Over the past decade, there has been extensive public concern about loss of forests around the world. Attention to the rapid rate of tropical deforestation accelerated during the late 1980's as concern about global climate change emerged; at the time, the extensive burning of forests in Brazil (and the consequent release of carbon dioxide into the atmosphere) was a major concern.

This report considers how abolition might affect the U.S. nuclear weapons program. It provides background on the weapons program and the debate on what organization should control it; summarizes the debate over managing the program, including criticisms of DOE’s management and issues in deciding where to place the program, and presents four options for the weapons program. It considers pros and cons for each option. This report should be of value for understanding consequences of alternative organizational “homes” for the weapons program for those considering legislation to abolish DOE.

The 104th Congress is actively debating proposals to reform several aspects of the Food and Drug Administration's (FDA) process for regulating consumer products, including its approval process for food additives. In June 1995, the Food and Drug Administration (FDA) announced at a House Government Reform and Oversight Subcommittee hearing several policy shifts in its food additive pre-market approval process which will soon be implemented.

Individual Transferable Quotas in Fishery Management

An individual transferable quota (ITQ) is an allocated privilege of landing a specified portion of the total annual fish catch in the form of quota shares. This differs from the traditional open-access approach to commercial fisheries. ITQs divide the total annual catch quota into smaller individual portions. ITQs are generally transferable, which means fishing vessel owners can sell their ITQ certificates or buy others' certificates or, in some cases, lease their quota shares depending on how much (or whether) they want to participate in the fishery. ITQs are not considered property, but a privilege to catch a share of the total allowable catch of fish or shellfish in a given year. The initial allocation criteria for ITQs are controversial decisions established by Regional Fishery Management Councils, usually based on the historical catch of vessels, to benefit current active fishing vessel owners.

The Land and Water Conservation Fund (LWCF) was established in 1964. (l) The LWCF is a "trust fund" to accumulate revenues from Federal outdoor recreation user fees, the Federal motorboat fuel tax, surplus property sales, and oil and gas leases on the Outer Continental Shelf, for subsequent appropriation by Congress. However, the LWCF is not a true trust fund in the way "trust fund" is generally understood in the private sector.
