Congress' Early Organization Meetings
The purposes of these meetings are both educational and organizational. Educational sessions range from legislative procedures and staff hiring to current issues. Organizational sessions elect class officers, party leaders, and chamber officers; name committee representatives and other party officials; and select committee chairmen and often committee members. Such actions are officially ratified at the start of the new Congress.

Conference Committee and Related Procedures: An Introduction
Conference committees generally are free to conduct their negotiations as they choose, but they are to address only the matters on which the House and Senate have disagreed. Moreover, they are to propose settlements that represent compromises between the positions of the two houses. When they have completed their work, they submit a conference report and joint explanatory statement, and the House and Senate vote on accepting the report without amendments. Sometimes conference reports are accompanied by amendments that remain in disagreement. Only after the two houses have reached complete agreement on all provisions of a bill can it be sent to the President for his approval or veto.

Special Rules in the House of Representatives
The House Rules Committee enables the House to debate and vote on major legislation that is not privileged for floor consideration and that cannot pass by unanimous consent or under suspension of the rules. The Committee reports resolutions, known as rules or special rules, to make individual bills in order for floor action and to affect the procedures for debating, amending, and voting on the bills, usually in Committee of the Whole.

The Convention on Nuclear Safety - A Fact Sheet
Until the catastrophic accident with the former Soviet Union's Chernobyl nuclear power plant showed that radioactivity from a major nuclear accident could reach neighboring nations, nuclear safety was held to be an exclusively sovereign responsibility of each nation. Now it is recognized that a nuclear accident in one state can release radioactivity dangerous to another. As a result, many now view international cooperation as one way to help to assure safe operation of each nation's civil nuclear power stations.

Strategic Arms Reduction Treaties (START I and II): Verification and Compliance Issues
The U.S. and Russia signed START II on January 3, 1993. START II relies on the START I verification regime, with a few additional inspections. When the Senate approved START II's ratification on January 26, 1996, it included several conditions and declarations relating to verification and compliance in the resolution of ratification. The Russian Duma resumed its consideration of START II in February 1996; some members met with Secretary of Defense Perry to discuss the treaty in October 1996.

EURATOM and the United States: Renewing the Agreement for Nuclear Cooperation
The European Atomic Energy Community (EURATOM) is a regional organization established in 1958 to "create conditions necessary for the establishment and growth of nuclear industries." The United States promoted its establishment to benefit sales of U.S. nuclear power reactors and related equipment. fuels and technology in Europe. The agreement for nuclear cooperation between the United States and EURATOM expired at the end of 1995. On November 29 President Clinton submitted to Congress a new agreement. reached after several years of difficult negotiation.

The Naval Petroleum Reserves: Proposed Sale and Issues
The Naval Petroleum Reserves (NPR)--consisting of the large Elk Hills Field in California and smaller fields at Buena Vista Hills (CA) and Teapot Dome (WY)--were established in the early 1900s. Congress authorized full production of the NPR in 1976. Production at Elk Hills, the most significant field, peaked at 181,000 barrels per day (b/d) in 1981; currently, it is 65,000 b/d. The Clinton Administration earmarked the NPR for sale in its FY1996 budget, estimating its gross value at $2.6 billion.

Auburn Dam on the American River: Fact Sheet
For more than 30 years, Congress has debated constructing a dam on the American River near Auburn, California. The Army Corps of Engineers recently identified three alternatives for flood control, with the Division office's preferred plan calling for construction of a 508-foot-high detention dam. Currently, two bills address the issue: H.R. 3270 supports construction of the dam, while H.R. 2951 opposes construction of any structure on the North Fork of the American River.

World Solar Summit: Launching the World Renewable Energy Program
The World Solar Summit and proposed World Solar Program 1996-2005 address energy problems through increased use of renewable energy technologies. The World Solar Commission will host the World Solar Summit in Harare, Zimbabwe, on September 16 and 17, 1996, and it will direct the World Solar Program 1996-2005. At the Summit, the Commission is expected to adopt a World Plan ofAction and a number of Strategic Projects. The proposed World Plan of Action includes a selection of high-priority renewable energy projects at the national or regional level to be implemented between 1996 and 2005.

Energy Efficiency: A New National Outlook?
In 1992, the Nation spent $522 billion for energy ($1996 constant), while energy efficiency and conservation measures were saving the economy about $275 billion per year. Energy is conserved when technical means are employed to improve efficiency or to reduce energy waste. In 1996 constant dollars, conservation research and development (R&D) funding declined from $698 million in FY1979 to $198 million in FY1988 and then climbed to $486 million in FY1994, 31% below the FY1979 peak.

Clean Air Act Issues

"Orderly Closure" of the Bureau of Mines: FY 1996 Funding
The Congress and the White House have agreed to abolish the Bureau of Mines within the Department of the Interior (DOI). H.R. 1977, appropriating funds for the DOI, would have provided $64 million for the "orderly closure" of the Bureau of Mines within 90 days of enactment. Orderly closure entails relocating certain functions to other agencies and completely eliminating others. H.R. 1977 was vetoed for unrelated reasons, but an attempt to override that veto was unsuccessful. In its latest action, January 26, 1996, Congress passed a continuing resolution (P.L. 104-99) affirming the closure of the Bureau and the transfer of some functions to other agencies
