Steel jaw leghold traps are used in 47 States in the United States to capture furbearing animals (Florida and Rhode Island have prohibited use except with special permit for nuisance animals, and New Jersey has banned all uses). In addition to use by the fur industry, these traps are employed by State agencies in game management (e.g., to control predators and diseases). The leghold trap issue pits animal welfare groups opposed to the pain and suffering of trapped animals against supporters of the trap who maintain that alternatives are not cost effective and/or efficient.

The Clinton Administration and the 103rd Congress are in the early stages of a major review of U.S. trade, international and security relations with Japan, the principal U.S. ally and trading partner in Asia. A number of recent developments have raised tensions in this mutually beneficial relationship, which is still characterized by deepening economic interdependence and close political and security cooperation. These include the end of the Cold War, which has eliminated a common military threat; the recent renewed rise in Japan's trade surplus after several years of decline; and increasing international assertiveness by Japan, sometimes in conflict with U.S. policy.

Japan's global current account surplus is expected to reach $150 billion in 1993, up substantially from a modest $36 billion in 1990. The movement of Japan's current account surplus in this period is, perhaps, more dramatic as a share of GDP, going from a substantial 3.6 percent in 1987, down to a modest 1.2 percent in 1990, and up again to about 3.1 percent in 1992. Japan's growing surplus is criticized as a consequence of that country's barriers to trade, and as a drag on the economic recovery of the world economy.

For at least 15 years Members of Congress have continued to ask: How many U.S. manufacturing plants have closed? For at least 15 years they have continued to ask: How many U.S. manufacturing plants have relocated abroad, and where have they gone? For at least 15 years the answer has been: For the most part, those questions can't be answered, based on Government data. How many plants are moving to Mexico? What industries and what States are the plants from? How many U.S. workers are losing their jobs as a result? It appears that still, after two legislative attempts to mandate collection of these data, the Government publishes no counts of U.S. plant closings, and almost no information on plant relocations. Options for strengthening the data systems include addressing three main weaknesses: inadequate data program design, a plant closing definition that misses its mark, and publication of partial instead of complete survey results.

There are ten categories of courts (including the local courts of the District of Columbia) to which the President nominates judges. The report provides background and statistics concerning President Bush's judicial nominations in each court category as well as actions taken on those nominations by the United States Senate. Each of the report's ten sections discusses the composition and jurisdiction of the court in question and notes the committee to which nominations to this court were referred when received by the Senate. Also, statistics on judicial nominations received by the Senate during the four years of the Bush Presidency are presented.

Limited possibilities exist for new hydrocarbon exploration regimes in the Pacific Northwest. Extensive geophysical studies have been used to outline a proposed sedimentary basin hidden beneath volcanic rocks of the Cascades region of southwestern Washington (Stanley et. al, 1992, AAPG Bull. 76, 1569-1585). Electrical geophysical imaging using the magnetotelluric (MT) method first detected thick, electrically conductive sequences believed to represent late Cretaceous to Oligocene marine sedimentary rocks. The conductive section occurs at depths from about 1 km to 10 km in the area west of a line between Mt. Rainier and Mt. Adams, extending westward to a line between Mt. St. Helens and just west of Morton, WA. The conductive rocks reaches thicknesses as great as 10 km. The anomalous rocks appear to be very near the surface in the axis of anticlines that bring Eocene marine shales to shallow depths. Careful consideration of physical properties and the correspondence of the morphology of the units to known fold sets suggests that the high conductivities are related to lithologic/stratigraphic units rather than to variations in physical properties. A separation device employing a gas separation filter and swirler vanes for separating gas from a gas-liquid mixture is provided. The cylindrical filter uses the principle that surface tension in the filter pores prevents gas bubbles from passing through; the gas collects in the interior of the filter to form larger bubbles in the center of the device. The device is suited for microgravity since the swirlers induce a centrifugal force which forces liquid from the inner region through the pores and the device outlet while the entrained gas is trapped by the filter. The device includes a cylindrical gas storage screen enclosed by the filter. The screen has pores larger than those of the filters. The screen prevents larger bubbles that have been formed from reaching and interfering with the pores of the filter. The device is initially filled with a gas other than that which is to be separated; this results in separation of the gas even before gas bubbles are present in the mixture. Initially filling the device with the dissimilar gas and preventing the gas from escaping before operation can be accomplished by sealing the dissimilar gas in the inner region with a ruptured disc which …

This report addresses the coupling and alignment of the PHENIX experiment solenoid in RHIC.

During the first year of the grant, we participated in three WOCE expeditions (a total of 152 days at sea) in the South Pacific Ocean, and the field phase of the proposed investigation has been successfully completed. The total CO[sub 2] concentration and pCO[sub 2] were determined at sea in 4419 water samples collected at 422 stations. On the basis of the shipboard analyses of SIO Reference Solutions for CO, and a comparison with the results of previous expeditions, the overall precision of our total CO[sub 2] determinations is estimated to be about [plus minus]2 uM/kg. The deep water data indicate that there is a CO[sub 2] maximum centered about 2600 meters deep. This appears to represent a southward return flow from the North Pacific. The magnitude and distribution of the CO, maximum observed along the 135.0[degrees]W meridian differ from those observed along the 150.5[degrees]W meridian due to Tuamotu Archipelago, a topographic high which interferes with the southward return flow. The surface water pCO[sub 2] data indicate that the South Pacific sub-tropical gyre water located between about 15[degrees]S and 50[degrees]S is a sink for atmospheric CO[sub 2].

This advanced combustion system research program is for the development of innovative coal-fired process heaters which can be used for high temperature melting, smelting and waste vitrification processes. The process heater concepts to be developed are based on advanced glass melting and ore smelting furnaces developed and patented by Vortec Corporation. The process heater systems to be developed have multiple use applications; however, the Phase III research effort is being focused on the development of a process heater system to be used for producing value added vitrified glass products from boiler/incinerator ashesand industrial wastes. The primary objective of the Phase III project is to develop and integrate all the system components, from fuel through total system controls, and then test the complete system in order to evaluate its potential marketability. During the current reporting period, a majority of the effort was spent relining the separator/reservoir and the cyclone melter. The relinings were completed, the cyclonemelter was reinstalled, and the test system was returned to operational status. The wet ESP was delivered and placed on its foundation. The focus during the upcoming months will be completing the integration ofthe wet ESP and conducting the first industrial proof-of-concept test. The other system …
