This report provides a brief introduction to the federal budget process. Key budget concepts and terminology are defined and explained. The separate procedures that make up the federal budget process are identified and their salient features described. While a complete understanding of federal budgeting probably can be obtained only after much observation and study of the process in operation, broad exposure to its rudiments is a useful first step. Various resources "for additional reading" are identified at the end of this report, which the reader may find helpful in exploring the subject in greater depth.

Since its reauthorization in 1986 through December 31, 1995, the Hazardous Substance Superfund, which was first created in 1980, has been financed largely by the revenues generated from three excise taxes on petroleum and chemicals and a special income tax on corporations.

Many U.S. lumber producers have complained that subsidies to Canadian lumber producers give them an unfair advantage in supplying the U.S. market. The dispute has evolved through various forums over the past 15 years. Recent negotiations led to an agreement on May 28 to reduce Canadian lumber exports with a tariff rate quota (i.e., a tariff on imports above the quota) probably by about 9% from record 1995 levels, leading to expectations of trade harmony (at least on this issue) for the next 5 years.

We present an expression for the rate of correlated Coulomb dissociation of both colliding nuclei at a heavy-ion collider. For the case of Au + Au at RHIC, the cross section for mutual correlated dissociation is about 3 barns. This process should be cleanly measured with very forward (zero degree) calorimeters proposed for RHIC. We also discuss prospects for luminosity monitoring using this process.

This project has used a multi-disciplinary approach employing geology, geophysics, and engineering to conduct advanced reservoir characterization and management activities to design and implement an optimized infill drilling program at the North Robertson Unit. The activities during the first Budget Period, which is now complete, consisted of developing an integrated reservoir description from geological, engineering, and geostatistical studies, and using this description for reservoir flow simulation. Specific reservoir management activities have been identified and tested. The geologically targeted infill drilling program to be implemented during Budget Period II is a result of this work.

This five year project is intended to ensure the availability of well- characterized, high-quality coal samples for public and private coal research. It continues support of the DOE Coal Sample Bank and Database at The Pennsylvania State University. Thirty coal samples will be collected, processed, packaged, and analyzed, and a resulting database will be maintained. These samples and data, as well as 26 samples collected under previous contracts, will be distributed to DOE contractors and others performing coal research. Samples will be chosen to maintain a sample bank of 56 coals representing the major US coal fields and a variety of coal ranks and compositions. In addition to standard analyses, liquefaction tests and organic geochemical analyses will be performed. The samples will be stored to minimize deterioration, and will be monitored annually by proximate, sulfur forms, and gaseous oxygen analysis to evaluate their condition. These samples will be used for additional research on the influence of changes in surface chemistry on surface properties, the influence of sample deterioration on liquefaction properties, and the mechanisms of coal oxidation.
