William Currie, Manager, Energy Systems Modernization Office, Battelle, Pacific Northwest Laboratories before The Senate Committee on Governmental Affairs, Washington, DC on February 18, 1992. He states It is a pleasure to have the opportunity to talk with this distinguished committee about energy conservation technologies and policies, especially as they relate to federal energy use and the commercialization of energy-efficiency technologies. Clearly, using energy more efficiently offers the potential for tremendous cost savings and environmental benefits in the United States and throughout the rest of the world. The challenge, especially with regard to the federal sector, is to lay the foundation for ensuring that the citizens of our nation realize the maximum savings and environmental benefit over the long run. This is the primary focus of my comments today.''

Investigations of charge-separation processes in metal complexes

The major thrust of the research has been the quantification of the excited states of inorganic complexes that display potential for mediating charge-separation processes. Investigations of copper(1) mixed-ligand complexes have been completed. Non-equilibrated emitting states have been assigned. Chemical tuning of the emission energy by modifying the basicity of the donor ligand on the metal has been achieved. Structure-property relationships have been defined for crystalline complexes of zinc containing both diimine and monothiol ligands. Correlation of the spectral shifts with the rotations of the thiol phenyl rings in different crystal phases has been shown by comparing with extended Huckel calculations and x-ray structures. Complexes of zinc containing diimine and dithiol ligands are shown to be polynuclear species. A trinuclear species can be forced to assume a binuclear structure by incorporating other non-coordinating ligands into the lattice. The transformation is accompanied by substantial photophysical changes. Syntheses and x-ray structure determinations of platinum(2) complexes containing diimine ligands only, both diimine and dithiol ligands, and dithiol ligands only have been completed. An unusual platinum(3) bis(dithiol) species has been obtained and its structure determined. Guidance for establishment and implementation of a national sample management program in support of EM environmental sampling and analysis activities

The role of the National Sample Management Program (NSMP) proposed by the Department of Energy`s Office of Environmental Management (EM) is to be a resource for EM programs and for local Field Sample Management Programs (FSMPs). It will be a source of information on sample analysis and data collection within the DOE complex. Therefore the NSMP`s primary role is to coordinate and function as a central repository for information collected from the FSMPs. An additional role of the NSMP is to monitor trends in data collected from the FSMPs over time and across sites and laboratories. Tracking these trends will allow identification of potential problems in the sampling and analysis process.

Coupling correction using closed orbit measurements

The authors describe a coupling correction scheme they have developed and used to successfully reduce the vertical emittance of the NSLS X-Ray ring by a factor of 6 to below 2 A. This gives a vertical to horizontal emittance ratio of less than 0.2%. They find the strengths of 17 skew quadrupoles to simultaneously minimize the vertical dispersion and the coupling. As a measure of coupling they utilize the shift in vertical closed orbit resulting from a change in strength of a horizontal steering magnet. Experimental measurements confirm the reduced emittance.

Tomographic data developed using the ABEM RAMAC borehole radar system at the Mixed Waste Landfill Integrated Demonstration

The ABEM RAMAC borehole radar system was run as part of the Mixed Waste Landfill Integrated Demonstration for Sandia National Laboratories at Kirtland AFB. Tomograms were created between three test boreholes-UCAP No. 1, UCAP No. 2, and UCAP No. 3. These tomograms clearly delineate areas of amplitude attenuation and residual time of arrival or slowness differences. Plots for slowness were made using both the maximum and minimum of the first arrival pulse. The data demonstrates that the ABEM RAMAC 60-MHz pulse sampling radar system can be used to collect usable data in a highly conductive environment.

In July 1991, Superior I.D. Tube Cleaners, Inc. (SIDTEC{trademark}) received a grant through the Department of Energy and the Energy Related Invention Program to conduct a long term demonstration of a proprietary technology for on-line mechanical condenser tube cleaning in thermal Power plants on open or once-through cooling water systems where the warmed condenser cooling water is discharged through a canal. The purpose of the demonstration was to confirm and establish the use of this mechanical method as an alternative to the application of chemical biocides in condenser cooling water for the control of biofouling, the growth of micro-organisms which can reduce a unit`s operating efficiency. The SIDTEC on-line mechanical tube cleaner, the Rocket{trademark}, is used to physically remove accumulated deposits on the water side of the main steam condenser, and the non-intrusive tube cleaner recovery system, the Skimmer{trademark}, is used to recover and recirculate tube cleaners. The periodic circulation of tube cleaners can maintain optimum condenser cleanliness and improve unit heat rate. Thermal power plants which discharge condenser cooling water through a canal now have a viable alternative to the chemical treatment of condenser cooling water, whether the principal foulant is biofouling, chemical scaling, silting, or a combination of …

Scaling of pressurized fluidized beds. Quarterly report, October 1993--January 1994

Detailed analyses of the Tidd bed material were completed; parameters such as particle density, sphericity, average particle diameter, and size distribution were measured. The solid-to-gas density ratio (P{sub s}/P{sub f}) must be matched between the hot and the cold bed to achieve similarity. The Tidd bed material has a density of 2513 kg /m{sub 3}. The gas density in the combustor is approximately 3.48 kg /m{sup 3} (1550{degrees}F, 11 atm) giving a hot-bed density ratio of 722. Thus the cold bed, which will operate using ambient air, requires a bed material with a density of approximately 853 kg/m{sup 3}. Linear low-density polyethylene has a density close to that required by the scaling laws (P{sub s} = 918 kg/m{sup 3}) and is commercially available in granular form. Similar analyses to those performed on the Tidd bed material were completed on samples of granular polyethylene. The scaling laws also require that the ratio of superficial gas velocity to minimum fluidization velocity (u{sub o}/u{sub mf}) be matched between the hot and the cold beds. It is not possible to measure u{sub mf} in the Tidd combustor directly; therefore a method had to be found to calculate it. Minimum fluidization velocity measurements were made …

This project is a major step in the Department of Energy`s program to show that ultra-clean coal-water slurry fuel (CWF) can be produced from selected coals and that this premium fuel will be a cost-effective replacement for oil and natural gas now fueling some of the industrial and utility boilers in the United States. The replacement of oil and gas with CWF can only be realized if retrofit costs are kept to a minimum and retrofit boiler emissions meet national goals for clean air. These concerns establish the specifications for maximum ash and sulfur levels and combustion properties of the CWF. The project has three major objectives: The primary objective is to develop the design base for prototype commercial advanced fine coal cleaning facilities capable of producing ultra-clean coals suitable for conversion to coal-water slurry fuel for premium fuel applications. The fine coal cleaning technologies are advanced column flotation and selective agglomeration. The purpose of the grant was to provide support to enable us to: (1) perform legal and empirical research and critically analyze DNA banking and DNA databanking as those activities are conducted by state forensic laboratories, the military, academic researchers, and commercial enterprises; and (2) develop a broadcast quality educational videotape for viewing by the general public about DNA technology and the privacy and related issues that it raises. Sediment and process water characterization in support of 300 Area North Process Pond physical soil washing test

The sediments in the 300 Area North Process Pond are being considered for clean-up using soil washing processes. Prior to site clean-up several preliminary pilot-scale physical washing campaigns were performed by Westinghouse Hanford Company (WHC) staff in the summer of 1993. WHC used equipment that was obtained from the US Environmental Protection Agency. Specific details are found in the 300-FF-1 Physical Separations CERCLA Treatability Test Plan. Physical soil washing includes separation and proper containment of the contaminant-rich fines and residual liquid effluent and release of the coarse ``clean`` fraction, should it meet minimum performance levels for residual contaminant concentration to the site being cleaned. A goal of the demonstration is to concentrate the contaminants into {le}10% of the soil volume excavated and, therefore, to release {ge}90% of the soil back to the site as clean soil. To support interpretation of the WHC soil washing treatability study, PNL performed some sediment and process water characterization on samples taken during three major and one small campaign. This report documents particle-size distributions in various field washed piles, and chemical and gama emitting radionuclide contents as a function of particle-size distribution for the field washed sediments and contents in the spent process water. Nuclear spectroscopic studies. Progress report

The Nuclear Physics group at UTK is involved in heavy-ion physics including both nuclear structure and reaction mechanisms. During the last year experimental work has been in 3 broad areas: structure of nuclei at high angular momentum, structure of nuclei far from stability, and ultra-relativistic heavy-ion physics. Results in these areas are described in this document under: properties of high-spin states, study of low-energy levels of nuclei far from stability, and high-energy heavy-ion physics (PHENIX, etc.). Another important component of the work is theoretical interpretation of experimental results (Joint Institute for Heavy Ion Research).

W-026, transuranic waste restricted waste management (TRU RWM) glovebox operational test report

The TRU Waste/Restricted Waste Management (LLW/PWNP) Glovebox 401 is designed to accept and process waste from the Transuranic Process Glovebox 302. Waste is transferred to the glovebox via the Drath and Schraeder Bagless Transfer Port (DO-07401) on a transfer stand. The stand is removed with a hoist and the operator inspects the waste (with the aid of the Sampling and Treatment Director) to determine a course of action for each item. The waste is separated into compliant and non compliant. One Trip Port DO-07402A is designated as ``Compliant``and One Trip Port DO-07402B is designated as ``Non Compliant``. As the processing (inspection, bar coding, sampling and treatment) of the transferred items takes place, residue is placed in the appropriate One Trip port. The status of the waste items is tracked by the Data Management System (DMS) via the Plant Control System (PCS) barcode interface. As an item is moved for sampling or storage or it`s state altered by treatment, the Operator will track an items location using a portable barcode reader and entry any required data on the DMS console. The Operational Test Procedure (OTP) will perform evolutions (described here) using the Plant Operating Procedures (POP) in order to verify that …

Stapp`S Quantum Dualism: The James/Heisenberg Model of Consciousness

Henry Stapp attempts to resolve the Cartesian dilemma by introducing what the author would characterize as an ontological dualism between mind and matter. His model for mind comes from William James` description of conscious events and for matter from Werner Heisenberg`s ontological model for quantum events (wave function collapse). His demonstration of the isomorphism between the two types of events is successful, but in the author`s opinion fails to establish a monistic, scientific theory. The author traces Stapp`s failure to his adamant rejection of arbitrariness, or `randomness`. This makes it impossible for him (or for Bohr and Pauli before him) to understand the power of Darwin`s explanation of biology, let along the triumphs of modern `neo-Darwinism`. The author notes that the point at issue is a modern version of the unresolved opposition between Leucippus and Democritus on one side and Epicurus on the other. Stapp`s views are contrasted with recent discussions of consciousness by two eminent biologists: Crick and Edelman. They locate the problem firmly in the context of natural selection on the surface of the earth. Their approaches provide a sound basis for further scientific work.
