The China-U.S. Intellectual Property Rights Dispute: Background and Implications for China-U.S. Economic Relations

The United States has pressed China over the past several years to improve its protection of U.S. intellectual property rights (IPR) and to afford greater market access to intellectual property-related products, such as computer software, compact disks (CDs), and audio-visual products. U.S. threats of trade sanctions against Chinese products helped produce trade agreements in January 1992 and February 1995 that pledged China to improve its IPR enforcement regime and expand market access for IPR-related products. However, despite these agreements, U.S. and IPR industry officials have charged that IPR piracy in China remains rampant and is costing U.S. firms $2.3 billion in lost trade annually. On May 15, 1996, the U.S. Trade Representative (USTR) threatened to impose approximately $2 billion in trade sanctions against China for failing to abide by the February 1995 IPR agreement. This report outlines the history of the U.S.-Chinese IPR dispute and examines its ramifications for future U.S.-Chinese economic relations.

Development of carbon-carbon composites from solvent extracted pitch

There are several methods used to fabricate carbon-carbon composites. One used extensively in the fabrication of aerospace components such as rocket nozzles and reentry vehicle nosetips, as well as commercial components for furnace fixturing and glass manufacturing, is the densification of a woven preform with molten pitch, and the subsequent conversion of the pitch to graphite through heat treatment. Two types of pitch are used in this process; coal tar pitch and petroleum pitch. The objective of this program was to determine if a pitch produced by the direct extraction of coal could be used as a substitute for these pitches in the fabrication of carbon-carbon composites. The program involved comparing solvent extracted pitch with currently accepted pitches and rigidizing a carbon-carbon preform with solvent extracted pitch for comparison with carbon-carbon fabricated with currently available pitch.

Rheology of planetary ices

The brittle and ductile rheology of ices of water, ammonia, methane, and other volatiles, in combination with rock particles and each other, have a primary influence of the evolution and ongoing tectonics of icy moons of the outer solar system. Laboratory experiments help constrain the rheology of solar system ices. Standard experimental techniques can be used because the physical conditions under which most solar system ices exist are within reach of conventional rock mechanics testing machines, adapted to the low subsolidus temperatures of the materials in question. The purpose of this review is to summarize the results of a decade-long experimental deformation program and to provide some background in deformation physics in order to lend some appreciation to the application of these measurements to the planetary setting.

During the Defense Waste Processing Facility (DWPF) Proficiency Runs, two test canisters containing small cans of surrogate plutonium glass were filled with glass. One of the test canisters contained a rack with eight small cans and one contained a rack with twenty small cans. The canister with eight small cans was discussed in another report.1 The canister with twenty small cans was sectioned by the Savannah River Technology Center (SRTC) and samples of the glass were removed for analysis. This report is a summary of the results of the glass testing of the DWPF canister (S00144) which contained a rack with twenty small cans of surrogate plutonium glass. Significant results of the demonstration with the DWPF canister containing the twenty cans of surrogate plutonium glass are listed.

Audit of the Federal Energy Regulatory Commission leased warehouse space

The Federal Energy Regulatory Commission (Commission) stores furniture, automated data processing equipment, and office supplies in a warehouse located in Landover, Maryland. The annual operating cost for this space (25,830 square feet) approximates $455,000-$245,000 in lease costs and $210,000 for contractor personnel. The purpose of the audit was to assess the effectiveness of the Commission`s use of warehouse space. The specific audit objective was to determine whether the Commission was minimizing the need for warehouse space for the storage of office supplies, furniture, and equipment. Federal Property Management Regulations and prudent business practices require Government agencies to minimize their need for space. More space was being leased than needed because Commission officials understood that they were obligated by terms of the lease to -pay for the space until March 31, 2002. We found, however, that there was a misunderstanding by officials, and that the Commission could at any time relinquish warehouse space by giving 120 days notice. Because of this misunderstanding and the recent relocation of the Commission to a newly furnished facility, about 16,000 square feet of warehouse space was being used to store furniture and equipment that was no longer needed by the Commission. Tubes have been cast and fired and initial properties look excellent. 40 lbs of CMZP powder are being prepared for Caterpillar to complete the slip casting of 90 degree elbows.

The All-Russian Scientific Research Institute of Inorganic Materials (VNIINM) performs research in nuclear power reactor fuel, spent fuel reprocessing and waste management, materials science of fissionable and reactor structural materials, metallurgy, superconducting materials, and analytical sciences. VNIINM supports the Ministry of Atomic Energy of the Russian Federation (MINATOM) in technologies for fabrication and processing of nuclear fuel. As a participant in the US/Russian Lab-to-Lab nuclear materials protection, control and accounting (MPC and A) program, VNIINM is providing support for measurements of nuclear materials in bulk forms by developing specifications, test and evaluation, certification, and implementation of measurement methods for such materials. In 1996, VNIINM will be working with Brookhaven staff in developing and documenting material control and accounting requirements for nuclear materials in bulk form, Livermore and Los Alamos staff in testing and evaluating gamma-ray spectrometry methods for bulk materials, Los Alamos staff in test and evaluation of neutron-coincidence counting techniques, Oak Ridge staff in accounting of bulk materials with process instrumentation, and Pacific Northwest staff on automating VNIINM`s coulometric titration system. Atomic structure of the {sigma}5 (210)/[001] symmetric tilt grain boundary in yttrium aluminum garnet

The {Sigma}5(210)/[100] symmetric tilt grain boundary in YAG was produced by UHV diffusion bonding precisely oriented single crystals. The boundary has been characterized by HREM along two different directions, parallel and perpendicular to the tilt axis. Models of the atomic structure of the boundary were formed following the Coincident Site Lattice scheme. The resulting models are equivalent to twins formed at the atomic scale. The high resolution images show no rigid crystal translations away from the perfect mirror reflection relation. Comparison of the simulated images using the atomic model as input with the experimental images identifies the plane of mirror symmetry. The atomic model is shown to be in good agreement with the experimental images when viewed parallel to tilt axis, but disagrees with the images perpendicular to tilt axis. Agreement between simulated and experimental images can be improved by changing the composition of the grain boundary with respect to the bulk. To reach a more certain conclusion on the structure of the grain boundary will require additional theoretical calculations.

Interim sanitary landfill groundwater monitoring report. 1995 annual report

Eight wells of the LFW series monitor groundwater quality in the Steed Pond Aquifer (Water Table) beneath the Interim Sanitary Landfill at the Savannah River Site (SRS). These wells are sampled biannually to comply with the South Carolina Department of Health and Environmental Control Modified Municipal Solid Waste Permit 025500- 1120 (formerly DWP-087A) and as part of the SRS Groundwater Monitoring Program. Trichlorofluoromethane was elevated in one downgradient and one sidegradient well during 1995. Barium, 1, 1- dichloroethylene, specific conductance, and zinc exceeded standards in one well each. The elevated level of 1, 1-dichloroethylene occurred in a downgradient well. The groundwater flow direction in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill was to the southeast (universal transverse Mercator coordinates). The flow rate in this unit was approximately 190 ft/year during first quarter 1995 and 150 ft/yr during third quarter 1995.

A silicon microbench concept for optoelectronic packaging

Optoelectronics (o/e) is currently too expensive for widespread application. We believe that the packaging (or fiber pigtailing) process must be automated to realize a significant reduction in the cost of o.e packages. We are addressing issues of automating the fiber pigtailing process on silicon waferboards or microbenches. This paper focuses on reflowing solders for the attachment of o/e components. We have recently developed miniature polysilicon heaters which are integrated on silicon microbenches. These miniature heaters avoid the problem of raising the entire microbench to the solder melting point to attach components. Most importantly, these miniature heaters are completely compatible with automating the attachment process. Designing silicon microbenches with on-board heaters requires some care. The thermal properties of the microbench itself along with all coatings and any heatsinking materials must be understood. The heaters must operate in a current and voltage regime compatible with the overall characteristics of the o.e package. Inadvertently reflowing solder in unanticipated locations may occur unless the thermal behavior of the microbench thoroughly known. This paper describes the design and fabrication of our microbenches and an experimental and theoretical study on these silicon microbenches which gives a complete picture of their thermal behavior.

Revitalizing a mature oil play: Strategies for finding and producing unrecovered oil in Frio fluvial-deltaic reservoirs of South Texas. Technical progress report, January 1--March 31, 1996

Advanced reservoir characterization techniques are being applied to selected reservoirs in the Frio Fluvial-Deltaic Sandstone (Vicksburg Fault Zone) trend of South Texas in order to maximize the economic producibility of resources in this mature oil play. This project is developing interwell-scale geological facies models and assessing engineering attributes of Frio fluvial-deltaic reservoirs in selected fields in order to characterize reservoir architecture, flow-unit boundaries, and the controls that these factors exert on the location and volume of unrecovered mobile and residual oil. The goals of the Industrial Associates program that is the source of industry cofunding to this project are to (1) develop an understanding of sandstone architecture and permeability structure in a spectrum of fluvial-deltaic reservoirs deposited in high- to low-accommodation settings and (2) translate this understanding into more realistic, geologically constrained reservoir models to maximize recovery of hydrocarbons. Project work during the first quarter of 1996 consisted of Phase 3 tasks related to the transfer of technologies to industry. The two primary vehicles for transferring technologies evaluated in the Frio Fluvial-Deltaic Sandstone play (Vicksburg Fault Zone) are a series of two short courses and a microcomputer-based geologic advisor software program.
