Superfund Fact Book
The Superfund program is the principal federal effort for cleaning up inactive hazardous waste sites and protecting public health and the environment from releases of hazardous substances. The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) established the program, and the Superfund Amendments and Reauthorization Act of 1986 (SARA) amended it. This report is a compendium of data and other pertinent information about CERCIA and the Superfund program, followed by a glossary.

The Unfunded Mandate Reform Act of 1995 (S. 1; H.R. 5) responds to the concerns of many State and local officials with regard to costs placed upon them by "unfunded mandates." Generally, unfunded mandates are responsibilities or duties placed on one level of government by another without paying the costs of carrying out such responsibilities or duties.

Comparison of 501(c )(3) and 501(c )(4) Organizations
This paper briefly compares the differences between tax-exempt organizations described in Internal Revenue Code section 501(c)(3) and those described in section 501(c)(4). Although some organizations can qualify as either a 501(c)(3) or a 501(c)(4) organization, there are two outstanding differences between the two categories which may make one type of exemption more desirable than the other: deductibility of contributions and ability to lobby without significant limits.

Excise Taxes on Alcohol, Tobacco, and Gasoline: History and Inflation Adjusted Rates
This report provides inflation adjusted excise tax rates for alcohol, tobacco, and gasoline products. The base for computation is November 1951; the adjustments show what the tax rates would be if they had been increased to reflect inflation. All of the above cited commodities had rate increases effective for that date under the Revenue Act of 1951. Just as the Congress was prepared to lower excise tax rates because of peacetime conditions, plans had to be revised as a result of the start of the Korean War. Thus, the Revenue Act of 1951 was born out of revenue needs due to increased military expenditures.

Japan-U.S. Trade: The Structural Impediments Initiative
On May 25, 1989, President Bush proposed that the United States undertake the Structural Impediments Initiative (SII), a series of discussions with Japan to address certain fundamental Japanese economic policies and business practices that the United States claims impede U.S. exports and investments. The SII was, in part, a Bush Administration response to the stubborn U.S. trade deficit and other problems that have caused friction in the U.S. trading relationship with Japan. It was also a response to congressional pressure to deal more aggressively with Japanese unfair trade practices and to calls from critics to adopt a "managed" trade policy toward Japan.

Financial Services Trade with Japan
The 1995 U.S.-Japan Financial Services Agreement further liberalizes aspects of Japan's financial markets, particularly in asset management, corporate securities, cross-border financial services, and in providing greater transparency for administrative procedures. Implementation will have to be monitored, however, and some issues still remain unresolved.

Multilateral Agreement on Investment: Implications for the United States
Ministers of the 29 members of the Organization for Economic Cooperation and Development (OECD) have struggled since 1995 to negotiate a Multilateral Agreement on Investment (MAI). Negotiations on many aspects of a final agreement have progressed rapidly, but OECD members have been unable to resolve numerous thorny issues before the latest deadline set for the OECD Ministerial meeting in April 1998. U.S. negotiators have indicated that they will not sign the present agreement without significant changes and oppose establishing another deadline.

Africa: Trade and Development Initiatives by the Clinton Administration and Congress
In February 1997, the Clinton Administration submitted the second of five annual reports on the Administration's Comprehensive Trade and Development Policy for Africa as required by section 134 of the Uruguay Round Agreements Act (House Document 103-3415, Vol. 1.). On April 24, 1997, members of the African Trade and Investment Caucus introduced a bill, H.R. 1432, on U.S.-Africa trade and investment issues. In his State of the Union address in January 1998, President Clinton called on Congress to pass the trade legislation.
