Facility stabilization project, fiscal year 1998 -- Multi-year workplan (MYWP) for WBS 1.4

The primary Facility Stabilization mission is to provide minimum safe surveillance and maintenance of facilities and deactivate facilities on the Hanford Site, to reduce risks to workers, the public and environment, transition the facilities to a low cost, long term surveillance and maintenance state, and to provide safe and secure storage of special nuclear materials, nuclear materials, and nuclear fuel. Facility Stabilization will protect the health and safety of the public and workers, protect the environment and provide beneficial use of the facilities and other resources. Work will be in accordance with the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement), local, national, international and other agreements, and in compliance with all applicable Federal, state, and local laws. The stakeholders will be active participants in the decision processes including establishing priorities, and in developing a consistent set of rules, regulations, and laws. Evaluation of copper for divider subassembly in MCO Mark IA and Mark IV scrap fuel baskets

The K Basin Spent Nuclear Fuel (SNF) Project Multi-Canister Overpack (MCO) subprojection eludes the design and fabrication of a canister that will be used to confine, contain, and maintain fuel in a critically safe array to enable its removal from the K Basins, vacuum drying, transport, staging, hot conditioning, and interim storage (Goldinann 1997). Each MCO consists of a shell, shield plug, fuel baskets (Mark IA or Mark IV), and other incidental equipment. The Mark IA intact and scrap fuel baskets are a safety class item for criticality control and components necessary for criticality control will be constructed from 304L stainless steel. It is proposed that a copper divider subassembly be used in both Mark IA and Mark IV scrap baskets to increase the safety basis margin during cold vacuum drying. The use of copper would increase the heat conducted away from hot areas in the baskets out to the wall of the MCO by both radiative and conductive heat transfer means. Thus copper subassembly will likely be a safety significant component of the scrap fuel baskets. This report examines the structural, cost and corrosion consequences associated with using a copper subassembly in the stainless steel MCO scrap fuel baskets.

Hanford strong motion accelerometer network: A summary of the first year of operation

The Hanford Seismic Monitoring Network consists of two designs of equipment and sites: seismometer sites and strong motion accelerometer (SMA) sites. Seismometer sites are designed to locate earthquakes on and near the Hanford Site and determine their magnitude and hypocenter location. The US Department of Energy (DOE) Order 5480.28, Natural Phenomena Hazards (DOE 1993) requires that facilities or sites that have structures or components in Performance Category 2 with hazardous material, and all Performance Category 3 and 4 facilities shall have instrumentation or other means to detect and record the occurrence and severity of seismic events. In order to comply with DOE Order 5480.28, the Hanford Seismic Monitoring Network seismometer sites needed to be complemented with strong motion accelerometers to record the ground motion at specific sites. The combined seismometer sites and strong motion accelerometer sites provide the Hanford Site with earthquake information to comply with DOE Order 5480.28. The data from these instruments will be used by the PHMC staff to assess the damage to facilities following a significant earthquake.

On September 9, 1992, the US Environmental Protection Agency (EPA) issued General Permit No. WA-R-00-OOOF, Authorization to Discharge Under the National Pollutant Discharge Elimination System (NPDES) for Storm Water Discharges Associated with Industrial Activity to the US Department of Energy, Richland Operations Office (RL). RL submitted a Notice of Intent to comply with this permit to EPA in conformance with the General Permit requirements on October 1, 1992. On February 14, 1994, EPA issued a Storm Water General Permit Coverage Notice and assigned WA-R-00-Al7F as the Hanford Site`s National Pollutant Discharge Elimination System (NPDES) storm water permit number. The Hanford Site Storm Water Pollution Prevention Plan (SWPPP) (WHC 1996a) was certified by J. E Rasmussen, Director Environmental Assurance, RL, on September 24, 1996, in compliance with Part IV.B(i) of the General Permit. As required by General Permit No. WA-R-00-OOOF (WA-R-00-Al7F), Section IV, Part D, Section 4.c, an annual report must be developed by RL and retained on site to verify that the requirements listed in the General Permit are being implemented. The previous Hanford Site Storm Plater Comprehensive Site Compliance Evaluation Report (WHC 1996b) addressed the period from July 1995 through June 1996. This document defines the waste certification program (WCP) developed for implementation at Oak Ridge National Laboratory (ORNL). The document describes the program structure, logic, and methodology for certification of ORNL wastes. The purpose of the WCP is to provide assurance that wastes are properly characterized and that the Waste Acceptance Criteria (WAC) for receiving facilities are met. The program meets the waste certification requirements for mixed (both radioactive and hazardous) and hazardous [including polychlorinated biphenyls (PCB)] waste. Program activities will be conducted according to ORNL Level 1 document requirements.
