Properties of a new average power Nd-doped phosphate laser glass

The Nd-doped phosphate laser glass described herein can withstand 2.3 times greater thermal loading without fracture, compared to APG-1 (commercially-available average-power glass from Schott Glass Technologies). The enhanced thermal loading capability is established on the basis of the intrinsic thermomechanical properties and by direct thermally-induced fracture experiments using Ar-ion laser heating of the samples. This Nd-doped phosphate glass (referred to as APG-t) is found to be characterized by a 29% lower gain cross section and a 25% longer low-concentration emission lifetime.

Validating the role of AFVs in voluntary mobile source emission reduction programs.

Late in 1997, EPA announced new allowances for voluntary emission control programs. As a result, the US Department of Energy's (DOE) Clean Cities and other metro areas that have made an ongoing commitment to increasing participation by alternative fuel vehicles (AFVs) in local fleets have the opportunity to estimate the magnitude and obtain emission reduction credit for following through on that commitment. Unexpectedly large reductions in key ozone precursor emissions in key locations and times of the day can be achieved per vehicle-mile by selecting specific light duty AFV offerings from original equipment manufacturers (OEMs) in lieu of their gasoline-fueled counterparts. Additional benefit accrues from the fact that evaporative emissions of non-methane hydrocarbons (generated in the case of CNG, LNG, and LPG by closed fuel-system AFV technology) can be essentially negligible. Upstream emissions from fuel storage and distribution with the airshed of interest are also reduced. This paper provides a justification and outlines a method for including AFVs in the mix of strategies to achieve local and regional improvements in ozone air quality, and for quantifying emission reduction credits. Physics results from polarized DIS.

We have extracted polarized nucleon distributions from recent data at CERN, SLAC and DESY. The flavor-dependent valence and sea quark spin distributions are determined for each experiment. We take into account possible differences in the up and down sea distributions, and assume that the strange sea contribution is suppressed by mass effects. Physics results determined from different experiments are compared, including higher order corrections.

The USNRC has initiated a project to determine if any of the likely revisions to traditional earthquake engineering practice are relevant to seismic design of the specialized structures, systems and components of nuclear power plants and of such significance to suggest that a change in design practice might be warranted. As part of the initial phase of this study, a literature survey was conducted on the recent changes in seismic design codes/standards, on-going activities of code-writing organizations/communities, and published documents on displacement-based design methods. This paper provides a summary of recent changes in building codes and on-going activities for future codes. It also discusses some technical issues for further consideration.

Fabrication and characterization of a porous-matrix oxide fibrous monoliths.

We have fabricated unidirectional fibrous monoliths based on dense ZrSiO{sub 4} cells that are surrounded by a porous, weak ZrSiO{sub 4} cell boundary phase. We coextruded a duplex filament, cut it to short lengths, bundled the lengths and packed them into an extruder, and then extruded a new filament. This filament was cut and packed into a bar die to produce test specimens. After heat treatment, the specimens were tested in four-point flexure and examined by scanning electron microscopy. Load-displacement curves were linear to failure, but some evidence of toughening was observed microscopically.

The excitation energies and spins of the yrast superdeformed band in {sup 191}Hg have been determined by analyzing the quasicontinuum spectrum connecting the superdeformed and normal-deformed states. The results from this analysis, combined with that given by one-step decay lines, give confident assignments of the spins and energies of the yrast superdeformed band in {sup 191}Hg.

Numerical simulation of MHD for electromagnetic edge dam in continuous casting.

A computer model was developed to predict eddy currents and fluid flows in molten steel. The model was verified by comparing predictions with experimental results of liquid-metal containment and fluid flow in electromagnetic (EM) edge dams (EMDs) designed at Inland Steel for twin-roll casting. The model can optimize the EMD design so it is suitable for application, and minimize expensive, time-consuming full-scale testing. Numerical simulation was performed by coupling a three-dimensional (3-D) finite-element EM code (ELEKTRA) and a 3-D finite-difference fluids code (CaPS-EM) to solve heat transfer, fluid flow, and turbulence transport in a casting process that involves EM fields. ELEKTRA is able to predict the eddy-current distribution and the electromagnetic forces in complex geometries. CaPS-EM is capable of modeling fluid flows with free surfaces. Results of the numerical simulation compared measurements obtained from a static test.

Flash photolysis-shock tube studies.

Following earlier investigations on the dissociation rates of halogen containing molecules, we studied the thermal decompositions of CHCl{sub 3} and CF{sub 3}Br. In addition, we measured the branching ratio and rate constants for the thermal decomposition of H{sub 2}CO. We studied three bimolecular rate processes: H + H{sub 2}CC0, CF{sub 3} + H{sub 2}, and H + CF{sub 3}H. Decomposition studies in reflected shock waves on three reactions were completed using atomic resonance absorption spectroscopic (ARAS) detection and/or the laser schlieren density gradient (LS) method.

The ALEXIS mission recovery (open access)

The ALEXIS mission recovery

The authors report the recovery of the ALEXIS small satellite mission. ALEXIS is a 113-kg satellite that carries an ultrasoft x-ray telescope array and a high-speed VHF receiver/digitizer (BLACKBEARD), supported by a miniature spacecraft bus. It was launched by a Pegasus booster on 1993 April 25, but a solar paddle was damaged during powered flight. Initial attempts to contact ALEXIS were unsuccessful. The satellite finally responded in June, and was soon brought under control. Because the magnetometer had failed, the rescue required the development of new attitude control-techniques. The telemetry system has performed nominally. They discuss the procedures used to recover the ALEXIS mission.

The growth of the oceanic boundary layer during the COARE intensive observational period: Large Eddy simulation results

A principal goal of the Tropical Ocean Global Atmosphere (TOGA) Coupled Ocean-Atmosphere Response Experiment (COARE) is to gain an understanding of the processes that control mixing in the upper 100 m of the western tropical Pacific warm pool. The warm pool is an important heat reservoir for the global ocean and is responsible for many of the observed climatic changes associated with El Nino/Southern Oscillation (ENSO) events. This water mass is highly sensitive to mixed-layer processes that are controlled by surface heat, salinity, and momentum fluxes. During most of the year, these fluxes are dominated by solar heating and occasional squalls that freshen the top of the mixed layer and force shallow mixing of about 10-20 m. From November to April, the usual weather pattern is frequently altered by westerly wind bursts that are forced by tropical cyclones and intraseasonal oscillations. These wind bursts generate a strong eastward surface current and can force mixing as deep as 100 m over a period of days. Observations from the intensive observation period (IOP) in COARE indicate that mixed-layer deepening is accompanied by strong turbulence dissipation at the mixed layer base. Material accountancy measurement techniques in dry-powdered processing of nuclear spent fuels.

The paper addresses the development of inductively coupled plasma-mass spectrometry (ICPMS), thermal ionization-mass spectrometry (TIMS), alpha-spectrometry, and gamma spectrometry techniques for in-line analysis of highly irradiated (18 to 64 GWD/T) PWR spent fuels in a dry-powdered processing cycle. The dry-powdered technique for direct elemental and isotopic accountancy assay measurements was implemented without the need for separation of the plutonium, uranium and fission product elements in the bulk powdered process. The analyses allow the determination of fuel burn-up based on the isotopic composition of neodymium and/or cesium. An objective of the program is to develop the ICPMS method for direct fissile nuclear materials accountancy in the dry-powdered processing of spent fuel. The ICPMS measurement system may be applied to the KAERI DUPIC (direct use of spent PWR fuel in CANDU reactors) experiment, and in a near-real-time mode for international safeguards verification and non-proliferation policy concerns.

Recent advances in fabrication of high-T{sub c} superconductors for electric power applications.

The U.S. Department of Energy (DOE) supports an applied superconductivity program entitled ''Superconductivity Program for Electric Power Systems.'' Activities within this program contribute to development of the high-temperature superconductor (HTS) technology needed for industry to proceed with the commercial development of electric power applications such as motors, generators, transformers, transmission cables, and current limiters. Research is conducted in three categories: wire development, systems technology development, and Superconductivity Partnership Initiative (SPI). Wire development activities are devoted to improving the critical current density (J{sub c}) of short-length HTS wires, whereas systems technology development focuses on fabrication of long-length wires, coils, and on magnets. The SPI activities are aimed at development of prototype products. Significant progress has been made in the development of (HTSs) for various applications: some applications have already made significant strides in the marketplace, while others are still in the developmental stages. For successful electric power applications, it is very important that the HTS be fabricated into long-length conductors that exhibit desired superconducting and mechanical properties. Several parameters of the PIT technique must be carefully controlled to obtain the desired properties. Long lengths of Bi-2223 tapes with respectable superconducting properties have been fabricated by a carefully designed thermomechanical treatment process. …

High angular resolution measurements of K shell x-ray emission created by electron channeling in the analytical electron microscope.

Since the original observations by Duncumb in 1962, a number of studies have been conducted on the effects of electron channel on characteristic x-ray emission and microanalysis. Most of the recent studies have concentrated upon using the phenomenon to perform site specific distributions of impurity elements in ordered compounds using the ALCHEMI methodology. Very few studies have attempted to accurately measure the effect as a function of orientation and compare these results to theories. In this study, two dimensional high angular resolution studies of channeling enhance x-ray emission were performed and herein the results are compared to theoretical calculations of Allen et al. All experimental measurements presented here were conducted on a Philips EM 420T analytical electron microscope. The instrument was operated in the TEM mode, at 120 kV using an LaB6 electron source. The characteristic x-ray emission was measured using an EDAX ultra thin window Si(Li) detector having a FWHM of {approximately}145 eV at Mn Km Nominal probe sizes used during the study were 200-500 nm with beam convergence half angle defined by the Condenser apertures. Formation of metal oxides by cathodic arc deposition

Metal oxide thin films are of interest for a number of applications. Cathodic arc deposition, an established, industrially applied technique for formation of nitrides (e.g. TiN), can also be used for metal oxide thin film formation. A cathodic arc plasma source with desired cathode material is operated in an oxygen atmosphere, and metal oxides of various stoichiometric composition can be formed on different substrates. We report here on a series of experiments on metal oxide formation by cathodic arc deposition for different applications. Black copper oxide has been deposited on ALS components to increase the radiative heat transfer between the parts. Various metal oxides such as tungsten oxide, niobium oxide, nickel oxide and vanadium oxide have been deposited on ITO glass to form electrochromic films for window applications. Tantalum oxide films are of interest for replacing polymer electrolytes. Optical waveguide structures can be formed by refractive index variation using oxide multilayers. We have synthesized multilayers of Al{sub 2}O{sub 3}/Y{sub 2}O{sub 3}/AI{sub 2}O{sub 3}/Si as possible basic structures for passive optoelectronic integrated circuits, and Al{sub 2-x}Er{sub x}O{sub 3} thin films with a variable Er concentration which is a potential component layer for the production of active optoelectronic integrated devices such as …

Top-up operation experience at APS.

The Advanced Photon Source (APS) is a 7-OeV, third-generation synchrotrons radiation source. To provide more stable beam for users, in September 1998 we began commissioning a new operating mode called ''top-up.'' In this mode, the beam current does not decay but is maintained at a high level using frequent injection, while photon shutters are open and photon beams are delivered to users. The hardware, software, and safety requirements for top-up will be reported. Safety issues related to injection with open photon shutters are covered in companion papers in this conference. Recent operational experience includes testing aspects of top-up injection and delivering beam to X-ray users for a few hours with fractional current stability of 10{sup {minus}3}. We expect to run several top-up operation shifts in Spring 1999. Issues of importance are orbit and emittance transients during the injection and scheduling of injection pulses for the convenience of users.

The safeguards inspection effort of the International Atomic Energy Agency consists of the efforts for the Physical Inventory Verifications to close the annual material balance, Interim Inventory Verifications, conducted mainly to satisfy the Timeliness Criteria, Flow Verifications to verify the transfer of material, and Containment and Surveillance activities, which help preserve continuity of knowledge concerning the material. Estimating the requiring overall future inspection effort under a variety of conditions is an important part of Agency planning. As exemplified by the sample results provides a straightforward means to analyze `What if` situations in safeguards implementation. It thereby permits managers and analysts to study future scenarios and their effect on human resources. It is planned to introduce into PAIR a direct capability for studying costs associated with these hypothetical changes in safeguards implementation. In this way PAIR could more easily assist the Safeguards Department in its current program of investigating new safeguards approaches.

Potential impacts of 316(B) regulatory controls on economics, electricity reliability, and the environment.

Nearly half of the US utility-owned steam electric generating capacity is cooled by once-through cooling systems. These plants withdraw cooling water primarily from surface water bodies. Section 316(b) of the Clean Water Act requires that the location, design, construction, and capacity of cooling water intake structures reflect the best technology available (BTA) for minimizing adverse environmental impacts. At present, the US Environmental Protection Agency (EPA) has not yet promulgated applicable implementing regulations governing intake structures; however, the Agency is required by a Consent Decree to develop such regulations. EPA has presented a draft tiered regulatory framework approach that, depending on site-specific factors, may impose various regulatory burdens on affected utilities. Potential new requirements could range from compiling and submitting existing data to demonstrate that existing conditions at each unit represent BTA to retrofitting plants with closed-cycle cooling systems (primarily cooling towers). If the final regulations require installation of cooling towers or implementation of other costly plant modifications, utilities may elect to close some generating units rather than invest the finds necessary to upgrade them to meet the Section 316(b) requirements. UNICORN: Misuse detection for UNICOS

An effective method for detecting computer misuse is the automatic auditing and analysis of on-line user activity. This activity is reflected in the system audit record, by changes in the vulnerability posture of the system configuration, and in other evidence found through active testing of the system. In 1989 we started developing an automatic misuse detection system for the Integrated Computing Network (ICN) at Los Alamos National Laboratory. Since 1990 this system has been operational, monitoring a variety of network systems and services. We call it the Network Anomaly Detection and Intrusion Reporter, or NADIR. During the last year and a half, we expanded NADIR to include processing of audit and activity records for the Cray UNICOS operating system. This new component is called the UNICOS Real-time NADIR, or UNICORN. UNICORN summarizes user activity and system configuration information in statistical profiles. In near real-time, it can compare current activity to historical profiles and test activity against expert rules that express our security policy and define improper or suspicious behavior. It reports suspicious behavior to security auditors and provides tools to aid in follow-up investigations. UNICORN is currently operational on four Crays in Los Alamos` main computing network, the ICN.

Microstructure evolution in low-temperature, ion-implanted Al{sub x}Ga{sub 1-x}As.

The accumulation of ion implantation damage in Al{sub x}Ga{sub 1{minus}x}As/GaAs heterostructures (0 {le} x {le} 0.85) at 77 K has been investigated by using a combination of RBS (at 77 K and 293 K) and TEM (at 293 K). Recovery, as seen by a decrease in the channeling yield, occurs on warming to room temperature unless the material has been driven amorphous or x {ge} 0.85. Depending on the implantation condition, the recovered structure consists of either planar defects or dislocation loops. Planar defects were also observed in alloys with x = 0.85, although they were confined to a narrow band that separated the amorphous from the crystalline material. By implanting with ions of different energy it was shown that amorphization can initiate within the layer away from the interfaces, showing that interfaces are not needed for amorphization. Implantations with 500 keV Krions were performed at 50 K in-situ in the Intermediate-Voltage Electron Microscope--Accelerator facility at Argonne National Laboratory. Planar defects were produced on warmup, showing that they are not necessary for amorphization. We propose that amorphization initiates because of an accumulation of damage and that the dependence of the amorphization dose on Al content is related to differences in …

Preserving Alaska's early Cold War legacy.

The US Air Force owns and operates numerous facilities that were constructed during the Cold War era. The end of the Cold War prompted many changes in the operation of these properties: missions changed, facilities were modified, and entire bases were closed or realigned. The widespread downsizing of the US military stimulated concern over the potential loss of properties that had acquired historical value in the context of the Cold War. In response, the US Department of Defense in 1991 initiated a broad effort to inventory properties of this era. US Air Force installations in Alaska were in the forefront of these evaluations because of the role of the Cold War in the state's development and history and the high interest on the part of the Alaska State Historic Preservation Officer (SHPO) in these properties. The 611th Air Support Group (611 ASG) owns many of Alaska's early Cold War properties, most were associated with strategic air defense. The 611 ASG determined that three systems it operates, which were all part of the integrated defense against Soviet nuclear strategic bomber threat, were eligible for the National Register of Historic Places (NRHP) and would require treatment as historic properties. Effects of stress waves on cells

Laser induced stress waves are being used in a variety of medical applications, including drug delivery and targeted tissue disruption. Stress waves can also be an undesirable side effect in laser procedures such as ophthalmology and angioplasty. Thus, a study of the effects of stress waves on a cellular level is useful. Thermoelastic stress waves were produced using a Q-switched frequency-doubled Nd:YAG laser (@.=532nm) with a pulse duration of 4 ns. The laser radiation was delivered to an absorbing media. A thermoelastic stress wave was produced in the absorbing media and propagated into plated cells. The energy per pulse delivered to a sample and the spot size were varied. Stress waves were quantified. We assayed for cell viability and damage using two methods. The laser parameters within which cells maintain viability were investigated and thresholds for cell damage were defined. A comparison of cell damage thresholds for different cell lines was made.

Observation of an elementary cuboctahedron of Xe nanocrystal in an Al matrix.

When a noble gas element such as Xe is implanted in an fcc metal matrix such as Al at room temperature, a fine dispersion of precipitates forms. The precipitates are elementary fcc crystals up to diameters of several nanometers (for Xe in Al, 8-10 rim), above which they are non-crystalline. The precipitates exhibit a cube-on-cube orientation relation with the matrices and have lattice parameters which are much larger than those of the matrices (a{sub Xe} = 1.5a{sub Al}). Thus the interphase interfaces are incommensurate though the lattices are isotactic. The precipitates assume the shape of matrix cavities; for an Al matrix, at equilibrium this is a cuboctahedron, a {r_brace}111{l_brace} octahedron truncated at the corners on {l_brace}100{r_brace}. Fig. 1 is a sketch of a dispersion of such cuboctahedra, viewed approximately along a {l_angle}110{r_angle}. For this study specimens were prepared in the HVEM-Tandem Facility at Argonne National Laboratory by implanting 35 keV Xe to a dose of 4x10{sup 19} m{sup {minus}2} into well-annealed 5N Al discs which had been thinned by jet electropolishing. Spring magnet films.

The properties of exchange-spring-coupled bilayer and superlattice films are highlighted for Sm-Co hard magnet and Fe or Co soft magnet layers. The hexagonal Sm-Co is grown via magnetron sputtering in a- and b-axis epitaxial orientations. In both cases the c-axis, in the film plane, is the easy axis of magnetization. Trends in coercivity with film thickness are established and related to the respective microstructure of the two orientations. The magnetization reversal process for the bilayers is examined by magnetometry and magneto-optical imaging, as well as by simulations that utilize a one-dimensional model to provide the spin configuration for each atomic layer. The Fe magnetization is pinned to that of the Sm-Co at the interface, and reversal proceeds via a progressive twisting of the Fe magnetization. The Fe demagnetization curves are reversible as expected for a spring magnet. Comparison of experiment and simulations indicates that the spring magnet behavior can be understood from the intrinsic properties of the hard and soft layers. Estimated are made of the ultimate gain in performance that can potentially be realized in this system.

It is presumed that inadequate spawning and rearing, habitat are limiting, factors to population abundance of spring chinook salmon. Therefore, the supplementation effort for spring chinook salmon is focused on introducing hatchery-raised smolts into the basin to compensate for the lack of spawning habitat. However, based on empirical evidence in the Yakima basin, hatchery-reared salmon have survived poorly compared to wild salmon. Therefore, the YFP has proposed to alter the optimal conventional treatment (OCT), which is the state-of-the-art hatchery rearing method, to a new innovative treatment (NIT). The NIT is intended to produce hatchery fish that mimic wild fish and thereby to enhance their survival over that of OCT fish. A limited application of the NIT (LNIT) has also been proposed to reduce the cost of applying the new treatment, yet retain the benefits of increased survival. This research was conducted to test whether the uncertainty using the experimental design was within the limits specified by the Planning Status Report (PSR).
