Legislative proposals to privatize the United States Enrichment Corporation (USEC) were introduced in the House (H.R. 1216) and Senate (S. 755) in the 104th Congress. The bills, as amended, were included in the budget reconciliation bill (H.R. 2491). It was cleared by the House and the Senate on November 17, but vetoed by the President on December 6, 1995. A substitute bill for S. 755 was introduced on January 26, 1996, by Senator Murkowski. The Murkowski substitute was included in H.R. 3019, the Balanced Budget Downpayment Act II. The conference report for H.R. 3019 was passed by the House and Senate on April 25, 1996, and was signed by President Clinton (P.L. 104-134) on April 26, 1996.

Nationwide permits of the U.S Army Corps of Engineers authorize certain types of projects in wetlands and other waters and are a key means of minimizing the regulatory burden on landowners This report discusses the nationwide permits reissued in 1996, focusing on one of the most controversial permits (number 26), and a July 1998 proposal to modify nationwide permit 26 further. The revised permits and a federal court decision that invalidated certain Corps' regulations could be impetus for congressional activity. This report will be updated as developments warrant. The progress of the Reduced Enrichment Research and Test Reactor (RERTR) Program since its inception in 1978 is described. A brief summary of the results which the RERTR Program had achieved by the end of 1996 in collaboration with its many international partners is followed by a detailed review of the major events, findings, and activities of 1997. Significant progress has been made during the past year. In the area of U.S. acceptance of spent fuel from foreign research reactors, several shipments have taken place and additional are being planned. Intense fuel development activities are in progress, including procurement of equipment, screening of candidate materials, and production of microplates. Irradiation of the first series of microplates began in August 1997 in the Advanced Test Reactor, in Idaho. Progress has been made in the Russian RERTR program, which aims to develop and demonstrate within five years the technical means needed to convert Russian-supplied research reactors to LEU fuels. The study of an alternative LEU core for the FRM-II design has been extended to address, with favorable results, controversial performance issues which were raised at last year's meeting. A phase II study has been initiated to investigate surfactant-assisted coal liquefaction, with the objective of quantifying the enhancement in liquid yields and product quality. This report covers the sixth quarter of work. The major accomplishments were (1) Completion of the distillation of the liquid product from coal liquefaction autoclave reactor runs with Illinois No. 6 coal at 400{degree}C, with and without surfactant and/or catalyst at pressures of 1700 psig, (2) Batch autoclave runs at 375 and 400{degree}C with 1 wt % lignin to Illinois No. 6 coal to further define the surfactant effect of sodium lignosulfonate, and (3) a preliminary economic evaluation of the application of the lignosulfonate surfactant in an industrial liquefaction process and a proposed conceptual plant design.

Two independent high-resolution moisture-sensing techniques, x-ray absorption and light transmission, have been developed for use in two-dimensional, thin-slab experimental systems. The techniques yield full-field measurement capabilities with exceptional resolution of moisture content in time and space. These techniques represent powerful tools for the experimentalist to investigate processes governing unsaturated flow and transport through fractured and nonfractured porous media. Evaluation of these techniques has been accomplished by direct comparison of data obtained by means of the x-ray and light techniques as well as comparison with data collected by gravimetric and gamma-ray densitometry techniques. Results show excellent agreement between data collected by the four moisture-content measurement techniques. This program was established to support the Yucca Mountain Site Characterization Project.

A formal design review for WHC-S-0040 was held on January 21, 1993. The review was completed January 29, 1993. No outstanding action items existed. Comments were recorded on Record Comment Record (RCR) forms and incorporated into the specification. The specification was considered acceptable, approved and issued as WHC-S-0040, Rev. 0 on March 4, 1993.

The technical feasibility of separating mineral matter and pyrite from coal as it is transported from pulverizers to burners in pulverized coal combustion units will be examined. The charge imparted on coal during pulverization and transport to pulverized coal (PC) burners in a utility boiler will be quantified. In addition to field charge measurements, an existing computational model will be extended to numerically simulate charged particle motion in a turbulent gas through an electric field. Results from the field tests and numerical modeling will be employed in design and construction of a laboratory scale pulverizer/classifier. This laboratory unit will be used to quantify the magnitude and differential charge imparted on bituminous and subbituminous coals during pulverization and classification at temperatures and with gaseous constituents typical to utility PC units. An electrostatic separator, designed for in-line operation between pulverizers and PC boilers, will be used to clean prepulverized coals. Theoretical and experimental data are to be used in preparing a preliminary design for a full-scale, (15 ton/hr) in-line, electrostatic coal cleaning device. Finally, the economic potential for application to PC units will be assessed.
