Characterization of 618-11 solid waste burial ground, disposed waste, and description of the waste generating facilities

The 618-11 (Wye or 318-11) burial ground received transuranic (TRTJ) and mixed fission solid waste from March 9, 1962, through October 2, 1962. It was then closed for 11 months so additional burial facilities could be added. The burial ground was reopened on September 16, 1963, and continued operating until it was closed permanently on December 31, 1967. The burial ground received wastes from all of the 300 Area radioactive material handling facilities. The purpose of this document is to characterize the 618-11 solid waste burial ground by describing the site, burial practices, the disposed wastes, and the waste generating facilities. This document provides information showing that kilogram quantities of plutonium were disposed to the drum storage units and caissons, making them transuranic (TRU). Also, kilogram quantities of plutonium and other TRU wastes were disposed to the three trenches, which were previously thought to contain non-TRU wastes. The site burial facilities (trenches, caissons, and drum storage units) should be classified as TRU and the site plutonium inventory maintained at five kilograms. Progress update on the US photovoltaic manufacturing technology project

The Photovoltaic Manufacturing Technology (PVMaT) project is helping the U.S. photovoltaic (PV) industry extend its world leadership role in manufacturing and stimulate the commercial development of PV modules and systems. Initiated in 1990, PVMaT is being carried out in several directed and staggered phases to support industry`s continued progress. Thirteen subcontracts awarded in FY 1996 under Phase 4A emphasize improvement and cost reduction in the manufacture of full-system PV products. Areas of work in Phase 4A included, but were not limited to, issues such as improving module-manufacturing processes; system and system-component packaging, integration, manufacturing, and assembly; product manufacturing flexibility; and balance-of-system development with the goal of product manufacturing improvements. These Phase 4A, product-driven manufacturing research and development (R&D) activities are now completing their second phase. Progress under these Phase 4A and remaining Phase 2B subcontracts from the earlier PVMaT solicitation are summarized in this paper. Evaluations of the success of this project have been carried out in FY 1995 and late FY 1996. This paper examines the 1997 cost/capacity data that have been collected from active PVMaT manufacturers.

Business and Labor Spending in U.S. Elections

Federal election law has long prohibited corporate and union spending in federal elections, but distinctions in statutes and judicial rulings have opened avenues by which these groups have been able to spend money in the electoral process. Business groups make particular use of political action committee (PAC) donations to candidates and soft money donations to parties. Unions made prominent use of issue advocacy in 1996, but labor’s political strength lies in exempt activity communications with members. This report explains these tools and their use in today’s elections.

Field Quality Analysis as a Tool to Monitor Magnet Production

Field harmonics offer a powerful tool to examine the mechanical structure of accelerator magnets. A large deviation from the nominal values suggests a mechanical defect. Magnets with such defects are likely to have a poor quench performance. Similarly, a trend suggests a wear in tooling or a gradual change in the magnet assem-bly or in the size of a component. This paper presents the use of the field quality as a tool to monitor the magnet production of the Relativistic Heavy Ion Collider (RHIC). Several examples are briefly described. Field quality analysis can also rule out a suspected geometric error if it can not be supported by the symmetry and the magnitude of the measured harmonics.

This Operating Test Report (OTR) documents the performance results of the Operating Test Procedure HNF-SD-W417-OTP-001 that provides steps to test the waste transfer system installed in the 221-T Canyon under project W-417. Recent modifications have been performed on the T Plant Rail Car Waste Transfer System. This Operating Test Procedure (OTP) will document the satisfactory operation of the 221-T Rail Car Waste Transfer System modified by project W-417. Project W-417 installed a pump in Tank 5-7 to replace the steam jets used for transferring liquid waste. This testing is required to verify that operational requirements of the modified transfer system have been met. Figure 2 and 3 shows the new and existing system to be tested. The scope of this testing includes the submersible air driven pump operation in Tank 5-7, liquid waste transfer operation from Tank 5-7 to rail car (HO-IOH-3663 or HO-IOH-3664), associated line flushing, and the operation of the flow meter. This testing is designed to demonstrate the satisfactory operation-of the transfer line at normal operating conditions and proper functioning of instruments. Chemical species of plutonium in Hanford radioactive tank waste

Large quantities of radioactive wastes have been generated at the Hanford Site over its operating life. The wastes with the highest activities are stored underground in 177 large (mostly one million gallon volume) concrete tanks with steel liners. The wastes contain processing chemicals, cladding chemicals, fission products, and actinides that were neutralized to a basic pH before addition to the tanks to prevent corrosion of the steel liners. Because the mission of the Hanford Site was to provide plutonium for defense purposes, the amount of plutonium lost to the wastes was relatively small. The best estimate of the amount of plutonium lost to all the waste tanks is about 500 kg. Given uncertainties in the measurements, some estimates are as high as 1,000 kg (Roetman et al. 1994). The wastes generally consist of (1) a sludge layer generated by precipitation of dissolved metals from aqueous wastes solutions during neutralization with sodium hydroxide, (2) a salt cake layer formed by crystallization of salts after evaporation of the supernate solution, and (3) an aqueous supernate solution that exists as a separate layer or as liquid contained in cavities between sludge or salt cake particles. Criticality safety evaluation report for FFTF 42% fuel assemblies

An FFTF tritium/isotope production mission will require a new fuel supply. The reference design core will use a mixed oxide fuel nominally enriched to 40 wt% Pu. This enrichment is significantly higher than that of the standard Driver Fuel Assemblies used in past operations. Consequently, criticality safety for handling and storage of this fuel must be addressed. The purpose of this document is to begin the process by determining the minimum critical number for these new fuel assemblies in water, sodium and air. This analysis is preliminary and further work can be done to refine the results reported here. Analysis was initially done using 45 wt 5 PuO. Additionally, a preliminary assessment is done concerning storage of these fuel assemblies in Interim Decay Storage (IDS), Fuel Storage Facility (FSF), and Core Component Containers/Interim Storage Casks (CCC/ISC).

This document is the final laboratory report for Tank 241-AP-105. Push mode core segments were removed from Risers 24 and 28 between July 2, 1997, and July 14, 1997. Segments were received and extruded at 222-S Laboratory. Analyses were performed in accordance with Tank 241-AP-105 Push Mode Core Sampling and Analysis Plan (TSAP) (Hu, 1997) and Tank Safety Screening Data Quality Objective (DQO) (Dukelow, et al., 1995). None of the subsamples submitted for total alpha activity (AT), differential scanning calorimetry (DSC) analysis, or total organic carbon (TOC) analysis exceeded the notification limits as stated in TSAP and DQO. The statistical results of the 95% confidence interval on the mean calculations are provided by the Tank Waste Remediation Systems Technical Basis Group, and are not considered in this report. Appearance and Sample Handling Two cores, each consisting of four segments, were expected from Tank 241-AP-105. Three cores were sampled, and complete cores were not obtained. TSAP states core samples should be transported to the laboratory within three calendar days from the time each segment is removed from the tank. This requirement was not met for all cores. Much more is needed to define such a strategy, including identification of complementary deployment policies and analysis to support the seeping and prioritization of R&D programs. A national strategy must be based upon governmental, industrial, and academic partnerships.

The Deflection of Charged Particles in an Electric Dodecapole Field

The properties of an ion-optical device consisting of twelve long parallel rods placed equidistantly on a circle are briefly reviewed. The use of this device in its dodecapole configuration to deflect ions in a plane perpendicular to the axis of the dodecapole is discussed. Results of trajectory computations made with the SIMION ion-optics computer program demonstrate that the device works remarkably well in separating the constituents of a multiply-charged ion beam. The use of this device to merge an ion beam with an optical beam is proposed.

There were two major components in the Jet Propulsion Laboratory (JPL) Summer Teacher Enhancement Project (STEP). The second component consists of follow-up activities related to the summer institute's contents, and again is structured as a University credit-bearing course for participants to reinforce their summer training. Status of Oregon's Bull Trout. (open access)

Status of Oregon's Bull Trout.

Limited historical references indicate that bull trout Salvelinus confluentus in Oregon were once widely spread throughout at least 12 basins in the Klamath River and Columbia River systems. No bull trout have been observed in Oregon's coastal systems. A total of 69 bull trout populations in 12 basins are currently identified in Oregon. A comparison of the 1991 bull trout status (Ratliff and Howell 1992) to the revised 1996 status found that 7 populations were newly discovered and 1 population showed a positive or upgraded status while 22 populations showed a negative or downgraded status. The general downgrading of 32% of Oregon's bull trout populations appears largely due to increased survey efforts and increased survey accuracy rather than reduced numbers or distribution. However, three populations in the upper Klamath Basin, two in the Walla Walla Basin, and one in the Willamette Basin showed decreases in estimated population abundance or distribution.

The atmospheric neutrino flavor ratio in Soudan 2.

We have measured the flavor ratio of ratios (R) in atmospheric neutrino interactions using a 1.52 kton-year exposure of Soudan 2. We find R = 0.67 {+-} 0.15{sub {minus}0.06}{sup +0.04}. This value is about 2{sigma} from the expected value of 1.0 and is consistent with the anomalous ratios measured by the Kamiokande and IMB experiments. We note that since our acceptance matrix is different from those of the water Cherenkov experiments we would not expect to measure the same value of R, unless R=1.

Scalable libraries for solving systems of nonlinear equations and unconstrained minimization problems.

Developing portable and scalable software for the solution of large-scale optimization problems presents many challenges that traditional libraries do not adequately meet. Using object-oriented design in conjunction with other innovative techniques, they address these issues within the SNES (Scalable Nonlinear Equation Solvers) and SUMS (Scalable Unconstrained Minimization Solvers) packages, which are part of the multilevel PETSCs (Portable, Extensible Tools for Scientific computation) library. This paper focuses on the authors design philosophy and its benefits in providing a uniform and versatile framework for developing optimization software and solving large-scale nonlinear problems. They also consider a three-dimensional anisotropic Ginzburg-Landau model as a representative application that exploits the packages' flexible interface with user-specified data structures and customized routines for function evaluation and preconditioning.
