Telephone costs at Princeton Plasma Physics Laboratory

The Princeton Plasma Physics Laboratory (PPPL) is a fusion energy research laboratory located on the Forrestal Campus of Princeton University in Plainsboro, New Jersey. Princeton University operates the laboratory under contact with the US Department of Energy (DOE). PPPL researches nuclear fusion and plasma physics and investigates the potential of a commercial fusion reactor. The objective of the audit was to determine whether PPPL was monitoring telephone use and costs in order to prevent personal toll costs from being charged to the DOE contract. Our audit disclosed that 5 out of the 10 PPPL cost centers we reviewed were not following established policies and procedures for monitoring telephone toll charges. This condition resulted because PPPL's management did not adequately review telephone use and costs. As a result, PPPL charged personal toll calls to DOE. Therefore, we recommend that the Manager, DOE Field Office, Chicago, (CH) direct PPPL to enforce its telephone policies and procedures to ensure that personal toll calls are not charged to DOE. The Acting Manager, CH, concurred with our recommendations and agreed to implement corrective actions.

We are continuing a research program in particle astrophysics and high energy experimental particle physics. We have joined the DUMAND Collaboration, which is constructing a deep undersea astrophysical neutrino detector near Hawaii. Studies of high energy hadronic interactions using emulsion chamber techniques were also continued, using balloon flight exposures to ultra-high cosmic ray nuclei (JACEE) and accelerator beams. As members of the DUMAND Collaboration, we have responsibility for development a construction of critical components for the deep undersea neutrino detector facility. We have designed and developed the acoustical positioning system required to permit reconstruction of muon tracks with sufficient precision to meet the astrophysical goals of the experiment. In addition, we are making significant contributions to the design of the database and triggering system to be used. Work has been continuing in other aspects of the study of multiparticle production processes in nuclei. We are participants in a joint US/Japan program to study nuclear interactions at energies two orders of magnitude greater than those of existing accelerators, using balloon-borne emulsion chambers. The heat transport system and plant design for the HYLIFE-2 fusion reactor

HYLIFE is the name given to a family of self-healing liquid-wall reactor concepts for inertial confinement fusion. This HYLIFE-II concept employs the molten salt, Flibe, for the liquid jets instead of liquid lithium used in the original HYLIFE-I study. A preliminary conceptual design study of the heat transport system and the balance of plant of the HYLIFE-II fusion power plant is described in this paper with special emphasis on a scoping study to determine the best intermediate heat exchanger geometry and flow conditions for minimum cost of electricity. 11 refs., 8 figs.

Characterization of high-power RF structures using time-domain field codes

We have modeled gyrotron windows and gyrotron amplifier sever structures for TE modes in the 100--150 GHz range and have computed the reflection and transmission characteristics from the field data. Good agreement with frequency domain codes and analytic analysis have been obtained for some simple geometries. We present results for realistic structures with lossy coatings and describe implementation of microwave diagnostics.

Logarithmic unification from symmetries enhanced in the sub-millimeter infrared

In theories with TeV string scale and sub-millimeter extra dimensions the attractive picture of logarithmic gauge coupling unification at 10{sup 16} GeV is seemingly destroyed. In this paper we argue to the contrary that logarithmic unification can occur in such theories. The rationale for unification is no longer that a gauge symmetry is restored at short distances, but rather that a geometric symmetry is restored at large distances in the bulk away from our 3-brane. The apparent ''running'' of the gauge couplings to energies far above the string scale actually arises from the logarithmic variation of classical fields in (sets of) two large transverse dimensions. We present a number of N = 2 and N = 1 supersymmetric D-brane constructions illustrating this picture for unification.

First-principles study of high explosive decomposition energetics

The mechanism of the gas phase unimolecular decomposition of hexahydro-1,3,5,- trinitro- 1,3,5,-triazine (RDX) has been investigated using first principles gradient corrected density functional theory. Our results show that the dominant reaction channel is the N-NO* bond rupture, which has a barrier of 34.2 kcal/mol at the B- PW9 l/cc-pVDZ level and is 18.3 kcal/mol lower than that of the concerted ring fission to three methylenenitramine molecules. In addition, we have carried out a systematic study of homolytic bond dissociation energies of 14 other high explosives at the B-PW91/D95V level. We find that the correlation between the weakest bond strength and high explosive sensitivity is strong

The Acquire Commercial Technology for Retrieval program seeks commercial solutions to measure any waste residual (i.e., heel)left after waste retrieval operations of underground radioactive storage tanks. The technology identified should operate in a range of waste depth thickness of 0 - 6 inches. This report provides a description of the need, requirements, and constraints for the residual waste volume measurement system; describes a logical approach to measuring waste volume; provides a brief review and assessment of available technologies; and outlines a set of integrated tests that will evaluate the performance of candidate technologies.

This is the ``first effort`` to prepare an inventory of existing educational programs, focused primarily on inner-city youth, in operation in Washington, DC, Baltimore, and Philadelphia. The purpose of the inventory is to identify existing programs which could be augmented, adapted, or otherwise strengthened to help fulfil the mission of the Department of Energy-sponsored Inner-City Energy and Environmental Education Consortium, the mission of which is to recruit and retain inner-city youth to pursue careers in energy-related scientific and technical areas and in environmental restoration and waste management. The Consortium does not want to ``reinvent the wheel`` and all of its members need to learn what others are doing. Each of the 30 participating academic institutions was invited to submit as many program descriptions as they wished. Due to the summer holidays, or because they did not believe than they were carrying out programs relevant to the mission of the Consortium, some institutions did not submit any program descriptions. In addition, several industries, governmental agencies, and not-for-profit institutions were invited to submit program descriptions.

Stimulated Raman scatter from laser-produced plasmas: Merely nonlinear or also chaotic

Stimulated Raman scattering in plasmas is a three-wave instability with important practical consequences for laser fusion. Most studies of this process to date have focused on its threshold. Even the linear-theory threshold poses interesting problems; and observed thresholds have been difficult to interpret. However, with increasing evidence that this instability often becomes absolute, it has become appropriate to examine saturation mechanisms as well. A number of such mechanisms are discussed here, one of which has been reported to have a chaotic regime. 26 refs., 4 figs.

Elastic constants of B-HMX and tantalum, equations of state of supercritical fluids and fluid mixtures and thermal transport determinations

Ultrasonic sound speed measurements via Impulsive Stimulated Light Scattering (ISLS) were made in single crystals of b-HMX and tantalum over an extended range of temperatures. Elastic constants are consequently determined for b-HMX. Sound speeds are calculated for tantalum, from known elastic constants, and compare favorably with the results presented here. ISLS time-domain fits of tantalum records allowed for thermal diffusion determinations and, correspondingly, thermal conductivity. Measurements of the speed of sound and of the thermal diffusivities of fluid oxygen up to pressures of 13 GPa and at several temperatures are presented. Between 0.1 and 13 GPa the fluid's density increases by a factor of three. Thermal diffusivities rise slowly over this range, and are substantially smaller than those previously measured for the solid b-phase. Additional sound speed measurements were made along the 250 C isotherm in a 1:1 molar ratio mixture of liquid oxygen and nitrogen. These experiments demonstrate the versatility and potential application of a new laboratory within the U. S. DOD and DOE complex. 1
