Japan's Uncertain Political Transition

Japan's uncertain political transition began in July 1993, when the conservative Liberal Democratic Party (LDP) -- in power since 1955 -- was replaced by a fragile multiparty coalition. Under Prime Minister Morihiro Hosokawa, the coalition faced turmoil in April 1994, when Hosokawa resigned abruptly amid a personal financial scandal. Then-deputy prime minister/foreign minister Tsutomu Hata succeeded, but only at the head of a minority government as the Social Democratic Party (SDP), a key coalition partner, quit the coalition. Though beset by its own internal squabbles, the LDP remained the single largest party in Japan's bicameral Diet, or parliament. In late June, Hata was forced to resign under threat of an LDP-led no-confidence motion.

On May 22, 1995, the U.S. Supreme Court in U.S. Term Limits, Inc. v. Thornton (Sup. Ct. Doc. No. 93-1456) in a 5-4 decision held that Arkansas' constitutional amendment, Section 3 of Amendment 73, providing for limitations on congressional terms of office was unconstitutional in that it established an additional qualification for congressional office in violation of Article I, Sections 2 and 3 setting forth the three basic qualifications of age, citizenship and inhabitancy for Members of Congress.

Using artificial neural networks to predict the performance of a liquid metal reflux solar receiver: Preliminary results

Three and four-layer backpropagation artificial neural networks have been used to predict the power output of a liquid metal reflux solar receiver. The networks were trained using on-sun test data recorded at Sandia National Laboratories in Albuquerque, New Mexico. The preliminary results presented in this paper are a comparison of how different size networks train on this particular data. The results give encouragement that it will be possible to predict output power of a liquid metal receiver under a variety of operating conditions using artificial neural networks.

Radiation dose modeling using IGRIP and Deneb/ERGO

The Radiological Environment Modeling System (REMS) quantifies dose to humans in radiation environments using the IGRIP (Interactive Graphical Robot Instruction Program) and Deneb/ERGO (Ergonomics) simulation software products. These commercially available products are augmented with custom C code to provide the radiation exposure information to and collect the radiation dose information from the workcell simulations. The emphasis of this paper is on the IGRIP and Deneb/ERGO parts of REMS, since that represents the extension to existing capabilities developed by the authors. Through the use of any radiation transport code or measured data, a radiation exposure input database may be formulated. User-specified IGRIP simulations utilize these database files to compute and accumulate dose to human devices (Deneb`s ERGO human) during simulated operations around radiation sources. Timing, distances, shielding, and human activity may be modeled accurately in the simulations. The accumulated dose is recorded in output files, and the user is able to process and view this output. REMS was developed because the proposed reduction in the yearly radiation exposure limit will preclude or require changes in many of the manual operations currently being utilized in the Weapons Complex. Electrodialysis-ion exchange for the separation of dissolved salts

The Department of Energy generates and stores a significant quantity of low level, high level, and mixed wastes. As some of the DOE facilities are decontaminated and decommissioned, additional and possibly different forms of wastes will be generated. A significant portion of these wastes are aqueous streams containing acids, bases, and salts, or are wet solids containing inorganic salts. Some of these wastes are quite dilute solutions, whereas others contain large quantities of nitrates either in the form of dissolved salts or acids. Many of the wastes are also contaminated with heavy metals, radioactive products, or organics. Some of these wastes are in storage because a satisfactory treatment and disposal processes have not been developed. This report describes the process of electrodialysis-ion exchange (EDIX) for treating aqueous wastes streams consisting of nitrates, sodium, organics, heavy metals, and radioactive species.

Near-drift thermal analysis including combined modes of conduction, convection, and radiation

The performance of waste packages containing high-level nuclear wastes at underground repositories such as the potential repository at Yucca Mountain, Nevada, depends, in part, on the thermodynamic environment immediately surrounding the buried waste packages. For example, degradation of the waste packages can be caused by corrosive and microbial processes, which are influenced by both the relative humidity and temperature within the emplacement drifts. In this paper, the effects of conduction, convection, and radiation are investigated for a heat-generating waste package in an empty-drift. Simulations explicitly modeling radiation from the waste package to the drift wall are compared simulations using only conduction. Temperatures, relative humidities, and vapor mass fractions are compared at various locations within the drift. In addition, the effects of convection on relative humidity and moisture distribution within the drift are presented.

Surfactant loss control in chemical flooding: Spectroscopic and calorimetric study of adsorption and precipitation on reservoir minerals. Quarterly progress report, April 1, 1995--June 30, 1995

Previously, adsorption and desorption behaviors of tetradecyl trimethyl ammonium chloride (TTAC) and pentadecylethoxylated nonyl phenol (NP-15) mixtures have been reported. It was observed that there was either synergistic or competitive adsorption between these two surfactants depending on the mixture ratios and the concentrations studied and that their adsorption/desorption behaviors were also rather complex. To better elucidate the mechanisms involved in these adsorption and desorption processes it is important to the understand the exact nature of the physico-chemical interactions between various components in mixtures and, how this in turn, controls the performance of the surfactant systems. Recently we have adapted the ultrafiltration technique to determine monomer concentrations in surfactant mixtures and to study the aggregation phenomenon between TTAC and NP-15. During the current report period, monomer concentrations of TTAC and NP-15 were measured for different mixing ratios at a constant ionic strength of 0.03 M NaCl and after adsorption for 4:1 TTAC:NP-15 mixture system. Possible behaviors of mixed micellization processes in solution are proposed and the relationship between monomer concentration and adsorption density is discussed.

Sensitivity studies of unsaturated groundwater flow modeling for groundwater travel time calculations at Yucca Mountain, Nevada

Unsaturated flow has been modeled through four cross-sections at Yucca Mountain, Nevada, for the purpose of determining groundwater particle travel times from the potential repository to the water table. This work will be combined with the results of flow modeling in the saturated zone for the purpose of evaluating the suitability of the potential repository under the criteria of 10CFR960. One criterion states, in part, that the groundwater travel time (GWTT) from the repository to the accessible environment must exceed 1,000 years along the fastest path of likely and significant radionuclide travel. Sensitivity analyses have been conducted for one geostatistical realization of one cross-section for the purpose of (1) evaluating the importance of hydrological parameters having some uncertainty and (2) examining conceptual models of flow by altering the numerical implementation of the conceptual model (dual permeability (DK) and the equivalent continuum model (ECM). Results of comparisons of the ECM and DK model are also presented in Ho et al.

Completion milestones

The Southeastern Environmental Resources Alliance (SERA) is a joint effort between the US Department of Energy, the states of Georgia and South Carolina, and Westinghouse US Department of Energy, the states of Georgia Savannah River Company (WSRC). The original proposal for SERA, submitted under the Technology Reinvestment Project (TRP), is based on improving the competitiveness of manufacturers within Georgia and South Carolina by addressing the costs associated with environmental and waste management issues. By using the many technologies available through the national laboratories, universities, the Savannah River Site, and the commercial sector, SERA will improve the competitive position of companies that would otherwise have no access to those technologies. This Start-Up Plan details the steps SERA will take to begin effective operations by June 1, 1995, and will focus on the short-term needs of the program. This plan will serve as a supplement to the original SERA proposal, and will address the major milestones included in the Department of Energy`s Cooperative Agreement. Also documented are the planning processes that SERA will use to ensure the long-term viability of the program. The Department of Energy is responsible for the disposition of transuranic (TRU) waste generated by national defense-related activities. Approximately 2.6 million cubic feet of the se waste have been generated and are stored at various facilities across the country. The Waste Isolation Pilot Plant (WIPP), was sited and constructed to meet stringent disposal requirements. In order to permanently dispose of TRU waste, the DOE has elected to petition the US EPA for a variance from the Land Disposal Restrictions of RCRA. This document fulfills the reporting requirements for the petition. This report is volume 4 of the petition which presents details about the transport characteristics across drum filter vents and polymer bags; gas generation reactions and rates during long-term WIPP operation; and geological characterization of the WIPP site.

Modeling of flow through fractured tuff at Fran Ridge

Numerical studies have modeled an infiltration experiment at Fran Ridge, using the TOUGH2 code, to aid in the selection of computation models for waste repository performance assessment. This study investigates the capabilities of TOUGH2 to simulate transient flows through highly fractured tuff, and provides a possible means of calibrating hydrologic parameters such as effective fracture aperture and fracture-matrix connectivity. Two distinctly different conceptual models were used in the TOUGH2 code, the dual permeability model and the equivalent continuum model. The field experiments involved the infiltration of dyed ponded water in highly fractured tuff. The infiltration observed in the experiment was subsequently modeled using Fran Ridge fracture frequencies, obtained during post- experiment site excavation. Comparison of the TOUGH2 results obtained using the two conceptual models gives insight into their relative strengths and weaknesses.

Sputter roughening instability on the Ge(001) surface: Energy and flux dependence

We have measured surface roughening kinetics during low energy Xe ion sputtering of Ge (001) surfaces. Results are interpreted in terms of an instability theory developed by Bradley and Harper. Although the calculated magnitude of the roughening rate does not agree with the measured value, the variation of the rate with ion flux and energy is on agreement with the theory.

Future land use plan

The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

The Energy & Environmental Research Center (EERC), a contract-supported organization focused on technology research, development, demonstration, and commercialization (RDD&C), is entering its second year of a Cooperative Agreement with the U.S. Department of Energy (DOE) Morgantown Energy Technology Center (METC) to facilitate the development, demonstration, and commercialization of innovative environmental management (EM) technologies in support of the activities of DOE`s Office of Environmental Science and Technology (EM-50) under DOE`s EM Program.
