A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO updated its previous reports on agencies' use of the Unified Agenda of Federal Regulatory and Deregulatory Actions to publish final rule notices, focusing on: (1) how many agencies had no Agenda entries that were characterized as Regulatory Flexibility Act (RFA) of 1980, section 610 reviews, whether agencies are interpreting the review requirements consistently, and why certain agencies that appeared subject to the requirements had no entries; (2) how many of the section 610 review entries in these Agendas appeared to meet the notification requirements in subsection 610(c); (3) if the section 610 review entries did not appear to meet the statutory requirements, why certain agencies' entries were characterized as section 610 reviews; and (4) whether any federal agencies had revised their section 610 review plans."

The panel believes that: (1) there should be changes to CAS' location, membership, and staffing; (2) there should be changes in CAS applicability thresholds; (3) Congress should provide contracting agencies with responsibility for contract administration related to CAS; and (4) an overall review of the CAS and its attendant requirements is warranted to judge whether the standards should be streamlined."

The testing of single shell tanks to determine breathing rates. Inert tracer gases helium, and sulfur hexafluoride will be injected into the tanks AX-103, BY-105, C-107 and U-103. Periodic samples will be taken over a three month interval to determine actual headspace breathing rates.

This document describes methods used, including sampling and analysis, to characterize hazardous chemical constituent in Tank Farms containerized solid waste.

No single methodology has been developed or universally accepted for determining the scope of an Environmental Impact Statement (EIS). Most typically, the scope is determined by first identifying actions and facilities to be analyzed. Yet, agencies sometimes complete an EIS, only to discover that the scope does not adequately address decisions that need to be made. Such discrepancies can often be traced to disconnects between the scoping process and the actual decision making that follows. A new tool, for use in a value engineering setting, provides an effective methodology for improving the EIS scoping process. Application of this tool is not limited to National Environmental Policy Act (NEPA) scoping efforts. This tool, could in fact, be used to map potential decision points for a range of diverse planning applications and exercises.

Production and decay (CP) asymmetries at {mu}{sup +}{mu}{sup {minus}} collider, in extensions of the Standard Model (SM) are reported. Production asymmetries appear to be very promising for a large range of parameters, decays are less effective. Importance of flavor- changing scalar currents involving the top are emphasized. At lepton colliders, the top-anticharm final state is uniquely suited for such searches. At a muon collider there is the novel possibility of tree level {mu}{sup +}{mu}{sup {minus}} {r_arrow} t{ovr c}. This talk is based on works done in collaboration with David Atwood and Laura Reina. 10 refs., 8 figs.

The QCD structure of the electroweak bosons is reviewed and the lepton structure function is defined and calculated. The leading order splitting functions of electron into quarks are extracted, showing an important contribution from {gamma}-Z interference. Leading logarithmic QCD evolution equations are constructed and solved in the asymptotic region where log{sup 2} behavior of the Parton densities is observed. Possible applications with clear manifestation of ``resolved`` photon and weak bosons are discussed. 8 refs., 3 figs.

To investigate transient binary nucleation, both qualitatively and quantitatively, we numerically solved the birth-death equations for vapor-to-liquid phase transitions. We found that in its early transient stages, binary nucleation rarely, if ever, occurs via the saddle point. Instead most binary systems pass through a temporary stage in which the region of maximum flux extends over a ridge on the free energy surface before reaching the state of saddle point nucleation. Both the number of particles formed and their composition may be affected, and this could be very important for nucleation in glasses and other condensed mixtures for which timescales are very long. In order to plan experiments, accurate estimates of the time lag are important. We therefore directly calculated the time lag for the saddle point flux using our numerical results and compared it with the available analytical predictions. Although the analytical results over-estimate the time lag by factors of 2-6, the numerical results followed the predicted analytical trends quite closely under most conditions.

Bonneville Power Administration`s (Bonneville) information resources include computer-related equipment, spare parts, and computer software. The objective of this audit was to determine whether Bonneville acquired and accounted for computer-related equipment properly. We found positive aspects in Bonneville`s management of computer-related equipment. However, improvements could be made in implementing credit card and property procedures. Specifically, we found that improvements were needed to (1) control credit card purchases, (2) ensure that equipment was tagged and included in property records, (3) maintain accountability over spare parts, and (4) identify unused equipment. As a result, about $90,000 of equipment was bought by personnel whose authority to purchase was not properly documented, and about $182,000 of purchases lacked supporting invoices. In addition, one maintenance support group had over $109,000 of spare parts shortages. Furthermore, Bonneville could have saved about $803,000 had unused equipment been redistributed within Bonneville or to other Federal and state agencies. Management concurred with the recommendations to improve internal controls.

The Petroleum Marketing Monthly provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the f.o.b. and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane.

To establish the accuracy and applicability of analytical expressions for the steady state rate of binary nucleation, we numerically solved the birth-death equations for the vapor-to-liquid transition. These calculations were performed using rate coefficients that are consistent with the principle of detailed balance and a new self-consistent form of the equilibrium distribution function for binary cluster concentrations. We found that the customary saddle point and growth path approximations are almost always valid and can fail only if the nucleating solution phase is significantly nonideal. For example, problems can arise when the vapor composition puts the system on the verge of partial liquid phase miscibility. When this occurs for comparable monomer impingement rates, nucleation still occurs through the saddle point, but the usual quadratic expansion for the cluster free energy is inadequate. When the two impingement rates differ significantly, however, the major particle flux may bypass the saddle point and cross a low ridge on the free energy surface. The dependence of the saddle point location on the gas phase composition is also important in initiating or terminating ridge crossing nucleation.

This work plan defines the process used to develop project definition for Waste Feed Delivery (WFD). Project definition provides the direction for development of definitive design media required for the ultimate implementation of operational processing hardware and software. Outlines for the major deliverables are attached as appendices. The implementation of hardware and software will accommodate requirements for safe retrieval and delivery of waste currently stored in Hanford`s underground storage tanks. Operations and maintenance ensure the availability of systems, structures, and components for current and future planned operations within the boundary of the Tank Waste Remediation System (TWRS) authorization basis.

The International Power Institute (IPI) held a meeting in Washington, DC, on July 30, 1997, to plan the future strategy and activities for IPI. This meeting was attended by the staff of the IPI, the Morehouse College Provost, Department of Energy officials and energy sector representatives. There were a total of 13 people attending this meeting that focused the country/regional focus of IPI and how best to achieve private sector participation in IPI activities. Based on the discussions held, it was decided that South Africa and Mexico would be the countries of initial principal focus for IPI, given the Institute`s staff`s expertise and the attractiveness of these markets for US investors in energy sector projects. In addition, the meeting concluded that the proposed fundraising program presented during the meeting should be revised and made more product oriented and other methods for private sector financing should be explored.

The purpose of this document is to outline the K Basins 30 ton crane qualification strategy for use in the Spent Nuclear Fuel Project fuel relocation campaign.
