Project Hanford management contract quality assurance program implementation plan for nuclear facilities

During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities. Hanford K Basins spent nuclear fuels project update

Twenty one hundred metric tons of spent nuclear fuel are stored in two concrete pools on the Hanford Site, known as the K Basins, near the Columbia River. The deteriorating conditions of the fuel and the basins provide engineering and management challenges to assure safe current and future storage. DE and S Hanford, Inc., part of the Fluor Daniel Hanford, Inc. lead team on the Project Hanford Management Contract, is constructing facilities and systems to move the fuel from current wet pool storage to a dry interim storage facility away from the Columbia River, and to treat and dispose of K Basins sludge, debris and water. The process starts in the K Basins where fuel elements will be removed from existing canisters, washed, and separated from sludge and scrap fuel pieces. Fuel elements will be placed in baskets and loaded into Multi-Canister Overpacks (MCOs) and into transportation casks. The MCO and cask will be transported into the Cold Vacuum Drying Facility, where free water within the MCO will be removed under vacuum at slightly elevated temperatures. Quarterly environmental radiological survey summary third quarter 1997 100, 200, 300, and 600 Areas

Routine radiological surveys are part of near-facility environmental monitoring which monitors and helps direct the reduction of the radiological areas at the Hanford Site. The routine radiological surveys are performed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group as directed by Environmental Monitoring and Investigations. The surveys included in this program consist of inactive waste sites; outdoor radiological control areas; tank farm perimeters and associated diversion boxes, lift stations, and vent stations; perimeters of active or uncovered waste sites such as burial grounds, retention basins, ponds, process trenches, and ditches; underground pipelines; and road and rail surfaces. This report provides a summary of the radiological surveys performed during the Third Quarter of 1997. The status of corrective actions required from current and past reports are also discussed. A waste site survey schedule, WHC-SP-0098-8, was developed by Environmental Monitoring and Investigations and reviewed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group. Environmental Monitoring and Investigations reviews the radiological survey reports and files a copy for historical purposes and reference. Radiological conditions are tracked and trends noted.
