Savannah River Site computing architecture migration guide

The SRS Computing Architecture is a vision statement for site computing which enumerates the strategies which will guide SRS computing efforts for the 1990s. Each strategy is supported by a number of feature statements which clarify the strategy by providing additional detail. Since it is a strategic planning document, the Architecture has sitewide applicability and endorsement but does not attempt to specify implementation details. It does, however, specify that a document will be developed to guide the migration from the current site environment to that envisioned by the new architecture. The goal of this document, the SRS Computing Architecture Migration Guide, is to identify specific strategic and tactical tasks which would have to be completed to fully implement the architectural vision for site computing as well as a recommended sequence and timeframe for addressing these tasks. It takes into account the expected availability of technology, the existing installed base, and interdependencies among architectural components and objectives.

The use of ion-focusing and a conditioned beam greatly enhances FEL gain in the VUV and Soft X-Ray range. The equations governing FEL amplification are derived and results of a linear analysis are noted. Numerical results, including 3D effects and having an order of magnitude improvement in gain, are presented for a 30 {Angstrom} example. 3 refs., 2 figs., 1 tab.

State energy price and expenditure report 1989

The State Energy Price and Expenditure Report (SEPER) presents energy price and expenditure estimates for the 50 States, the District of Columbia, and the United States. The estimates are provided by energy source (e.g., petroleum, natural gas, coal, and electricity) and by major consuming or economic sector. This report is an update of the State Energy Price and Expenditure Report 1988 published in September 1990. Changes from the last report are summarized in a section of the documentation. Energy price and expenditure estimates are published for the years 1970, 1975, 1980, and 1985 through 1989. Documentation follows the tables and describes how the price estimates are developed, including sources of data, methods of estimation, and conversion factors applied. Consumption estimates used to calculate expenditures, and the documentation for those estimates, are from the State Energy Data Report, Consumption Estimates, 1960--1989 (SEDR), published in May 1991. Expenditures are calculated by multiplying the price estimates by the consumption estimates, adjusted to remove process fuel and intermediate product consumption. All expenditures are consumer expenditures, that is, they represent estimates of money directly spent by consumers to purchase energy, generally including taxes. 11 figs., 43 tabs.

Nuclear structure at intermediate energies

The theme that unites the sometimes seemingly disparate experiments undertaken by the Bonner Lab Medium Energy Group is a determination to understand in detail the many facets and manifestations of the strong interaction, that which is now referred to as nonperturbative QCD. Whether we are investigating the question of just what does carry the spin of baryons, or the extent of the validity of the SU(6) wavefunctions for the excited hyperons (as will be measured in their radiative decays in our CEBAF experiment), or questions associated with the formation of a new state of matter predicted by QCD (the subject of our BNL experiments E810, E854, as well as our approved experiment at RHIC), -- all these projects share this common goal. Our other experiments represent different approaches to the same broad undertaking. LAMPF E1097 will provide definitive answers to the question of the spin dependence of the inelastic channel of pion production in the n-p interaction. FNAL E683 may well open a new field of investigation in nuclear physics: that of just how quarks and gluons interact with nuclear matter as they transverse nuclei of different sizes. Performance (cost/kWe and efficiency) of generic Compact Fusion Advanced Rankine (CFARII) power conversion is investigated for various working fluids, operating temperatures and pressures, and thermal power levels. A general conclusion is that good CFARII performance is found for a remarkably broad range of materials, temperatures, pressures and power levels, which gives considerable flexibility to future design studies which may apply CFARII energy conversion to specific fusion energy sources such as ICF, MICF, and Mini-PACER. 5 refs, 7 figs., 2 tabs.

3D field harmonics

We have developed an harmonic representation for the three dimensional field components within the windings of accelerator magnets. The form by which the field is presented is suitable for interfacing with other codes that make use of the 3D field components (particle tracking and stability). The field components can be calculated with high precision and reduced cup time at any location (r,{theta},z) inside the magnet bore. The same conductor geometry which is used to simulate line currents is also used in CAD with modifications more readily available. It is our hope that the format used here for magnetic fields can be used not only as a means of delivering fields but also as a way by which beam dynamics can suggest correction to the conductor geometry. 5 refs., 70 figs.

The Office of Inspector General (OIG) has an overall mission to prevent and detect fraud, waste, and mismanagement in Department of Energy (DOE) programs. As part of its responsibility in accomplishing its mission, the DOE Office of Audits publishes an Annual Work Plan'' in September of each year. The prime focus of the plan is to identify opportunities for audits to enhance the effectiveness, efficiency, and integrity of the DOE's programs and operations. Through this plan, we are able to maximize the effectiveness of our resources and to avoid duplicating audit coverage being provided by other audit groups, such as the US General Accounting Office (GAO) to US Department of Energy programs. Such planning is required by Office of Management and Budget Circular A-73 and DOE Order 2321.1A. This work plan, includes those audits that are to be carried over from Fiscal Year 1991 and those that are to be started during Fiscal year 1992.

Polarizability corrections in stimulated Raman propagation

Traditional descriptions of stimulated Raman scattering relate the various Stokes and anti-Stokes fields to the incident pump field by means of a polarizability (tensor). This description is usable for pulsed radiation but it fails when the pump carrier frequency coincides with a resonant frequency of the medium. We here describe a simple procedure for correcting the traditional polarizability approximation for pulse envelopes so as to account for effects of finite pump bandwidth. The correction amounts to the introduction of an auxiliary field envelope that incorporates pump dispersion. We apply this procedure to the equations for a degenerate, Doppler broadened ensemble of three-level atoms, in which the uppermost (virtual) level is close to resonance with the pump carrier frequency. This system becomes a two-level Raman system, but with a correction to the Raman Hamiltonian and the propagation equation. The plane-wave propagation equations presented include dispersive as well as Raman effects, and allow arbitrary combinations of field polarizations. We comment on several incidental aspects of Raman propagation, including dynamic Stark shifts, sublevel averages and fluence equations.

Coal surface control for advanced fine coal flotation

The primary objective in the scope of this research project is to develop advanced flotation methods for coal cleaning in order to achieve near total pyritic-sulfur removal at 90% Btu recovery, using coal samples procured from three major US coal seams. Concomitantly, the ash content of these coals is to be reduced to 6% or less. Investigation of mechanisms for the control of coal and pyrite surfaces prior to fine coal flotation is the main aspect of the project objectives. The results of this research are to be made available to ICF Kaiser Engineers who are currently working on the Engineering Development of Advanced Flotation under a separate contract with DOE under the Acid Rain Control Initiative program. A second major objective is to investigate factors involved in the progressive weathering and oxidation of coal that had been exposed to varying degrees of weathering, namely, open to the atmosphere, covered and in an argon-inerted'' atmosphere, over a period of twelve months. Inspection of surveillance equipment and activities at DOE Field Office, Richland

The purpose of this inspection was to review surveillance activities by the Department of Energy's (DOE) Field Office, Richland (RL) and contractor employees at the RL Hanford site for efficiency and economy and compliance with laws and regulations. The scope included surveillance activities, procedures, training, types of surveillance equipment, and management controls over the equipment and activities. We also looked at Departmental policies and procedures regarding the equipment and activities. Allegations of illegal surveillance that came to our attention during the course of this inspection were referred to the Department of Justice. As part of our review, inspectors were on-site at RL from February 11, 1991, through March 1, 1991. Follow-up trips to RL were also made in April, May, and June 1991. We also conducted interviews at Albuquerque, Savannah River, and Germantown of former RL employees and RL contractors who were on travel. Officials from DOE's Office of General Counsel (OGC), Office of Security Affairs, and Office of Safeguards and Security (S S) were also interviewed regarding the Department's purchase and possession of wiretapping and eavesdropping devices. We obtained 75 signed sworn statements from 55 individuals during the course of the inspection. 1 fig., 1 tab.

(Development of high spectral resolution lidar technology)

The first year of this grant has been devoted to the design and construction of an upgraded version of the University of Wisconsin High Spectral Resolution Lidar (HSRL). The new system incorporates additional data channels to measure depolarization and multiple scattering in the lidar return. Schematic diagrams describing the new configurations are attached to this report. Increases in optical efficiency and receiver aperture, coupled with improvements in the stiffness and the thermal stability of the mechanical system are expected to significantly improve the performance of the instrument. Most components of the system are nearly completed and system integration is about to begin. The HSRL is committed to participate in the NASA FIRE cirrus experiment during November and December of this year. Our progress is completing HSRL subsystems is outlined in the following paragraphs. 3 figs.

Development of a coal quality expert

This project will enhance the existing Coal Quality Information System (CQIS) database and Coal Quality Impact Model (CQIM) to allow confident assessment of the effects of cleaning on specific boiler cost and performance, as well as develop and validate a methodology, Coal Quality Expert (CQE) which allows accurate and detailed predictions of coal quality impacts on total power plant capital cost, operating cost, and performance based upon inputs from inexpensive bench-scale tests. The project consists of the following seven tasks: Project management; coal cleanability characterization; pilot-scale combustion testing; utility boiler field testing; CQIM completion and development of CQE specification; develop CQE; and, CQE workstation testing and validation. Inventor and innovator pilot project program (open access)

Inventor and innovator pilot project program

The Commission for Economic Development in Orem (CEDO) has completed its pilot project: setting up an inventor organization, providing knowledgeable speakers for monthly meetings, and trying to assess and meet the needs of that group. Utah Valley Community College provided space for monthly inventor meetings. It was decided that the monthly meetings would be held as two-hour mini seminar sessions with qualified speakers. The college provided continuing education units free for attendance at the meetings. Results of two surveys of the group were analyzed. A meeting was held between CEDO and the college's Dean of the School of Business where it was decided that the group should be continued. The college will continue providing space for the monthly meetings and assisting with the attraction of additional qualified speakers. CEDO will continue to locate speakers, put on the monthly meetings publish the monthly newsletter and provide information and assistance for the group. It has been determined by CEDO that having a group'' with monthly speakers is only a pacification of the needs of inventors and innovators. This group is in dire need of specialized inventor ASSISTANCE on a no-cost or low-cost basis.

In response to DOE Order 5400.1 this plan outlines the requirements for a Waste Minimization and Pollution Prevention Awareness Program for the Environmental Restoration (ER) Program at Martin Marietta Energy System, Inc. Statements of the national, Department of Energy, Energy Systems, and Energy Systems ER Program policies on waste minimization are included and reflect the attitudes of these organizations and their commitment to the waste minimization effort. Organizational responsibilities for the waste minimization effort are clearly defined and discussed, and the program objectives and goals are set forth. Waste assessment is addressed as being a key element in developing the waste generation baseline. There are discussions on the scope of ER-specific waste minimization techniques and approaches to employee awareness and training. There is also a discussion on the process for continual evaluation of the Waste Minimization Program. Appendixes present an implementation schedule for the Waste Minimization and Pollution Prevention Program, the program budget, an organization chart, and the ER waste minimization policy.

The major elements of this project continues to be on fundamental symmetries and parameters of the Standard Model. The projects in the current period have been BNL E791 (a search for the decay K{sub L}{sup 0} {yields} {mu}e, which would violate the rule of separate lepton number conservation), test of an upgrade proposal (E871), and LSND, a neutrino experiment at LAMPF. For E791, data taking was completed in June 1990, and preliminary results are now available for the decays K{sub L}{sup 0} {yields} {mu}e and K{sub L}{sup 0} {yields} {mu}{mu}from the entire data set. The data for decay K{sub L}{sup 0} {yields} ee are still being analysed. These are an upper limit for the branching fraction for K{sub L}{sup 0} {yields} {mu}e of 3.5 {times} 10{sup {minus}11} (90% C.L.). From the 1990 data alone, we have a new (preliminary) value of the branching fraction for K{sub L}{sup 0} {yields} {mu}{mu} of (6.96{plus minus}0. 4{plus minus}0.22) {times} 10{sup {minus}9}, with a sample of 349 events. Combining this with earlier data gives (6.96{plus minus}0.34) {times} 10{sup 9}, by far the most precise value. The limit on the decay K{sub L}{sup 0} {yields} {mu}e places a lower limit on the mass of a …

Molecular biological enhancement of coal desulfurization: Cloning and expression of the sulfoxide/sulfone/sulfonate/sulfate genes in Pseudomonads and Thiobacillae

The DbtS{sup +} phenotype is defined as the selective ability to oxidize the sulfur in dibenzothiophene (DBT) successively to dibenzothiophene-5-oxide, dibenzosulfone, and, finally, either o, o'-biphenol or monohydroxybiphenyl. By using a fluorescent assay, many Pseudomonas putida isolates having a DbtS{sup +} phenotype have been obtained. The ability of the isolates to generate o, o'-biphenol was confirmed with HPLC shortly after the time of isolation. The broad-host-range plasmid, R68.45, was introduced from P. putida PRS 2003 into many soil isolates. The plasmid was able to mobilize the determinants for the DbtS{sup +} phenotype. Accordingly, R68.45 and the determinants of the phenotype could be transferred simultaneously form soil isolates to P. aeruginosa 27853. The DbtS{sup +} phenotype in the isolates and in P. aeruginosa 27853 has proven to be unstable. Whether the instability is genetic, physiological, some combination of these two, or is founded on some other phenomenon is not known. Fresh Gram-positive isolates with the DbtS{sup +} phenotype have been isolated using the sulfur bioavailability assay. The DbtS{sup +} phenotype in these isolates appears to be stable. The product of desulfurization of DBT of dibenzosulfone is monohydroxybiphenyl. The nature of the endproduct has been confirmed by HPLC, colorimetry, GC/mass spectroscopy, and …

The demonstration of an advanced cyclone coal combustor, with internal sulfur, nitrogen, and ash control for the conversion of a 23 MMBtu/hour oil fired boiler to pulverized coal

The project objective was to demonstrate a technology which can be used to retrofit oil/gas designed boilers, and conventional pulverized coal fired boilers to direct coal firing, by using a patented sir cooled coal combustor that is attached in place of oil/gas/coal burners. A significant part of the test effort was devoted to resolving operational issues related to uniform coal feeding, efficient combustion under very fuel rich conditions, maintenance of continuous slag flow and removal from the combustor, development of proper air cooling operating procedures, and determining component materials durability. The second major focus of the test effort was on environmental control, especially control of SO{sub 2} emissions. By using staged combustion, the NO{sub x} emissions were reduced by around 3/4 to 184 ppmv, with further reductions to 160 ppmv in the stack particulate scrubber. By injection of calcium based sorbents into the combustor, stack SO{sub 2} emissions were reduced by a maximum of of 58%. (VC)

Environmental test program for superconducting materials and devices: Preliminary results of testing program at Savannah River Site

The properties of YBa{sub 2}Cu{sub 3}O{sub 7-x} superconducting tapes designed and fabricated into SAFIRE-type, encapsulated, grounding links by the Ceramic Engineering Department at Clemson University are under investigation. Testing at the Savannah River Site will include gamma irradiation, vibration, and long-term evaluation. The gamma irradiation portion of testing has been completed. The long-term testing began in January and will continue. The vibration test has yet to be started.
