Retrieval of 5-lb splits of -1/4 inch coal from designated 30-gallon drums was completed. Preparation and analysis of these samples for the second yearly quality evaluation is in progress. After consultation with the DOE Project Manager, two replacement samples were collected. These are the first of the series which will be stored in foil laminate bags. Both of these samples were placed in 30 gallon steel drums lined with polyethylene bags at the mine site. They were equipped with lid gaskets made from Tygon tubing, and 1/4 in. metal tubing fittings to purge and pressurize the drum with argon.

Short wavelength chemical laser demonstration based on N({sup 2}D) chemistry. Final technical report

The overall goal of this project was to demonstrate lasing on the NCl(b{yields}x) transition at 665 nm. Our scheme is based on chemical production of excited nitrogen atoms in the {sup 2}D metastable state and subsequent reaction of N({sup 2}D) with Cl{sub 2} to produce NCl(b). Our intermediate objectives were: (1) demonstrate chemical generation of N({sup 2}D), (2) identify and measure rate constants important to the chemical scheme, and (3) demonstrate production of NCl(b) from the N({sup 2}D) + Cl{sub 2} reaction. The program results and accomplishments are summarized in this report.

A method for characterizing volcanic ash

The development of an automated program for characterization of particles using a scanning electron microscope (SEM) with an energy dispersive X-ray detector (EDS) has greatly reduced the time required for analysis of particulate samples. The SEM system provides a digital representation of all particles scanned such that further measurement of the size, shape, and area are a product of image processing. The EDS and associated software provides information as to the particles' chemical composition. The data obtained from the SEM by this method are reduced by computer to obtain distribution graphs for size, density, shape, and mineralogy. These SEM results have been tested by comparisons with results obtained by traditional optical microscopy, which supports the results and provide details concerning crystallinity and glass content. This method was applied to the ash that damaged the engines from the KLM 747 flight of December 15, 1989 while encountering the ash cloud from Redoubt Volcano. The sample was collected from the pitot-static system and had not been exposed to any engine parts that might have changed its characteristics. The sample analysis presented here demonstrates the capabilities and information obtainable from out automated SEM technique. 5 refs., 7 figs., 3 tabs.

Japan-U.S. Relations: U.S. Officials' Attitudes on the Eve of the Clinton Administration

The U.S. officials interviewed for this study see little chance of an immediate improvement in U.S. relations with Japan over the next year. Trends in the United States and Japan in recent years have led to deepening U.S. frustrations, especially over economic issues. These developments have combined with fundamental changes (notably the collapse of the USSR) affecting U.S.-Japanese political-military ties to lead many U.S. officials to question the allocation of costs and benefits in the U.S.-Japan relationship and to press for arrangements that will alter the allocation in the interests of the United States. U.S. officials assume that their Japanese counterparts are undertaking similar reassessments.

Empirical Observations on the Unpredictable Behavior of Nuclear Matter

While many aspects of matter are unpredictable from basic principles, there are some that are susceptible to empirical descriptions which can be quite accurate and beautiful. One such example from the field of ``Nuclear Matter Under Extreme Conditions`` is the distribution of the number of particles produced, or alternatively, of the energy carried by these particles, in energetic collisions of atomic nuclei. The present work consists of a series of published scientific papers on measurements of the distribution of particles produced, or the energy carried by these particles, in collisions of various nuclei, spanning more than a decade of research. Due to the unpredictability of the theory, the work includes empirical studies of the regularity of the measured distributions from which significant knowledge is gained. The aesthetics of this subject derives from the physical beauty of the measured curves, the characteristic changes of shape with different species of nuclei, and the deep understanding obtained by the use of a simple and elegant mathematical function to describe the data.

EPICS release 3.11 is now ready for user testing. A person who wants to set up a simplified application environment to boot an IOC and create databases using R3.11 should follow the directions in Appendix B, page 27, of the EPICS Source/Release Control Manual, Sept. 20, 1993. The R3.11 EPICS path at ANL/APS is /net/phebos/epics/R3.11 so the command to get the new release is /net/phebos/epics/R3.11/Unix/share/bin/getrel /net/phebos/epics/R3.11. An existing R3.8 short form report can be copied to this new directory and used to create a database. ANL/APS is currently testing an Application Developers Source/Release control system. It is not yet ready for general distribution. Attached are the EPICS R3.11 release notes.

This document provides a discussion of the technical progress on DOE/PETC project number DE-AC22-92PC91338, {open_quotes}High Efficiency SQ Removal Testing{close_quotes}, for the time period 1 October through 31 December 1993. The project involves testing at six full-scale utility flue gas desulfurization (FGD) systems to evaluate low capital cost upgrades that may allow these systems to achieve up to 98% SO{sub 2} removal efficiency. The upgrades to be evaluated mostly involve using additives in the FGD systems. The {open_quotes}base{close_quotes} project involved testing at the Tampa Electric Company Big Bend station. All five potential options to the base program have been exercised by DOE, involving testing at the Hoosier Energy Merom Station (Option 1), the Southwestern Electric Power Company Pirkey Station (Option 11), the PSI Energy Gibson Station (Option III), the Duquesne Light Elrama Station (Option IV) and the New York State Electric and Gas Company Kintigh Station (Option V). As of December 1993, testing has been completed for the base project and for Options I and II, has begun but is only partly completed for Options III and IV, and has not yet begun for Option V. The general objectives are to (1) to identify and develop gelled polymer systems which have potential to improve reservoir conformance of fluid displacement processes, (2) to determine the performance of these systems in bulk and in porous media, and (3) to develop methods to predict the capability of these systems to recover oil from petroleum reservoirs. This work focuses on three types of gel systems -- an aqueous polysaccharide (KUSP1) system that gels as a function of pH, the chromium(III)-polyacrylamide system and the aluminum citrate-polyacrylamide system. Laboratory research is directed at the fundamental understanding of the physics and chemistry of the gelation process in bulk form and in porous media. This knowledge will be used to develop conceptual and mathematical models of the gelation process. Mathematical models will then be extended to predict the performance of gelled polymer treatments in oil reservoirs. Results to date are summarized.

The objective for this research is to optimize the design and operation of the bench scale batch reactor (STBR) for coat liquefaction at short contact times (0.01 to 10 minutes). This reactor is simple and low enough in cost to serve as a suitable replacement for the traditional tubing-bomb reactors for coal liquefaction and other high-pressure, high-temperature reaction studies. The details of the reactor system are shown in Figure 2. The heating bath used is a Techne IFB-52 industrial fluidized sand bath, which maintains a reaction temperature of {plus_minus}2{degrees}C. The 30 cm{sup 3} reactor is capable of containing up to 17 MPa (2500 psi) pressure at temperatures up to 550{degrees}C. The tubing used for preheater and precooler was 1/4in. 316 stainless steel with wall thickness of 0.035in. The lengths of the preheater and precooler are selected based on the particular process being studied. Since a gas (e.g. hydrogen or nitrogen) is bubbled through the reaction mixture under pressure and out through a letdown valve, a small water cooled condenser above the reactor before the let-down valve is added to avoid loss of solvent or other low boiling components. Summary of FEA calculations of STAR support rings

Several FEA analyses of the STAR EM support rings have been performed. The original design was a continuous ring with a ``C`` channel cross section. These rings were 2-3/4 inch thick with the center rings being only 1-3/4 inch thick. Based on the early analysis of these rings, it was determined that a continuous ring with a solid cross section should be used. A thermal and mechanical analysis of both cross sections was performed. Because of symmetry, only half of the rings were modeled. The gravity load of the EM was applied to the ring by a rigid bar that extended radially from the location of the Thompson rails on the ring to the center of gravity of the EM module. In this paper the authors will first describe the analysis of the rings with the ``C`` channel cross section. The mechanical and thermal analysis of the thick 2-3/4 inch ring will be described, followed by the mechanical and thermal analysis of the thinner 1-3/4 inch ring. X-ray spectroscopy of xenon. Final report

A high-resolution x-ray spectrometer was constructed and fielded at the National Laser Users Facility at the Laboratory for Laser Energetics, University of Rochester. The spectrometer was attached to a streak camera and time-resolved x-ray spectra recorded. The targets were irradiated by the 24-beam Omega laser and consisted of CH microballoons filled with DD, argon, and xenon. The x-ray spectral lines from Ar and Xe were used to determine the plasma properties of the compressed core region.

Beneficial reuse of US DOE Radioactive scrap metal

The US Department of Energy (DOE) has more than 2.5 million tons of radioactive scrap metal (RSM) that is either in inventory or expected to be generated over the next 25 years as major facilities within the weapons complex are decommissioned. Since much of this metal cannot be decontaminated easily, past practice has been to either retain this material in inventory or ship it to DOE disposal sites for burial. In an attempt to conserve natural resources and to avoid burial of this material at DOE disposal sites, options are now being explored to ``beneficially reuse`` this material. Under the beneficial reuse concept, RSM that cannot be decontaminated and free released is used in applications where the inherent contamination is not a detriment to its end use. This paper describes initiatives currently in progress in the United States that support the DOE beneficial reuse concept.

An aquifer test agreement between the US Department of Energy (USDOE) and the US Geological Survey (USGS) was set up to log and measure the aquifer response in two observation wells, IB and 4C at the Hallam Nuclear Facility, Hallam, Nebraska. Observation wells 1B and 4C are owned by the USDOE and were installed by HWS Technologies Inc. of Lincoln, Nebraska, in June 1993. These observation wells were measured monthly from September 1993 to August 1994 by using a graduated steel tape. The accuracy of these water-level measurements is approximately {plus_minus}0.02 foot. Also well 1B contained a submersible pressure transducer to record hourly water-level data during this same period. During access of the wells, personnel wear clean disposable latex gloves, a hard hat, and safety glasses. Directly following each measurement the steel-tape was rinsed with deionized water and the effluent was disposed of in a 55-gallon drum. For the aquifer tests, observation wells 1B and 4C had submersible pressure transducers installed to monitor water-level responses. These pressure transducers were connected to an electronic data logger (edl) to record the water levels, atmospheric pressure from a barometric pressure gauge, and rainfall data from a tipping-bucket rain gauge. EUV lithography cost of ownership analysis

The cost of fabricating state-of-the-art integrated circuits (ICs) has been increasing and it will likely be economic rather than technical factors that ultimately limit the progress of ICs toward smaller devices. It is estimated that lithography currently accounts for approximately one-third the total cost of fabricating modem ICs({sup 1}). It is expected that this factor will be fairly stable for the forseeable future, and as a result, any lithographic process must be cost-effective before it can be considered for production. Additionally, the capital equipment cost for a new fabrication facility is growing at an exponential rate (2); it will soon require a multibillion dollar investment in capital equipment alone to build a manufacturing facility. In this regard, it is vital that any advanced lithography candidate justify itself on the basis of cost effectiveness. EUV lithography is no exception and close attention to issues of wafer fabrication costs have been a hallmark of its early history. To date, two prior cost analyses have been conducted for EUV lithography (formerly called {open_quotes}Soft X-ray Projection Lithography{close_quotes}). EUV reticle pattern repair experiments using 10 KeV neon ions

Any potential lithography must demonstrate an industrially-compatable reticle pattern repair process before the lithographic process can be seriously considered for production. Repair of clear defects on ELTV reticles (i.e., regions on the mask which are reflective and should be non-reflective) requires the deposition of a thin layer of absorbing material. This process has been demonstrated in commercially available tools which were originally developed to repair proximity-print x-ray lithography masks. However, the repair of opaque defects (i.e., the recovery of reflectivity from regions on the reticle covered with an absorber) is more difficult. Opaque defect repair requires the removal of the absorber layer without damaging the underlying multilayer, a process which could degrade the mirror reflectivity. While opaque defect repair processes have been demonstrated in a research environment these processes may not be commercially suitable. We are developing reticle repair processes that will be consistent with a commercially available repair tool. In this paper, we report on our first results.
