Salvage Timber Sales and Forest Health
Interest in salvaging timber has increased markedly since extensive forest fires in 1994. The focus is to use the dead and dying timber before it goes to waste and to increase the supply of Federal timber available to the wood products industry. Supporters also note that salvage sales are one tool that can be used to improve forest health. Critics counter that some dead and dying trees are necessary for healthy ecosystems, and that salvage sales are costly to the U.S. Treasury and to the environment. This report describes the concerns over forest health, and then examines the benefits, costs, and financial consequences of salvage timber sales.

The Rural Abandoned Mine Program - A Fact Sheet
The Rural Abandoned Mine Program (RAMP) was designed to restore agricultural land that has been disturbed by strip mining. The program is carried out by the Department of Agriculture's Natural Resources Conservation Service at a current cost of about $10 million per year--a modest share of total Federal abandoned surface mining reclamation efforts that currently exceed $110 million per year, and that has been higher in the past. Critics contend that the RAMP program is inefficient and duplicates other Federal and State reclamation activities. Proponents contend that the effort has been underfunded and thus unable to fulfill its goals and to realize potential efficiencies. With the efforts of the 104th Congress to cut Federal expenditures and programs, the RAMP program appears highly vulnerable to being cut or eliminated.

The Chip Mill Industry in the South
Chip mills turn trees into chips for paper, particle-boards, and exports. While the federal government does not collect data on a chip mill industry, chip production in the South has apparently been expanding. The timber supply appears sufficient to allow some increased harvests, but could be depleted by continued industrial expansion. The federal government does not directly regulate timber cutting but could become engaged if requirements of the Clean Water and Endangered Species Acts were triggered. The government also has export promotion programs and export tax incentives. Recently, concerns have been expressed to Congress about the possible effects of clear-cutting for chip exports on water quality and wildlife habitat. This report will not be updated.

North Korea: Policy Determinants, Alternative Outcomes, U.S. Policy Approaches
North Korea is undergoing a wrenching phase of adjustment to an uncertain post-Soviet world. Its government is reined in by two major constraints: fear that any political or economic reform would have the same fatal consequence for itself as it had for the former Soviet Union and other erstwhile allies; and fear that the United States, South Korea, and other "enemies" would stop at nothing to overthrow the communist regime of the North. The United States has a major stake in the outcome of North Korea's effort to deal with its daunting task.

Hong Kong's Transition to Chinese Rule: Issues, U.S. Interests, U.S. Options
Participants at a CRS seminar on Hong Kong's transition to Chinese rule generally agreed that there are now-- and are likely to be more--difficulties for U.S. interests as a result of PRC pressures on Hong Kong's political autonomy, rule of law and individual rights. PRC pressures and resistance in Hong Kong could also have negative effects on U.S. interests in Hong Kong's economic progress, although Hong Kong seems poised to continue to advance economically along with the rest of coastal China.

Bosnian Muslim-Croat Federation: Key to Peace in Bosnia?
The Federation of Bosnia and Hercegovina was established in March 1994, with U.S. mediation. It aims to unite areas held by the largely Bosniak (Muslim) pre-war republic government with areas held by Croats. The Bosnian peace agreement, signed in Dayton in November 1995, recognized the Federation and the Bosnian Serb Republika Srpska as two largely autonomous entities within a weak, but sovereign Bosnia and Hercegovina union. Real political, economic and military integration of Bosniak and Croat-held areas has been slow to materialize. The United States has played a key role in setting up the Federation and in efforts to make it viable. The long term viability of the Federation is open to question, however, due to continued mistrust between the two sides and significant differences in their perceived interests.

China: Pending Legislation in the 105th Congress
This report tracks pending human rights legislation, including bills concerning: prison conditions and prison labor exports (H.R. 2195, H.R. 2358); coercive abortion practices (H.R. 2570); China’s policies toward religion (H.R. 967, H.R. 2431); and more general human rights issues (H.R. 2095). Other bills concern Taiwan — in particular, Taiwan’s entry into the World Trade Organization (H.Res. 190) and the U.S. role in helping Taiwan with a theater missile defense system (H.R. 2386). Also, legislation is pending on China’s missile proliferation activities (H.Res. 188), Radio Free Asia broadcasting to China (H.R. 2232), China’s participation in multilateral institutions (H.R. 1712, H.R. 2605), and the activities of China’s military and intelligence services (H.R. 2647, H.R. 2190).

Hong Kong After Its Return to China: Implications for US Interests
Hong Kong's return to China on July 1, 1997, went surprisingly smoothly. In the ensuing months, policy analysts are trying to assess how the territory will fare in the longer run under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in recent years suggest Washington might be hesitant to do so.

China's Changing Conditions: Possible Implications for US Interests
This report discusses possible outcomes and implications for U.S. interests vary. For example, increasingly effective political administration and reform with continued successful economic modernization would be generally compatible with U.S. interests in greater economic opportunity, foreign policy cooperation, and political liberalization in China. Alternatively, Chinese administration, economic vitality, and internal cohesion could degenerate, limiting U.S. economic opportunities, challenging U.S. interests in stability in East Asia, but also diminishing potential threats from a strong China. Finally, China could develop formidable economic power while retaining authoritarian political control, with China emerging as a world power less interested in accommodating U.S. interests than in opposing them.

Treatment Technologies at Superfund Sites
The Comprehensive Environmental Response, Compensation. and Liability Act of 1980 (CERCLA), commonly known as Superfund, authorizes the Federal Government, through the Environmental Protection Agency (EPA), to clean up hazardous waste sites. There are currently about 1,200 sites on Superfund's National Priorities List, with remedial costs expected to be around $40 billion.

PILT (Payments in Lieu of Taxes): Somewhat Simplified
Under current federal law, local governments are compensated through various programs for losses to their tax bases due to the presence of most federally owned land. Some of these programs are run by specific agencies, and apply only to that agency's land. The most widely applicable program, while run by the Bureau of Land Management (BLM), applies to many types of federally owned land, and is called "Payments in Lieu of Taxes" or PILT. The level of payments is calculated under a complex formula.

Effects of Flat Taxes and Other Proposals on Housing: An Overview
Studies have estimated that some of these revisions would cause a decline in demand for houses and significant reduction in house prices--perhaps in excess of 15 percent. These studies, however, presumed a fixed supply of housing; even a limited supply response would greatly decrease predicted asset price effects. Supply response is likely to be large in the long run and not insignificant in the short run. Effects on housing demand might also be mitigated by increases in savings rates and lower interest rates. Thus, effects of the flat tax on housing prices are likely to be limited in the short run and very small in the long run. Rental housing demand, on the other hand, would be encouraged with a shift to a consumption tax base.
