2 MW upgrade of the Fermilab Main Injector

In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. An intensity upgrade to Fermilab's 120-GeV Main Injector (MI) represents an attractive concept for such a facility, which would leverage existing beam lines and experimental areas and would greatly enhance physics opportunities at Fermilab and in the U.S. With a Proton Driver replacing the present Booster, the beam intensity of the MI is expected to be increased by a factor of five. Accompanied by a shorter cycle, the beam power would reach 2 MW. This would make the MI a more powerful machine than the SNS or the J-PARC. Moreover, the high beam energy (120 GeV) and tunable energy range (8-120 GeV) would make it a unique high power proton facility. The upgrade study has been completed and published. This paper gives a summary report.

An 8-GeV Synchrotron-Based Proton Driver

In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. Such a facility is a possible candidate for a construction project in the U.S. starting in the middle of this decade. The key technical element is a new machine, dubbed the ''Proton Driver,'' as a replacement of the present Booster. The study of an 8-GeV synchrotron-based proton driver has been completed and published. This paper will give a summary report, including machine layout and performance, optics, beam dynamics issues, technical systems design, civil construction, cost estimate and schedule.

A 14.6 Arcsecond Quasar Lens Split by a Massive Dark Matter Halo

Gravitational lensing is a powerful tool to study the distribution of dark matter in the universe. The cold dark matter model of structure formation predicts the existence of quasars gravitationally lensed by concentrations of dark matter so massive that the quasar images would be split by over 7 inches. However, numerous searches for large-separation lensed quasars have been unsuccessful; all of the roughly 70 lensed quasars known to date, such as Q0957+561, have smaller splittings, and can be explained in terms of galaxy scale concentrations of baryonic matter that have undergone dissipative collapse. Here they report the discovery of the first large-separation lensed quasar, SDSS J1004+4112, with a maximum separation of 14.62 inches; at this separation, the lensing object must be dominated by dark matter. While gravitationally lensed galaxies of even large separation are known, large-separation quasars are more useful cosmological probes because of the simplicity of the resulting lens systems. The discovery in their current quasar sample is fully consistent with the theoretical expectations based on the cold dark matter model.

911 Call Center Legislation: S. 1250 and H.R. 2898

This article discusses the 2003 Congress bipartisan E911 (Enhanced 911) legislation introduced in both chambers. Moreover, the article describes the difference in parallel provisions each bill contains that have significant implications for emergency communication policy. The article defines Enhanced 911 as the capability of identifying the phone number and location of a call to a PSAP (Public Safety Answering Points). This report characterizes the cost to PSAPs of upgrading systems and supporting expanded operations as an obstacle to this legislation.

1500 MHZ Passive SRF Cavity for Bunch Lengthening in the NSLS-II Storage Ring

NSLS-II is a new ultra-bright 3 GeV 3rd generation synchrotron radiation light source. The performance goals require operation with a beam current of 500mA and a bunch current of at least 0.5mA. Ion clearing gaps are required to suppress ion effects on the beam. The natural bunch length of 3mm is planned to be lengthened by means of a third harmonic cavity in order to increase the Touschek limited lifetime. After an extensive investigation of different cavity geometries, a passive, superconducting two-cell cavity has been selected for prototyping. The cavity is HOM damped with ferrite absorbers on the beam pipes. The two-cell cavity simplifies the tuner design, compared to having two independent cells. Tradeoffs between the damping of the higher order modes, thermal isolation associated with the large beam tubes, and overall cavity length are described. A copper prototype has been constructed, and measurements of fundamental and higher order modes will be compared to calculated values.

2000 Census: Better Productivity Data Needed for Future Planning and Budgeting

A letter report issued by the General Accounting Office with an abstract that begins "Nonresponse follow-up was the most expensive and labor-intensive of all Census 2000 operations. The Census Bureau spent $1.2 billion and used more than 500,000 enumerators to obtain census information from 42 million nonresponding households in less than 10 weeks. Because of this colossal workload, even small variations in productivity had significant cost implications. Workload and enumerator productivity have historically been two of the largest drivers of census costs, and the Bureau developed its budget model for the 2000 Census using key assumptions about these two variables. Nationally, enumerators completed their nonresponse follow-up workload at a rate of 1.04 housing units per hour--slightly exceeding the Bureau's expected rate of 1.03 housing units per hour. Productivity varied for the four primary types of local census offices, ranging from 0.90 housing units per hour in inner-city and urban areas to 1.10 cases per hour in rural areas. In refining the data, the Bureau corrected what it considered to be the most significant discrepancy--a misclassification of some employees' time charges that overstated the number of hours worked by nonresponse follow-up enumerators and understated enumerator production rates."
