprehensive legislation that would mandate increased use of risk analysis by the U.S. Environmental Protection Agency (EPA). Although the key Senate proposal for such risk legislation in the 106th Congress had bipartisan sponsorship, it was opposed by many Democrats, including party leadership. No comprehensive risk legislation has been proposed in the 107th Congress, although "unbiased" risk analysis would be required by H.R. 324, a bill to amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (i.e., Superfund).

Consumer Bankruptcy and Household Debt
Financial distress is most common among lower-income families, but its incidence has grown in all income brackets. This trend suggests that explanations for the rise in consumer bankruptcy filings are more likely to be found in micro-analysis of individuals and groups of debtors than in macroeconomic indicators. This report presents statistics on bankruptcy filings, household debt, and households in financial distress.

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues
Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.

China/Taiwan: Evolution of the "One China" Policy -- Key Statements from Washington, Beijing, and Taipei
Despite apparently consistent statements in over three decades, the "one China" policy concerning Taiwan remains somewhat ambiguous and subject to different interpretations. Questions have arisen about the policy itself and about the policy in relation to U.S. interests regarding peace and stability. This report discusses U.S. policy on the "one China" policy in regards to three major issues: sovereignty, use of force, and cross-strait dialogue. Since the mid-1990s, U.S. interests in preventing conflict across the Taiwan Strait have been challenged by China's military modernization and Taiwanese moves toward independence that have been perceived in Beijing as provocative. This report describes these issues in detail, including relevant legislation.

Iran's Nuclear Program: Recent Developments
International Atomic Energy Agency (IAEA) inspections since 2003 have revealed almost two decades' worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. The Security Council called upon Iran to take steps requested of it by the IAEA Board in February -- reinstate its suspension of enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran has continued enrichment activities and failed to meet the Security Council's request.
